CycleRAP
What is ‘CycleRAP’?
CycleRAP is an easy, affordable and fast method of evaluating road and bicycling infrastructure for safety. It aims to reduce crashes and improve safety specifically for bicyclists and other light mobility users by identifying high risk locations without the need for crash data.
CycleRAP uses data about the features of a road, street or path to evaluate the risk of crashes for bicyclists and light mobility users—irrespective of the type of facility (or whether it is on or off road) and for all crash types. It can be used anywhere in the world.
CycleRAP is used to:

- Improve bicycling-related asset management and maintenance planning
- Help prioritise investment and planning for bicycle and light mobility modes, and
- Provide safety key performance indicators and track performance over time.
What problem does CycleRAP help solve?
People who cycle or use other light‑mobility vehicles are more vulnerable to serious injury because they lack the physical protection of larger vehicles. Safe infrastructure is therefore essential.
Yet assessing and improving cycling safety is difficult, even in well‑developed networks. Existing design standards and safety tools often overlook cycling‑specific risks. CycleRAP fills this gap by providing an objective, consistent way to measure and benchmark the safety of cycling and light‑mobility infrastructure.
Who is CycleRAP for?
CycleRAP supports transport authorities and organisations working to improve safety for people who cycle or use other light‑mobility vehicles.
It can be used to address cycling safety concerns, assess how networks perform under growing demand or new vehicle types, and help prioritise funding and investment in safer infrastructure.
CycleRAP is relevant to a wide range of stakeholders, including transport and urban planners, shared‑mobility providers, delivery services, schools, policymakers, health and insurance organisations, investors, and mapping and navigation providers.
CycleRAP Demonstrator
The CycleRAP Demonstrator Tool enables the quick assessment of crash risk and safety issues on streets or cycling facilities. It allows users to quickly input the presence of different infrastructure attributes to obtain a CycleRAP Score and risk level from low to extreme.
