Ou seja, les\u00f5es no tr\u00e2nsito: at\u00e9 2030, reduzir pela metade o n\u00famero global de mortes e les\u00f5es causadas por acidentes de tr\u00e2nsito (3:6); at\u00e9 2030, fornecer acesso a sistemas de transporte seguros, baratos, acess\u00edveis e sustent\u00e1veis para todos \u2026 (11:2).<\/p>\n<p>E o poderoso argumento que informou essa decis\u00e3o inclui o enorme custo para o setor de sa\u00fade, o aumento da pobreza quando o ganha-p\u00e3o \u00e9 ferido ou morre e a devasta\u00e7\u00e3o do produto interno bruto (PIB) de um pa\u00eds entre 2% e 5%. .<\/p>\n<p>No\u00a0<b>&#039;Estudo sobre o custo do atendimento: o fardo de les\u00f5es relacionadas \u00e0 viol\u00eancia e acidentes de tr\u00e2nsito&#039;<\/b>\u00a0(que precisa ser atualizado), feito na Jamaica em 2014, em sete hospitais, o custo direto e indireto para o pa\u00eds foi estimado em $3,2 bilh\u00f5es, com o custo direto dos acidentes de tr\u00e2nsito chegando a oito por cento do o Or\u00e7amento Hospitalar.<\/p>\n<p>\u00c9 importante notar aqui que em 2013, o ano efetivo sob revis\u00e3o na \u00e9poca, 307 pessoas morreram. E com 99 mortes nas estradas em 2023, apesar de um come\u00e7o promissor, contra 123 (janeiro a mar\u00e7o) em 2022, estamos, a menos que algo dram\u00e1tico aconte\u00e7a, voltando para outro ano desastroso de luto e dor, uma perda significativa para a for\u00e7a de trabalho, devasta\u00e7\u00e3o do or\u00e7amento de sa\u00fade e PIB, e retardo de longo prazo do desenvolvimento nacional do nosso pa\u00eds.<\/p>\n<h2><span class=\"allcaps\">A ABORDAGEM DE SISTEMAS SEGUROS<\/span><\/h2>\n<p>Surge ent\u00e3o a pergunta: Que medida estrat\u00e9gica pode ser institu\u00edda para fazer uma mudan\u00e7a dram\u00e1tica, ou mesmo uma desacelera\u00e7\u00e3o, dos efeitos deste, virtual e metaforicamente, \u201ctrem desgovernado\u201d de les\u00f5es e mortes no tr\u00e2nsito? Existe apenas uma diretiva pol\u00edtica testada e comprovada, e outra, que cada pa\u00eds deve elaborar por si mesmo.<\/p>\n<p>A diretriz da pol\u00edtica \u00e9 a Abordagem de Sistemas Seguros para reduzir as les\u00f5es causadas pelo tr\u00e2nsito, recomendada pela Organiza\u00e7\u00e3o Mundial da Sa\u00fade (OMS). \u00c9 uma pol\u00edtica que foi endossada pelo presidente do Conselho Nacional de Seguran\u00e7a Rodovi\u00e1ria, o Exmo. Andrew Holiness, primeiro-ministro da Jamaica, um presidente que dedicou seu tempo e energia para, com autoridade, dirigir-se \u00e0 comunidade internacional sobre esta quest\u00e3o de vital import\u00e2ncia, repetidamente, quando convidado.<\/p>\n<p>Esta abordagem estrat\u00e9gica e sist\u00eamica para este problema internacional agora difundido \u00e9 apoiada por pesquisas realizadas por muitas na\u00e7\u00f5es que a empregaram com sucesso para reduzir as les\u00f5es causadas pelo tr\u00e2nsito.<\/p>\n<p>Tem cinco pilares principais \u2013 Velocidades Seguras, Estradas Seguras, Usu\u00e1rios Seguros da Estrada, Ve\u00edculos Seguros e uma Resposta Eficiente P\u00f3s-Acidente \u2013 que podem extrair as v\u00edtimas com rapidez e seguran\u00e7a e transport\u00e1-las para um hospital capaz de tratar les\u00f5es com sucesso.<\/p>\n<p>A Nova Lei de Tr\u00e2nsito Rodovi\u00e1rio, junto com um sistema de bilh\u00e9tica aprimorado, ambos os quais consumiram muito tempo e energia do <a href=\"http:\/\/www.nationalroadsafetycouncil.org.jm\/\">Conselho Nacional de Seguran\u00e7a Rodovi\u00e1ria (NRSC)<\/a>, que pressionou por melhorias por muitos anos, e em todas as administra\u00e7\u00f5es, fazem parte do ecossistema essencial necess\u00e1rio para produzir\u00a0<b>Velocidades seguras<\/b>\u00a0e\u00a0<b>Usu\u00e1rios da Estrada Segura<\/b>.<\/p>\n<p>Temos muito mais a realizar, mas os eventos recentes constitu\u00edram um passo significativo para extrair o m\u00e1ximo poss\u00edvel desses dois aspectos da Abordagem de Sistemas Seguros. Por exemplo, o uso legalmente poss\u00edvel de c\u00e2meras para fiscaliza\u00e7\u00e3o eletr\u00f4nica e o envio de multas quando embarcadas ainda este ano, como prometido, seria um grande passo nesse sentido.<\/p>\n<p>O mesmo acontece com a revis\u00e3o do programa de baf\u00f4metro para torn\u00e1-lo mais eficiente, de modo que a experi\u00eancia em outras jurisdi\u00e7\u00f5es, onde at\u00e9 30% dos motoristas envolvidos em acidentes fatais estavam dirigindo sob a influ\u00eancia de \u00e1lcool, possa ser replicada na Jamaica e tratadas por um uso mais agressivo deste instrumento.<\/p>\n<p>E n\u00e3o podemos exagerar a import\u00e2ncia cr\u00edtica de lidar de forma eficaz com a dire\u00e7\u00e3o distra\u00edda causada pelo uso de telefones celulares sem o uso de um instrumento viva-voz, mensagens de texto e dire\u00e7\u00e3o \u2013 grande quest\u00e3o em todo o mundo hoje! Isso tamb\u00e9m vale para a disposi\u00e7\u00e3o que obriga ao uso de cinto de seguran\u00e7a na frente e atr\u00e1s do ve\u00edculo e ao uso de sistema de reten\u00e7\u00e3o para crian\u00e7as em autom\u00f3veis particulares.<\/p>\n<h2><span class=\"allcaps\">ESTRADAS DE QUALIDADE M\u00cdNIMA DE TR\u00caS ESTRELAS<\/span><\/h2>\n<p>O pr\u00f3ximo passo ser\u00e1 a quest\u00e3o igualmente importante de fazer lobby para que seja dada aten\u00e7\u00e3o \u00e0 provis\u00e3o Estradas Seguras. E a OMS tem um requisito muito espec\u00edfico, ou seja, que as na\u00e7\u00f5es devem ter como objetivo construir uma rede rodovi\u00e1ria que tenha no m\u00ednimo estradas de qualidade tr\u00eas estrelas, sendo cinco a mais alta e uma a mais baixa e inaceit\u00e1vel em rela\u00e7\u00e3o \u00e0 seguran\u00e7a rodovi\u00e1ria. .<\/p>\n<p>A import\u00e2ncia desta recomenda\u00e7\u00e3o, que \u00e9 o mandato do iRAP (International Road Assessment Programme) financiado pela FIA Foundation, \u00e9 totalmente capturada nesta cita\u00e7\u00e3o deles: \u201cFalando de maneira geral, cada classifica\u00e7\u00e3o de estrela extra resulta em uma redu\u00e7\u00e3o pela metade do custo do acidente em termos do n\u00famero de pessoas mortas e gravemente feridas\u201d.<\/p>\n<p>O transporte de bens, servi\u00e7os e pessoas \u00e9 um grande contribuinte para o nosso PIB, da\u00ed a necessidade absoluta de ter estradas seguras incorporadas ao projeto e constru\u00e7\u00e3o de estradas.<\/p>\n<p>De fato, ao mesmo tempo, sem saber se ainda \u00e9 um requisito, o Banco Mundial determinou que 10% do custo da constru\u00e7\u00e3o de estradas deveria ser reservado para garantir estradas seguras. Isso inclui ciclovias, \u00e1reas de ref\u00fagio para pedestres, ilumina\u00e7\u00e3o p\u00fablica adequada, marca\u00e7\u00f5es vi\u00e1rias e olhos de gato, presen\u00e7a de cal\u00e7adas \u2013 muitas vezes ausentes em \u00e1reas rurais.<\/p>\n<p>Este tem sido um t\u00f3pico em discuss\u00e3o recentemente como resultado de m\u00faltiplas fatalidades na Rodovia Winston Jones em Manchester e aspectos das rodovias da Costa Norte \u2013 algumas das quais s\u00e3o supostamente escorregadias, especialmente quando molhadas \u2013 e onde ocorreram muitos acidentes fatais. Nesse contexto, o an\u00fancio do projeto multibilion\u00e1rio, ao longo de um per\u00edodo de tr\u00eas anos, para fornecer recursos para melhorar e construir novas estradas \u00e9 bem-vindo.<\/p>\n<h2><span class=\"allcaps\">VE\u00cdCULOS MAIS SEGUROS<\/span><\/h2>\n<p>A quest\u00e3o de\u00a0<b><\/b>Ve\u00edculos seguros \u00e9 um tema quente em muitos pa\u00edses. E n\u00f3s, na Jamaica, devemos estar muito conscientes das melhorias significativas que ocorreram na fabrica\u00e7\u00e3o de ve\u00edculos motorizados nos \u00faltimos tempos. Os ve\u00edculos el\u00e9tricos, por exemplo, mais pelo meio ambiente do que pela seguran\u00e7a, tamb\u00e9m fizeram mudan\u00e7as na forma como os cap\u00f4s s\u00e3o constru\u00eddos; tornando-os menos letais quando um pedestre \u00e9 atingido.<\/p>\n<p>Melhorias na estrutura do ve\u00edculo em rela\u00e7\u00e3o ao impacto lateral e a alta tecnologia, para motos e carros, ESC (controle eletr\u00f4nico de estabilidade), auxiliam na estabiliza\u00e7\u00e3o do carro e da moto em a\u00e7\u00f5es bruscas e evasivas. Uma melhoria que salvou muitas vidas em todo o mundo. Principalmente motociclistas!<\/p>\n<p>Os airbags s\u00e3o agora praticamente equipamentos padr\u00e3o para carros novos, mas como uma parte significativa de nossas importa\u00e7\u00f5es s\u00e3o ve\u00edculos usados e, mais importante, ve\u00edculos usados para o sistema de transporte p\u00fablico, precisamos garantir que esses ve\u00edculos atendam aos padr\u00f5es de seguran\u00e7a.<\/p>\n<p>E, novamente, como o Safe Roads, a seguran\u00e7a \u00e9 medida por estrelas com base em testes de colis\u00e3o, cujos resultados devem estar dispon\u00edveis para as autoridades locais.
