Isso ser\u00e1 alcan\u00e7ado reunindo o poder interdisciplinar da simula\u00e7\u00e3o de tr\u00e1fego, avalia\u00e7\u00e3o de seguran\u00e7a vi\u00e1ria, comportamento humano, mudan\u00e7a de modo e modelagem de demanda induzida e dados de mobilidade novos e emergentes. Com foco na seguran\u00e7a dos usu\u00e1rios vulner\u00e1veis das vias, o projeto PHOEBE de 3,5 anos se inspirar\u00e1 em cen\u00e1rios do mundo real nas tr\u00eas cidades-piloto de Atenas, Val\u00eancia e West Midlands. Conectando os modelos e m\u00e9todos de iRAP e Aimsun, os resultados do PHOEBE podem ser usados como modelo por outras cidades europeias para desenvolver seus produtos de conhecimento, como modelagem de an\u00e1lise socioecon\u00f4mica, avalia\u00e7\u00e3o de seguran\u00e7a vi\u00e1ria urbana, comportamento humano e modelagem de escolha.<\/em><\/p>\n<p><strong><a href=\"https:\/\/phoebe-project.eu\/\">FEBE<\/a> especialistas estiveram ocupados trabalhando explorando a abordagem metodol\u00f3gica e t\u00e9cnica que o projeto seguir\u00e1 para desenvolver a estrutura PHOEBE. Pesquisas on-line com partes interessadas e grupos focais tamb\u00e9m foram realizados para entender os usos e pr\u00e1ticas atuais de avalia\u00e7\u00e3o de seguran\u00e7a vi\u00e1ria e simula\u00e7\u00e3o microsc\u00f3pica de tr\u00e1fego em redes rodovi\u00e1rias urbanas e at\u00e9 que ponto eles informam a tomada de decis\u00f5es no planejamento e gest\u00e3o vi\u00e1ria urbana.<\/strong><\/p>\n<p>A revis\u00e3o da avalia\u00e7\u00e3o de seguran\u00e7a rodovi\u00e1ria de \u00faltima gera\u00e7\u00e3o, microssimula\u00e7\u00e3o de tr\u00e1fego, modelos de comportamento humano, mudan\u00e7a modal e demanda induzida em mais de 300 trabalhos de pesquisa. A pesquisa on-line e os grupos focais capturaram as lacunas e necessidades dos gerentes de transporte, profissionais e autoridades nas tr\u00eas cidades-piloto de Atenas, Val\u00eancia e West Midlands e al\u00e9m.<\/p>\n<p><strong>Resumo das descobertas da revis\u00e3o<\/strong><\/p>\n<p>As descobertas da revis\u00e3o de ponta trouxeram \u00e0 tona as lacunas na ci\u00eancia e na pol\u00edtica que est\u00e3o presentes atualmente. A estrutura PHOEBE inclui v\u00e1rios componentes que se cruzam e precisam ser aprimorados, atualizados e interligados para atingir os objetivos cient\u00edficos da estrutura metodol\u00f3gica e resultar em uma ferramenta de apoio \u00e0 pol\u00edtica utiliz\u00e1vel e eficiente.<\/p>\n<p>A revis\u00e3o confirmou que o<a href=\"https:\/\/irap.org\/rap-tools\/infrastructure-ratings\/star-ratings\/\"> Avalia\u00e7\u00f5es de estrelas iRAP<\/a> s\u00e3o uma metodologia de avalia\u00e7\u00e3o de seguran\u00e7a vi\u00e1ria adequada para atender \u00e0s necessidades do projeto. Este m\u00e9todo incorpora modelos individuais para VRUs e \u00e9 aplic\u00e1vel em todas as regi\u00f5es e tipos de estradas (incluindo redes de estradas urbanas). No entanto, as classifica\u00e7\u00f5es por estrelas fornecem classifica\u00e7\u00f5es est\u00e1ticas de seguran\u00e7a. Modelar o fen\u00f4meno de escolha de modo e prever o Modal Share e Modal Shift \u00e9 essencial para modelar a demanda de viagens. Concluiu-se tamb\u00e9m que h\u00e1 muita experi\u00eancia em desenvolver tais modelos para \u00e1reas urbanas, mas n\u00e3o para modos de transporte sustent\u00e1veis (que n\u00e3o sejam transportes p\u00fablicos), micromobilidade e mobilidade automatizada. A inclus\u00e3o de alguns novos modos, particularmente a micromobilidade, ser\u00e1 essencial para a capacidade do PHOEBE Framework de prever a ado\u00e7\u00e3o de novos modos de transporte.<\/p>\n<p><strong>Consultas \u00e0s partes interessadas<\/strong><\/p>\n<p>O question\u00e1rio da pesquisa e os grupos focais visaram avaliar diferentes aspectos da estrutura PHOEBE do ponto de vista do usu\u00e1rio final, para produzir uma Declara\u00e7\u00e3o de Necessidades. A pesquisa foi divulgada online com 50 participantes que forneceram informa\u00e7\u00f5es sobre modelos comportamentais, m\u00e9todos de coleta de dados, dados de transfer\u00eancia modal, modelos socioecon\u00f4micos, avalia\u00e7\u00e3o de seguran\u00e7a vi\u00e1ria e microssimula\u00e7\u00e3o. Dezenove (19) participantes de 15 cidades participaram dos grupos focais que seguiram um roteiro e processo dedicados para compreender as percep\u00e7\u00f5es e experi\u00eancias de seu trabalho di\u00e1rio, necessidades e capacidades enquanto trabalhavam com avalia\u00e7\u00e3o e simula\u00e7\u00e3o de seguran\u00e7a no tr\u00e2nsito.<\/p>\n<p>A Declara\u00e7\u00e3o de Necessidades destaca, entre outras coisas, que existem v\u00e1rios desafios, incluindo diferentes estruturas organizacionais relacionadas ao conhecimento e pr\u00e1tica nas cidades e algumas defici\u00eancias nas ferramentas atuais, como a incorpora\u00e7\u00e3o limitada de op\u00e7\u00f5es de transfer\u00eancia modal (especialmente com novas solu\u00e7\u00f5es de mobilidade emergentes ). Al\u00e9m disso, VRUs e novas mobilidades precisam ser integradas n\u00e3o apenas em ferramentas, mas tamb\u00e9m no conhecimento e na pr\u00e1tica organizacional. As novas fontes de dados emergentes s\u00e3o caras para coletar e processar, e a falta de recursos humanos com treinamento e conhecimento relevantes pode ser uma barreira para a explora\u00e7\u00e3o desses novos dados. A Declara\u00e7\u00e3o de Necessidades abrange tr\u00eas elementos de objetivos estrat\u00e9gicos, apoio \u00e0 decis\u00e3o e pr\u00e1tica di\u00e1ria, bem como necessidades metodol\u00f3gicas.<\/p>\n<p><strong>Principais mensagens e conclus\u00f5es<\/strong><\/p>\n<p>Com base nas necessidades das partes interessadas e na revis\u00e3o da literatura, um projeto conceitual da estrutura metodol\u00f3gica PHOEBE ser\u00e1 elaborado com base nos seguintes princ\u00edpios de design (entre outros):<\/p>\n<ul>\n<li>A escolha do modo e os modelos de mudan\u00e7a modal s\u00e3o os primeiros passos a serem dados para simular o tr\u00e1fego e os impactos na seguran\u00e7a<\/li>\n<li>Fus\u00e3o de avalia\u00e7\u00e3o rodovi\u00e1ria e simula\u00e7\u00e3o de tr\u00e1fego: a forte inter-rela\u00e7\u00e3o entre simula\u00e7\u00e3o de tr\u00e1fego e avalia\u00e7\u00e3o de seguran\u00e7a rodovi\u00e1ria est\u00e1 no centro da metodologia PHOEBE<\/li>\n<li>Incorpora\u00e7\u00e3o de modelos de comportamento humano para aumentar a credibilidade da simula\u00e7\u00e3o de tr\u00e1fego e enriquecer as previs\u00f5es de resultados de seguran\u00e7a no tr\u00e2nsito<\/li>\n<\/ul>\n<p>Os resultados s\u00e3o apenas o in\u00edcio do trabalho a ser realizado pelos parceiros PHOEBE.
