Description
Building on the work by KiwiRAP to meet the need of network level speed management, discussions in Australia to undertake star rating at the feasibility stage of a project and provide a lower-cost scan of network safety and UK needs for county level assessments, the development of a light model was approved by GTC at the 2016 meeting. The global need to benchmark the safety of road networks in accordance with the UN road safety performance targets is also an important demand for the innovation.
A light model should therefore meet the needs associated with global benchmarking, speed management (eg KiwiRAP), local government and early concept-stage design reviews.
The World Bank has also recently identified a need for early-stage assessment of loan projects with the light or interim star rating identified as a potential metric for inclusion in those assessments.
