With more than 20 years of international development experience, Greg Smith is a leader known for his ability to inspire, empower and energise teams and partners worldwide.
Greg brings a unique blend of engineering and public policy expertise to his role as Chief Executive Officer of the International Road Assessment Programme (iRAP). He has been central to iRAP’s growth and global impact for over two decades, holding senior leadership roles across national, regional and global programmes.
Before becoming CEO, Greg served as Global Programme Director, leading work with governments, development banks, NGOs and industry partners worldwide to deliver life‑saving outcomes.

Hoofd Toekomstige Impact
Rob McInerney AO is hoofd Toekomstige Impact bij iRAP. Rob werkt aan baanbrekende wereldwijde partnerschappen en prioriteiten voor de organisatie die de door de VN-lidstaten overeengekomen doelstellingen 3 en 4 ondersteunen om wereldwijd reizen met 3 sterren of beter te realiseren. Zijn inspanningen omvatten onder meer het gebruik van AI en big data om elke weg ter wereld te beoordelen met sterren en deze gegevens te integreren in kaart- en navigatie-apps; het integreren van sterrenbeoordelingen in software voor wegontwerp om ervoor te zorgen dat alle nieuwe wegen worden aangelegd met minimale veiligheidsnormen; en het maximaliseren van de veilige en duurzame mobiliteitsresultaten van grote evenementen zoals Formule 1, de Olympische Spelen en het WK voetbal.
Voordat hij zijn huidige functie bekleedde, was Rob ruim 18 jaar CEO van iRAP. In die functie werkte hij samen met het iRAP-team en belangrijke leiders binnen ontwikkelingsbanken, de politiek en de technische sector om de impact van de organisatie te vergroten, van een start-up tot meer dan 130 landen wereldwijd.
Rob werd in 2026 benoemd tot Officier in de Orde van Australië (AO) vanwege zijn humanitaire diensten die wereldwijd duizenden levens hebben gered door veiligere wegen aan te leggen.

As Chief Financial Officer at iRAP, she leads multi‑entity financial operations, supporting strategic planning while strengthening governance, compliance and effective project delivery across the organisation.
Helen brings strong analytical rigour, a process‑improvement mindset and a collaborative leadership style to her role. She has extensive experience in financial stewardship, risk management and building robust systems that support organisational growth and impact. Passionate about iRAP’s mission, Helen is committed to ensuring transparency, sustainability and value for money across the RAP family, enabling partners worldwide to deliver safer roads and improved mobility outcomes.

Julio Urzua is former Executive Secretary of the Chilean National Commission for Road Safety (CONASET). CONASET is a national commission responsible for inter-ministerial coordination and development of public policies for road safety in Chile.
Between 2006 and 2009 Julio was Executive Secretary of the Latin American and Caribbean Transitional Commission for Road Safety. This Commission was established to coordinate and strengthen road safety public policies in Latin American and Caribbean countries. The Chair of the Commission was Nobel Peace Laureate Oscar Arias, President of Costa Rica.
Between 2009 and 2020 Julio was the Director of Americas and the Caribbean for the International Road Assessment Programme (iRAP)

Global Programme & Communications Manager
Judy Williams is a seasoned communications professional, passionate about reducing road trauma through strategic communications, compelling narrative and stakeholder engagement. She supports the charity’s partnerships with the UN, international agencies, governments, development banks, mobility clubs, industry and NGOs across 140 countries for a world free of high-risk roads. She manages and tracks the impact of the global program, empowers and connects partners, brings stakeholders together in large-scale events, and promotes life-saving initiatives.
Judy was awarded the 2025 ACRS (Australasian College of Road Safety) Women in Road Safety Award for her global impact in reducing road trauma. Her work has been recognised through the International Safety Media Awards. Judy holds a Bachelor of Business in Communications from the Queensland University of Technology and is committed to fostering safer, sustainable mobility worldwide.

Global Operations Manager
Luke Rogers is Global Operations Manager at the International Road Assessment Programme (iRAP), with over 20 years’ experience in road safety engineering.
He began his career with West Sussex County Council in the UK before moving into international road safety leadership roles. Since 2018, he has led global road safety assessments and capacity building projects, working with governments, development banks and road authorities to strengthen infrastructure safety and embed Safe System principles.
Luke provides technical guidance, delivers training, and supports the development of national road safety strategies aligned with the Decade of Action. He also contributes to the ongoing development of iRAP’s Star Rating risk model and software tools, now used in more than 100 countries worldwide.

For over a decade, she has contributed actively within the iRAP community, directing and supporting international projects aimed at improving road safety and advancing sustainable transport. Her expertise spans evidence-based strategies for safer mobility, and she works with partners across Europe to reduce road fatalities and serious injuries.
Olivera’s commitment to safer infrastructure and the practical use of RAP methodologies is central to her impact, driving progress towards better outcomes in mobility and transport. A serious car injury early in life shaped her perspective and continues to fuel her dedication to safer roads

Operations Manager, Latijns-Amerika en het Caribisch gebied
Morgan Fletcher is een civiel ingenieur met meer dan 15 jaar ervaring in verkeersveiligheid en transportinfrastructuur. James Bridge-Butler is one of the Software Development Engineers who work on the ViDA product and other web-apps provided by iRAP. With over 25 years of experience in web development, and 5 years as a Mechanical Engineer before that James is a champion of good user experiences while applying solid engineering principles and concepts to code and data manipulation.
James also has experience at the sharp-end of road safety, having been part of the TRL “On The Spot” survey team, which brought an understanding of the impact of road-safety to everyone.

Dr Suzy Charman is Executive Director at the Road Safety Foundation, providing leadership of the organisation. Suzy creates new ideas and thinking, provides technical oversight of our projects and methodologies, and leads our collaboration with other stakeholders.
Suzy was programme manager for iRAP upon its inception nearly 20 years ago, has broad experience across all areas of road safety through her work developing national road safety strategies, and is recognised as a leading Safe System expert with specialism in the Safe Roads and Safe Speeds elements.

Kate Fuller is the Programme and Engineering Director at the Road Safety Foundation. In her daily role she brings her knowledge and expertise in Programme Management to deliver the portfolio of projects which RSF undertake. This includes the Safer Roads Fund project for DfT, managing the iRAP surveys across the UK and work with the Welsh Government and National Highways.
She has over three decades experience in the fields of road safety and traffic management in Local Authorities and private consultancy and is a PRINCE2 Practitioner and PMQ-qualified Project Manager.

James Bedingfeld
Road Safety Engineer – Road Safety Foundation
James Bedingfeld is the Lead Road Safety Engineer at the Road Safety Foundation. He brings knowledge and expertise in road safety engineering to deliver the portfolio of projects which RSF undertake. This includes supporting engineers from Local Authorities, Welsh Government and National Highways and their respective supply chains to develop safety schemes using the iRAP suite of tools.
James also assists in the delivery of iRAP surveys across the UK including route and network road safety modelling. He has nearly three decades experience in the fields of road safety, traffic management and transport planning working for Local Authorities and private consultancy.

Brian Lawton
Road Safety Research and Policy Officer – Road Safety Foundation
Brian Lawton is the Road Safety Research and Policy Officer at the Road Safety Foundation. A highly-qualified mathematician with 20 years of experience in road safety, he leads much of the Foundation’s analytical work. This includes Crash Risk Mapping Britain’s motorways and ‘A’ roads each year, and working with road authorities to help prioritise highly cost-effective road safety investment.
He has a particular ability to share the findings of evidence-based road safety analysis with a wide range of audiences – he has presented at and chaired conferences, appeared as an expert witness in court, and appeared on television and radio.

Intern – Road Safety Foundation
Isabella Hale is a third-year Sociology student at the University of Bath, currently on placement with the Road Safety Foundation in partnership with iRAP. She supports research and analysis of road safety initiatives, applying both qualitative and quantitative methods to understand how policy, behaviour, and social systems affect public outcomes.
Isabella contributes to project development, data interpretation, and evidence-based policy evaluation, and brings strong communication and teamwork skills to her work. She is particularly interested in using research to inform interventions that promote safer, more equitable communities.

Franco Azzato
Leidinggevende op het gebied van training en accreditatie
Franco Azzato is een industrieel-mechanisch ingenieur met meer dan zeven jaar ervaring in verkeersveiligheid. Hij heeft uitgebreid gewerkt in Latijns-Amerika, waar hij initiatieven ondersteunde gericht op de veiligheid van motorrijders en de verkeersveiligheid van kinderen, voordat hij in 2022 bij iRAP in de sector Veilige Infrastructuur ging werken.
Zijn werk combineert technische kennis met praktische toepassing en helpt overheden en partners om onderzoeksresultaten om te zetten in veiligere wegen en beleid. Franco zet zich in voor het versterken van de lokale capaciteit, omdat hij ervan overtuigd is dat verkeersveiligheid een gedeelde verantwoordelijkheid en een fundamenteel recht is.

Safer Journeys Lead (Amerika)
Edgar Zamora is in november 2021 bij iRAP in dienst getreden, waar hij zich richt op het ontwikkelen van strategische partnerschappen en projecten die bijdragen aan de vermindering van verkeersdoden en -gewonden in de regio. Voordat hij bij iRAP kwam, werkte hij twaalf jaar voor de Inter-Amerikaanse Ontwikkelingsbank, waarvan negen jaar als transportspecialist, waar hij leiding gaf aan infrastructuurprojecten in verschillende landen in Latijns-Amerika en het Caribisch gebied.
Zijn achtergrond als civiel ingenieur en master in financiën, gecombineerd met zijn ruime praktijkervaring, stelden hem in staat een solide staat van dienst op te bouwen in het leiden van multidisciplinaire teams bij complexe projecten op het gebied van transport en verkeersveiligheid. Hij heeft met succes beleidsveranderingen bewerkstelligd die prioriteit geven aan interventies met grote impact in de LAC-regio.
Edgar heeft leiding gegeven aan en bijgedragen aan diverse projecten op het gebied van veilige mobiliteit en publicaties over verkeersveiligheid. Tijdens zijn carrière werkte hij in meerdere Latijns-Amerikaanse en Caribische landen, waaronder heel Centraal-Amerika, Haïti, Guyana en Suriname.

Samar Abouraad
Global Safer Journeys Specialist
Samar Abouraad is a road safety specialist with 30 years of experience in multi-sectoral projects, road safety and urban transport policy, audits, project management, and public participation. She holds a master’s in civil engineering from École Nationale des Ponts et Chaussées (Paris) and a civil engineering degree from Saint Joseph University (Lebanon).
She is currently Global Safer Journeys Specialist at iRAP. Previously, she served for 20 years as a senior expert with the Global Road Safety Partnership (GRSP). Her work includes road safety policies, master plans and analyses in France, Chad, Boston, and the Middle East and North Africa region. She was the team leader for the 1M Euro Euromed Road Safety Programme funded by the EU. She has extensive experience in capacity building, teaching, delivering training and workshops in road safety programme management for decision-makers, engineers, and university students.

Nathalie Chiavassa
Safer Journeys Lead (Africa)
Nathalie Chiavassa is a dedicated road safety specialist and certified road safety auditor with more than 20 years of experience across Sub‑Saharan Africa and the Caribbean. She has contributed as an expert and team leader to numerous training programmes and has played a key role in advancing the Two Decades of Action for Road Safety, providing technical assistance, policy and strategy reviews, and capacity building in over 15 African countries.
Her professional background includes supporting major road rehabilitation and modernization projects throughout Africa. Her expertise covers road safety engineering, on‑site assessments, the development of technical manuals, and advisory support to road safety agencies, institutions, and civil society organizations.
Since March 2023, she has served as Lead for Safer Roads in Africa at the International Road Assessment Programme (iRAP), where she is committed to strengthening efforts to save lives across the continent.

Coördinator Duurzame Mobiliteit
Minh Vo heeft een master in stedenbouwkunde en beschikt over expertise op het gebied van verkeersveiligheid, duurzame mobiliteit en monitoring en evaluatie. Bij iRAP ondersteunt ze de programma's Star Rating for Schools (SR4S) en CycleRAP, waarbij ze op bewijs gebaseerde infrastructuurbeoordelingen en -verbeteringen bevordert en tegelijkertijd partnerschappen met overheden, ontwikkelingsorganisaties en gemeenschappen wereldwijd versterkt.
Haar achtergrond combineert op unieke wijze technische analyse met maatschappelijke betrokkenheid, met een sterke focus op de ontwikkeling van klimaatbestendige en inclusieve transportsystemen die aansluiten bij het VN-decennium voor duurzaam transport (2026-2035). Minh zet zich vol passie in om data en onderzoek te vertalen naar praktische oplossingen die kwetsbare weggebruikers beschermen, met name kinderen en fietsers.
Als ontvanger van de Australia Awards Scholarships en de Peter Kissinger Memorial Award 2025 belichaamt zij zowel professionele uitmuntendheid als een oprechte toewijding aan het redden van levens door middel van veiligere, duurzamere straten voor iedereen.

Gabriel Guevara is a Road Safety Engineer with more than 25 years of professional experience, providing senior consultancy services in the design, assessment and management of safe road infrastructure. Since 2017, he has served as a road safety consultant for iRAP, leading road assessments, risk analysis and investment planning programmes focused on reducing road traffic fatalities and serious injuries.
He has contributed to numerous national and international projects, applying iRAP protocols for infrastructure safety assessment, prioritisation of interventions and optimisation of investment strategies. He has led Star Rating and Safer Roads Investment Plan (SRIP) assessments on national highways, urban corridors, expressways, and rural networks, supporting governments and multilateral development banks to achieve 3-star or better standards for all road users.
His expertise includes road safety audits, crash data analysis, Star Rating for Design (SR4D), economic appraisal of safety investments, and institutional road safety reform.
