Representa o primeiro quadro de seguran\u00e7a rodovi\u00e1ria continental e juridicamente vinculativo de \u00c1frica e visa reduzir o n\u00famero alarmante de 250.000 mortes nas estradas que ocorrem anualmente.<\/p>\n<p>Adotada pelos Chefes de Estado africanos em 2016, a Carta Africana exigiu a ratifica\u00e7\u00e3o da mesma por 15 Estados-Membros da Uni\u00e3o Africana e o dep\u00f3sito do instrumento de ratifica\u00e7\u00e3o junto \u00e0 Uni\u00e3o Africana para que entrasse em vigor. A Rep\u00fablica de Mo\u00e7ambique tornou-se o d\u00e9cimo quinto pa\u00eds a faz\u00ea-lo em 11 de fevereiro de 2026.<\/p>\n<p>Mortes no tr\u00e2nsito\u00a0<a href=\"https:\/\/www.afro.who.int\/news\/road-traffic-deaths-rise-african-region-down-globally-who-report\" data-sf-ec-immutable=\"\">aumentou em 17% na d\u00e9cada at\u00e9 2021.<\/a> Na regi\u00e3o africana da OMS. V\u00e1rios pa\u00edses africanos reduziram as mortes no tr\u00e2nsito nos \u00faltimos anos, mas a regi\u00e3o ainda apresenta a maior taxa de mortalidade rodovi\u00e1ria do mundo.<\/p>\n<p>As avalia\u00e7\u00f5es do projeto iRAP lan\u00e7aram luz sobre a seguran\u00e7a das estradas africanas: apenas 17% da infraestrutura rodovi\u00e1ria (em extens\u00e3o) atinge o padr\u00e3o m\u00ednimo global de seguran\u00e7a de 3 estrelas ou mais para pedestres, 15% para ciclistas, 29% para motociclistas e 38% para ocupantes de ve\u00edculos.<\/p>\n<p>Apenas estradas mais seguras, atrav\u00e9s do cumprimento da Meta 4 da ONU (para que mais de 75% das viagens sejam realizadas em estradas com classifica\u00e7\u00e3o de 3 estrelas ou superior para todos os usu\u00e1rios at\u00e9 2030), podem salvar cerca de 98.265 vidas por ano e mais de 56 milh\u00f5es de vidas e ferimentos ao longo dos 20 anos de vida \u00fatil das obras de melhoria das estradas na \u00c1frica. Isso acarreta um benef\u00edcio econ\u00f4mico anual de US$ 1.600,524 bilh\u00f5es \u2013 US$ 1.600,90 para cada US$ 1.600 investido (<a href=\"https:\/\/irap.org\/safety-insights-explorer\/\">Explorador de insights de seguran\u00e7a iRAP<\/a>).<\/p>\n<p>Sua Excel\u00eancia Lerato D. Mataboge Mataboge, Comiss\u00e1ria da Uni\u00e3o Africana para Infraestrutura e Energia, afirmou: \u201cA ratifica\u00e7\u00e3o da Carta Africana de Seguran\u00e7a Rodovi\u00e1ria \u00e9 mais do que um marco legal \u2013 \u00e9 uma forte declara\u00e7\u00e3o pol\u00edtica para preservar vidas humanas e promover a vis\u00e3o coletiva da \u00c1frica de estradas mais seguras, ve\u00edculos mais seguros e usu\u00e1rios das vias mais seguros.\u201d<\/p>\n<p>A Carta obriga os signat\u00e1rios a tomarem medidas que estejam em conson\u00e2ncia com a <a href=\"https:\/\/www.who.int\/publications\/m\/item\/global-plan-for-the-decade-of-action-for-road-safety-2021-2030\" data-sf-ec-immutable=\"\">Plano Global para a D\u00e9cada de A\u00e7\u00e3o para Seguran\u00e7a Vi\u00e1ria 2021-2030<\/a>\u00a0e\u00a0<a href=\"https:\/\/au.int\/sites\/default\/files\/documents\/32186-doc-road_safety_african_action_plan_for_the_global_decade_of_action_for_road_safety-e.pdf\" data-sf-ec-immutable=\"\">Plano de A\u00e7\u00e3o Africano de Seguran\u00e7a Rodovi\u00e1ria 2021-2030<\/a> que oferecem orienta\u00e7\u00f5es para que os pa\u00edses alcancem a meta de reduzir pela metade as mortes e les\u00f5es graves no tr\u00e2nsito at\u00e9 2030. Estas incluem:<\/p>\n<ul>\n<li>Estabelecer uma ag\u00eancia nacional de seguran\u00e7a rodovi\u00e1ria para coordenar a pol\u00edtica de seguran\u00e7a rodovi\u00e1ria;<\/li>\n<li>Promulgar e aplicar leis que atendam \u00e0s melhores pr\u00e1ticas globais sobre os cinco principais fatores de risco para a seguran\u00e7a rodovi\u00e1ria: excesso de velocidade, condu\u00e7\u00e3o sob o efeito do \u00e1lcool, uso de capacete, uso de cinto de seguran\u00e7a e dispositivos de reten\u00e7\u00e3o para crian\u00e7as;<\/li>\n<li>Desenvolvimento de sistemas nacionais de dados sobre acidentes rodovi\u00e1rios para fundamentar pol\u00edticas baseadas em evid\u00eancias;<\/li>\n<li>Investir em infraestrutura rodovi\u00e1ria segura e em normas de seguran\u00e7a veicular; e<\/li>\n<li>Fortalecimento do atendimento de emerg\u00eancia pr\u00e9-hospitalar e p\u00f3s-acidente.<\/li>\n<\/ul>\n<p>A iniciativa iRAP est\u00e1 bem posicionada para apoiar os pa\u00edses na sua implementa\u00e7\u00e3o:<\/p>\n<ul>\n<li>Estradas mais seguras: Os artigos 11, 12, 13 e 14 da Carta exigem inspe\u00e7\u00f5es de seguran\u00e7a rodovi\u00e1ria; o desenvolvimento de pol\u00edticas de gest\u00e3o da seguran\u00e7a rodovi\u00e1ria; a introdu\u00e7\u00e3o de legisla\u00e7\u00e3o, pol\u00edticas e diretrizes para auditorias de seguran\u00e7a rodovi\u00e1ria em todas as fases de projeto, constru\u00e7\u00e3o e opera\u00e7\u00e3o da infraestrutura rodovi\u00e1ria; manuais e pr\u00e1ticas de projeto de estradas seguras alinhados com as normas internacionais; e que as necessidades dos usu\u00e1rios vulner\u00e1veis das vias sejam atendidas no planejamento, projeto e fornecimento de infraestrutura rodovi\u00e1ria.<\/li>\n<li>Dados aprimorados: O Artigo 20 exige a coordena\u00e7\u00e3o da coleta de dados nacionais sobre seguran\u00e7a rodovi\u00e1ria, bem como o monitoramento e a avalia\u00e7\u00e3o do progresso em n\u00edvel nacional.<\/li>\n<li>Fortalecimento de capacidades: O Artigo 20 tamb\u00e9m exige que os Estados Partes fortale\u00e7am a capacidade nacional em mat\u00e9ria de seguran\u00e7a rodovi\u00e1ria e gest\u00e3o de dados.<\/li>\n<li>Melhoria da Gest\u00e3o da Seguran\u00e7a Rodovi\u00e1ria: O Artigo 4 exige o estabelecimento de ag\u00eancias l\u00edderes em seguran\u00e7a rodovi\u00e1ria, legalmente incumbidas de fornecer aconselhamento pol\u00edtico e coordenar a formula\u00e7\u00e3o e implementa\u00e7\u00e3o de estrat\u00e9gias de seguran\u00e7a rodovi\u00e1ria.<\/li>\n<\/ul>\n<p>Nathalie Chiavassa, l\u00edder da iniciativa Viagens Mais Seguras da iRAP, afirmou: \u201cA ratifica\u00e7\u00e3o da Carta Africana de Seguran\u00e7a Rodovi\u00e1ria \u00e9 um passo crucial no esfor\u00e7o coletivo para reduzir as mortes no tr\u00e2nsito em toda a \u00c1frica. Agora come\u00e7a o trabalho essencial de implementa\u00e7\u00e3o nos n\u00edveis nacional e local, e a iRAP est\u00e1 pronta para apoiar seus parceiros com a metodologia gratuita.\u201d, <a href=\"https:\/\/irap.org\/rap-tools\/\">Ferramentas<\/a>, dados, <a href=\"https:\/\/irap.org\/training\/\">Treinamento<\/a> e <a href=\"https:\/\/irap.org\/accreditation\/\">especialistas credenciados<\/a> para tornar suas estradas e ruas mais seguras.&quot;\u201d<\/p>\n<p>A iRAP j\u00e1 apoia mais de 1.500 organiza\u00e7\u00f5es africanas na gest\u00e3o sistem\u00e1tica da seguran\u00e7a da infraestrutura rodovi\u00e1ria, fornecendo ferramentas baseadas em evid\u00eancias, dados, <a href=\"https:\/\/irap.org\/policies-into-practice\/\">diretrizes pol\u00edticas<\/a> e treinamento para o planejamento, projeto e monitoramento do desempenho de estradas mais seguras.<\/p>\n<p>o <a href=\"https:\/\/irap.org\/methodology\/\">Novo modelo iRAP com lan\u00e7amento previsto para maio.<\/a> apoiar\u00e1 uma melhor avalia\u00e7\u00e3o de riscos, especialmente para usu\u00e1rios vulner\u00e1veis das vias, e o novo <a href=\"https:\/\/irap.org\/2026\/03\/tracking-progress-the-irap-road-safety-performance-tracking-manual\/\">Manual de Monitoramento do Desempenho da Seguran\u00e7a Rodovi\u00e1ria<\/a> capacitar\u00e1 os parceiros africanos a cumprir os requisitos de monitoramento.<\/p>\n<p><strong>Impacto dos parceiros do programa iRAP na \u00c1frica<\/strong><\/p>\n<p>Os parceiros da iniciativa iRAP na \u00c1frica j\u00e1 alcan\u00e7aram um impacto significativo na seguran\u00e7a rodovi\u00e1ria em todo o continente, com quase 125.000 km de avalia\u00e7\u00f5es de seguran\u00e7a vi\u00e1ria realizadas em 29 pa\u00edses, incluindo cerca de 395 escolas, influenciando a seguran\u00e7a de mais de US$ 1.600.000 em investimentos em infraestrutura.<\/p>\n<p>A defesa, o investimento e as pol\u00edticas de estradas mais seguras est\u00e3o sendo influenciados pelo desenvolvimento de capacidades em 43 pa\u00edses e pela inclus\u00e3o de metas de classifica\u00e7\u00e3o de 3 estrelas ou superior nas Estrat\u00e9gias e Planos de A\u00e7\u00e3o de Seguran\u00e7a Rodovi\u00e1ria de Eswatini, G\u00e2mbia, Qu\u00eania, Limpopo (\u00c1frica do Sul), Malawi, Tanz\u00e2nia, Uganda e no Plano de Seguran\u00e7a Rodovi\u00e1ria da UNECA para a \u00c1frica.<\/p>\n<p>As parcerias da iRAP com ag\u00eancias importantes, como a\u00a0<a href=\"https:\/\/irap.org\/2025\/02\/irap-and-warso-unite-for-safer-roads-across-west-africa\/\">Organiza\u00e7\u00e3o de Seguran\u00e7a Rodovi\u00e1ria da \u00c1frica Ocidental (WARSO)<\/a>, <a href=\"https:\/\/irap.org\/2025\/02\/irap-and-armfa-sign-mou-for-safer-african-roads\/\">Associa\u00e7\u00e3o do Fundo Africano de Manuten\u00e7\u00e3o de Estradas (ARMFA)<\/a>, <a href=\"https:\/\/irap.org\/2025\/12\/afrso-webinar-summary-building-capacity-for-road-safety-assessment-in-africa\/\">Observat\u00f3rio Africano de Seguran\u00e7a Rodovi\u00e1ria (AfRSO)<\/a>, SSATP, bancos de desenvolvimento e outras entidades est\u00e3o ajudando a ampliar o impacto.<\/p>\n<p>David Niyonsenga, Chefe do Secretariado do Observat\u00f3rio Africano de Seguran\u00e7a Rodovi\u00e1ria (AfRSO), afirmou: \u201cA Carta Africana de Seguran\u00e7a Rodovi\u00e1ria fornece uma estrutura crucial para acelerar o progresso, mas seu sucesso depender\u00e1 de uma implementa\u00e7\u00e3o nacional robusta, apoiada por dados s\u00f3lidos e coordena\u00e7\u00e3o. O Observat\u00f3rio Africano de Seguran\u00e7a Rodovi\u00e1ria (AfRSO) est\u00e1 pronto para auxiliar os pa\u00edses a traduzir essa ambi\u00e7\u00e3o em resultados mensur\u00e1veis, apoiando a melhoria dos sistemas de dados, produzindo indicadores de desempenho em seguran\u00e7a rodovi\u00e1ria e promovendo o desenvolvimento de capacidades e o compartilhamento de conhecimento. Esta \u00e9 uma oportunidade fundamental para transformar evid\u00eancias em a\u00e7\u00e3o e salvar vidas em larga escala.\u201d<\/p>\n<p>\u201cAs parcerias nunca foram t\u00e3o vitais, visto que trabalhamos em conjunto com a Uni\u00e3o Africana, a AfRSO e outras partes interessadas para transformar a vis\u00e3o de estradas, ve\u00edculos e usu\u00e1rios mais seguros em uma realidade tang\u00edvel, apoiando a Agenda 2063 da UA para um transporte inclusivo e sustent\u00e1vel\u201d, disse a Sra. Chiavassa.<\/p>\n<p>\u201cEstou incrivelmente orgulhosa da dedica\u00e7\u00e3o e colabora\u00e7\u00e3o demonstradas pelos nossos parceiros.
