Mobility Snapshots: From Local Evidence to Global Action

As a member and partner, iRAP congratulates the Global Alliance of NGOs for Road Safety on the release of its 2025 Annual Report, celebrating another year of empowering communities, engaging decision-makers at every level, and supporting NGOs in their transition from advocates to agents of change and accountability. 

In 2025, iRAP was proud to continue its partnership with the Global Alliance, particularly through the Mobility Snapshots initiative, which was launched in 2024. A Mobility Snapshot captures data at a specific intersection within a local community, providing a clear picture of how people travel and the risks they face every day, with a particular focus on pedestrians and cyclists. They demonstrate how evidence-based, low-cost interventions – such as 30 km/h limits, bicycle and pedestrian facilities, and traffic calming can make a big difference in creating safer journeys for all.    

In 2025, Alliance member NGOs completed 83 Mobility Snapshots across 31 countries. Of these, 35 locations were formally assessed using the Star Rating Mobility Snapshot tool, based on the iRAP Star Rating methodology, providing a deeper understanding of road safety risks and identifying evidence-based countermeasures to improve safety outcomes. 

The findings reveal that many intersections still lack the infrastructure needed to protect vulnerable road users: 

• 73% lacked speed limits of 30 km/h or lower 

• 63% lacked pedestrian crossings on all approaches 

• 55% lacked usable footpaths 

• 76% lacked traffic calming measures 

• 87% lacked dedicated bicycle infrastructure 

These intersections are used by more than 136,950 pedestrians en 8,800 cyclists during peak hours, highlighting the scale of exposure to risk.  

Importantly, Mobility Snapshots are already driving change. NGOs have used the evidence to successfully advocate for safer speeds, improved crossings, traffic calming and other people-focused street improvements in countries including Moldova, Ecuador and Uganda.  

For iRAP, the initiative demonstrates the value of combining community-led data with internationally recognised road safety assessment tools. By helping local advocates identify risks and communicate solutions, Mobility Snapshots are proving that safer streets often start with a simple observation and a commitment to act.
