São Paulo’s 2035 Road Safety Plan Includes iRAP for Safer Roads

The International Road Assessment Programme (iRAP) welcomes the launch of São Paulo’s 2025-2035 Road Safety Plan (PSV-SP), an ambitious, evidence-based strategy aimed at saving 19,000 lives and reducing injuries on the Brazilian state’s roads over the next decade.

Developed by the Government of São Paulo and the State Traffic System (Sistran-SP), with technical support from WRI Brazil through the Bloomberg Initiative for Global Road Safety (BIGRS), the Plan aligns with Vision Zero and Safe System principles and provides a coordinated framework for improving road safety across highways and urban roads.

A key feature of the Plan is its commitment to applying the iRAP methodology to identify high-risk sections of highways and concession roads, and upgrade critical locations to achieve a minimum 3-star safety rating for vulnerable road users. This important performance indicator reflects global best practice and will help ensure road infrastructure protects pedestrians, cyclists, motorcyclists and other at-risk road users.

iRAP CEO Greg Smith said, “The launch of BrazilRAP São Paulo in 2024 and inclusion of minimum 3-star safety targets in the 2035 Road Safety Plan clearly demonstrate the state’s commitment to eliminating high-risk roads. São Paulo’s Road Safety Plan is an important example of how governments can translate Safe System principles into evidence-based policy. By targeting 3-star or better roads for vulnerable road users and embedding the iRAP methodology into safety analysis and investment planning, the state is taking proven, strategic steps to prevent road deaths and injuries.”

The PSV-SP builds on Brazil’s broader commitment to the UN Decade of Action for Road Safety 2021-2030 and aligns with the National Road Safety Plan (Pnatrans), helping connect global road safety goals with implementation at the state and local levels.

It will also support efforts of Brazil’s Road Safety Coalition launched last week to improve road safety nationwide.

iRAP looks forward to supporting the Department of Highways (DER-SP) and BrazilRAP São Paulo partners as they work to implement the plan and safer journeys for all road users.
