Capacity Building Programme Underway for Cambodia’s Ministry of Public Works and Transport

From 1–4 June, the International Road Assessment Programme (iRAP) successfully delivered the second of four planned road infrastructure safety workshops for Cambodia’s Ministry of Public Works and Transport (MPWT) in Phnom Penh, supported by the Banco Asiático de Desarrollo (BAD).

The four-day workshop is part of a broader capacity-building initiative designed to equip a dedicated MPWT team with the skills and knowledge required to independently undertake full iRAP assessments and integrate road safety into routine planning, project design, and asset management activities.

The training, delivered by iRAP Global Operations Manager Luke Rogers and Senior Engineer Agustin Centeno, covered road risk factors and road attribute coding using the iRAP Coding Manual, and data analysis and reporting through ViDA. The team gained practical experience in coding a road survey of National Road 41 which has recently been upgraded.

Reflecting on his training experience, Dara Yong from API Cambodia said, “I’m truly grateful for this wonderful iRAP training. Over the past four days, I have gained valuable knowledge, deeper insights, and a better understanding of road safety analysis and assessment, particularly attribute coding. It was a meaningful learning journey, and I appreciate your guidance and support throughout the training and my current project.”

 

Future workshops will cover iRAP Star Rating and Investment Planning and share additional iRAP tools to support safer school and cycling journeys, improving the safety of road designs before the commencement of civil works, and rapid network assessments.

A key objective of the programme is to support MPWT staff in achieving Acreditación iRAP, helping to build sustainable national capacity to deliver safer roads for all road users across the country.

Mr Sovicheano Pheng, Secretary of State at the Ministry of Public Works and Transport, participated in the Opening Plenary Panel of the Asia and the Pacific Transport Forum in Manila last month and highlighted the importance of road safety and iRAP training and assessments to support implementation of Cambodia’s National Plan for the Decade of Action for Road Safety.

Según Explorador de información de seguridad de iRAP, achieving UN Target 4 for greater than 75% of travel on 3-star or better roads for all road users in Cambodia by 2030 stands to save an estimated 1,054 lives each year and 583,231 fatalities and injuries over the 20-year life of road treatments with an economic benefit of USD$475 million – $5 for every $1 spent.
