Safety Assessments
iRAP provides world-leading methodologies and tools for measuring and managing road infrastructure safety. The iRAP tools have been used in more than 130 countries to assess the safety of some 3 million km of streets, roads and highways and influence design and construction projects worth more than $110 billion. It is estimated that projects which have made use of the iRAP tools and resources have prevented more than 860,000 deaths and serious injuries globally by the end of 2024.
iRAP Star Ratings are the best-known of the methodologies. Star Ratings have been adopted by UN Member States as the global standard for measuring the level of safety ‘built in’ to the design of a road for pedestrians, bicyclists, motorcyclists and pedestrians. A Star Rating can be produced for a location in as little as 10 minutes using the freely available Star Rating Demonstrator or using the comprehensive fit-for-purpose iRAP tools.
Safety Certification
iRAP Star Rating Certification is a voluntary, evidence-based process that formally verifies if a street, road, highway or design achieves a 3-star or better safety rating for vehicle occupants, motorcyclists, pedestrians, and bicyclists.
Star Rating Certification can help road owners celebrate the life-saving impact of their investments in safer safety and raise awareness about their commitment to the Global Plan and Sustainable Development Goals (SDGs).
Building Capacity
iRAP capacity building supports governments, road authorities, and partners to develop the skills, systems, and institutional capability needed to assess and improve road safety at scale. Through training, accreditation programmes, technical guidance, events, and on‑le‑job support, iRAP enables practitioners et decision fabricants to apply the iRAP tools and data to support decision making and prioritisation of high‑impact investments.
This approach builds sustainable, in‑country expertise, empowering local teams to lead road safety improvements, integrate evidence‑based standards into policy and practice, and deliver long‑term reductions in deaths and serious injuries.
Road Assesment Programmes (RAPs)
iRAP encourages the establishment of locally-led Road Assessment Programmes (RAPs). This approach encourages the combination of the global iRAP tools and networks with the local knowledge et leadership of local partners, meaning that solutions are not only evidence‑based, but also reflect in local road safety and governance contexts.
RAPs are established through an official, fee-free license agreement between iRAP and the leading local partner.
Ai-RAP
AiRAP stands for the ‘accelerated and intelligent’ capture of road safety-related data using automatic, repeatable and scalable methods to support road safety assessment, crash risk mapping, investment prioritisation for all road users.
AiRAP is designed help improve access to, and application of, existing and emerging data sources globally, including advances in artificial intelligence, machine learning, vision systems, LIDAR, telematics and other data sources.
Pledge for Safer Roads and Mobility
The Pledge for Safe Roads and Mobility is a global commitment by governments and industry to deliver safer roads, integrating safety into planning, design, and operation.
It promotes practical actions such as adopting Star Rating targets, safer standards, investing in proven treatments, strengthening road safety audits, and building local capacity, helping translate commitments into measurable reductions in deaths and serious injuries.
Investissement d'impact
There are few better investments than in safer roads and safe speeds. Yet investment does not yet match the scale of this preventable public health crisis. Currently, only $1-3 is invested in road trauma prevention for every $100 of crash-related costs.
iRAP supports impact investing – investing capital to generate both financial returns and measurable positive social or environmental outcomes – by providing tools for independent, data-driven measures of road safety performance – such as Star Ratings and Safer Roads Investment Plans.
Policy and Strategy for Safer Roads
iRAP informs policy and strategy by providing evidence‑based insights on road safety risk and the most effective interventions. Its tools and Star Ratings help governments prioritise investments, set targets, and embed safe system principles into transport planning, enabling more effective and life‑saving decisions.
5-Star Journeys and Major Sporting Events
The legacy of 5-Star Journeys as part of major sporting events provides a unifying goal for safe, inclusive, accessible and sustainable mobility. Event owners have ambitious sustainability goals alongside the local ambition of event hosts.
The events also provide the chance to challenge the status quo and bring all aspects of the safe system – safe policy and planning, safe public transport, safe vehicles, safe roads, safe road users and safe speeds – together to deliver a legacy of 5-Star Journeys for all.

Climate change is increasing risks to road networks through damage and disruption, making it essential to design and maintain roads that remain safe and resilient. iRAP methodologies and tools help ensure streets, roads and highways achieve at least a 3‑star standard for safety for all users, guiding investment in safer, more forgiving infrastructure. At the same time, safer roads support low‑carbon transport by encouraging walking, cycling, and public transport, helping deliver both life‑saving and sustainability outcomes.
Project Delivery
Our focus is on enabling others to make use of the freely available iRAP méthodologie and tools for safety. The iRAP team is also active in delivering life-saving projects that have practical application and testing of new tools, ensure quality of partner assessments, inform evaluations, build partner capability, et underpin the financial sustainability of the charity.
