Road Safety Leadership Course Builds Capacity for Safer Roads and Speeds in Colombia

iRAP was proud to join the Global Road Safety Partnership (GRSP) and Global Designing Cities Initiative (GDCI) in Medellin, Colombia on 23 October, delivering the Road Safety Executive Leadership Course (RSELC) and enhanced capacity for safer roads and speed management to prevent road deaths and injuries.

The Road Safety Executive Leadership Course (RSELC) is part of the global leadership training suite developed by the GRSP and the Johns Hopkins University International Injury Research Unit, with support from Bloomberg Philanthropies.

iRAP’s Strategic Projects Director Julio Urzua and Road Safety Engineer Gabriel Guevara joined participants on day four of the course for a practical day of field activities focused on understanding how road design and vehicle speeds influence safety for all road users.

Participants visited selected road sites, gaining an opportunity to move beyond classroom learning to examine real-world road safety challenges first-hand.

They took part in a roadside speed observation study using LiDAR technology, gaining practical insights into speed monitoring and enforcement, and the critical role of managing vehicle speeds in reducing road trauma.

The afternoon session brought participants together to reflect on their observations, exchange perspectives and consider how the lessons could inform road safety policies, infrastructure improvements and interventions in their respective countries.

By connecting field experience with evidence-based decision-making, the course highlighted the importance of the Safe System approach – recognising that people make mistakes and that roads and speeds must be designed and managed to prevent those mistakes from resulting in death or serious injury.

The RSELC programme combines online learning with an intensive one-week residential course for senior road safety leaders from government, civil society, partner organisations and Red Cross and Red Crescent National Societies.

Its curriculum covers global road safety challenges, crash risk factors, Safe System approaches, strategic decision-making, road safety management, data utilisation and policy implementation.

In 2026, the wider Global Road Safety Leadership Course (GRSLC) programme marked its 10-year milestone with the official launch of the Global Road Safety Leadership Institute (GRSLI), building on a decade of capacity building and expanding its long-term vision.

With the 2026 cohort, the Institute has now supported 1,223 alumni from 86 countries.

iRAP is proud to support the programme, equipping leaders with the knowledge and confidence to translate evidence into effective road safety policy, advocacy, enforcement and implementation activities to advance a world free of high-risk roads.
