{"id":52154,"date":"2022-02-08T06:35:29","date_gmt":"2022-02-08T06:35:29","guid":{"rendered":"https:\/\/irap.org\/?p=52154"},"modified":"2022-08-05T05:36:17","modified_gmt":"2022-08-05T04:36:17","slug":"evaluating-progress-to-achieving-target-3","status":"publish","type":"post","link":"https:\/\/irap.org\/pt\/2022\/02\/evaluating-progress-to-achieving-target-3\/","title":{"rendered":"Avaliando o progresso para alcan\u00e7ar a Meta 3"},"content":{"rendered":"<p>O Fundo Global de Seguran\u00e7a Rodovi\u00e1ria do Banco Mundial (<a href=\"https:\/\/www.roadsafetyfacility.org\/\">GRSF<\/a>) e International Road Assessment Programme (<a href=\"https:\/\/www.irap.org\/\">iRAP<\/a>) deram in\u00edcio a um projeto inovador para avaliar o progresso dos pa\u00edses no cumprimento da Meta 3 da ONU: que at\u00e9 2030, todos <strong>Novo<\/strong> estradas atingem padr\u00f5es t\u00e9cnicos para todos os usu\u00e1rios da estrada que levam em conta a seguran\u00e7a rodovi\u00e1ria, ou atendem a uma classifica\u00e7\u00e3o de 3 estrelas ou melhor.<\/p>\n<p>Infraestrutura rodovi\u00e1ria segura \u00e9 o foco principal do\u00a0<a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Plano Global para a D\u00e9cada de A\u00e7\u00e3o para Seguran\u00e7a Vi\u00e1ria 2021-2030\u00a0<\/a>que apela a todos os governos e parceiros para alcan\u00e7arem o <a href=\"https:\/\/resources.irap.org\/General\/12_UN_Global_Road_Safety_Targets.pdf\">12 Metas de desempenho de seguran\u00e7a no tr\u00e2nsito global da ONU<\/a> em seus pa\u00edses, dos quais <a href=\"https:\/\/irap.org\/2018\/04\/targets-3-4-what-they-mean-for-safer-roads-globally\/\">Metas 3 e 4<\/a> relacionadas com a infraestrutura rodovi\u00e1ria.<\/p>\n<p>O projeto multifacetado de dois anos incluir\u00e1 uma revis\u00e3o de mais de 10 projetos rodovi\u00e1rios priorit\u00e1rios conclu\u00eddos usando dados de avalia\u00e7\u00e3o iRAP existentes e cobrindo todo o ciclo de vida do projeto desde o planejamento, projeto, constru\u00e7\u00e3o, opera\u00e7\u00e3o e manuten\u00e7\u00e3o.<\/p>\n<p>As estimativas de classifica\u00e7\u00e3o por estrelas e fatalidades ser\u00e3o realizadas dos projetos de estradas e estradas constru\u00eddas usando a classifica\u00e7\u00e3o por estrelas para projetos (<a href=\"https:\/\/irap.org\/star-rating-for-designs\/\">SR4D<\/a>) ferramenta web para entender seu desempenho de seguran\u00e7a em rela\u00e7\u00e3o \u00e0s <a href=\"https:\/\/irap.org\/3-star-or-better\/\">3 estrelas ou melhor<\/a> padr\u00e3o.<\/p>\n<p>O SR4D \u00e9 uma ferramenta gratuita e um programa baseado em evid\u00eancias de aplicativos informados pela Metodologia iRAP que permite a medi\u00e7\u00e3o simples e objetiva e a melhoria do n\u00edvel de seguran\u00e7a vi\u00e1ria &#039;embutido&#039; em um projeto vi\u00e1rio para ocupantes de ve\u00edculos, motociclistas, pedestres e ciclistas, antes do in\u00edcio das obras civis. A ferramenta foi desenvolvida com o apoio financeiro do GRSF.<\/p>\n<p>Treinamento e apoio ser\u00e3o fornecidos a equipes de pesquisa e fornecedores locais de pa\u00edses de baixa e m\u00e9dia renda para desenvolver capacidade no uso de SR4D, como realizar avalia\u00e7\u00f5es iRAP e identificar \u00e1reas de melhoria.<\/p>\n<p>Uma revis\u00e3o dos padr\u00f5es e especifica\u00e7\u00f5es de projeto locais e uma pesquisa com as partes interessadas ser\u00e3o implementadas em consulta com as autoridades rodovi\u00e1rias locais, consultores, ag\u00eancias governamentais, MDBs relevantes e outros parceiros para identificar barreiras no planejamento e gest\u00e3o de estradas mais seguras.<\/p>\n<p>Dados antes e depois do acidente, quando dispon\u00edveis, ser\u00e3o coletados e analisados.<\/p>\n<p>O projeto ver\u00e1 o aprimoramento da ferramenta web SR4D, incluindo controle de qualidade, funcionalidade de certifica\u00e7\u00e3o e suporte ao usu\u00e1rio.<\/p>\n<p>Para abordar as lacunas de conhecimento e apoiar melhores resultados de seguran\u00e7a para todos os usu\u00e1rios de estradas em pa\u00edses de baixa e m\u00e9dia renda, ser\u00e1 desenvolvida orienta\u00e7\u00e3o de conhecimento para informar melhorias na <a href=\"https:\/\/www.who.int\/groups\/united-nations-road-safety-collaboration\">Colabora\u00e7\u00e3o de Seguran\u00e7a Rodovi\u00e1ria da ONU<\/a> recursos e o <a href=\"https:\/\/toolkit.irap.org\/\">Kit de ferramentas de seguran\u00e7a rodovi\u00e1ria<\/a>, um reposit\u00f3rio on-line gratuito de informa\u00e7\u00f5es sobre as causas e preven\u00e7\u00e3o de acidentes de tr\u00e2nsito que causam mortes e ferimentos.<\/p>\n<p>Al\u00e9m de avaliar o progresso no cumprimento da Meta 3, o projeto identificar\u00e1 os fatores que influenciaram o alcance da meta e as barreiras que impedem consistentemente que os projetos atinjam a meta e far\u00e1 recomenda\u00e7\u00f5es para projetos futuros,<\/p>\n<p>O projeto de 2 anos \u00e9 apoiado por <a href=\"https:\/\/www.ukaiddirect.org\/\">UK Aid<\/a>, atrav\u00e9s do Global Road Safety Facility (GRSF) e implementado pelo iRAP.<\/p>\n<p>De acordo com o iRAP <a href=\"https:\/\/www.vaccinesforroads.org\/\">Vacinas para estradas<\/a>, alcan\u00e7ar as Metas 3 e 4 da ONU at\u00e9 2030 significa salvar 450.000 vidas por ano com um benef\u00edcio econ\u00f4mico de $8 de economia para cada $1 investido.<\/p>\n<p>Para entender o impacto humano dos acidentes de tr\u00e2nsito, qu\u00e3o seguras s\u00e3o as estradas do mundo para diferentes grupos de usu\u00e1rios de estradas e por pa\u00eds, e o Business Case humano e econ\u00f4mico para estradas mais seguras, visite <a href=\"https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/\">https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/<\/a><\/p>\n<p><em>Fonte da imagem: Shutterstock<\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>The World Bank Global Road Safety Facility (GRSF) and International Road Assessment Programme (iRAP) have commenced an innovative project to evaluate countries\u2019 progress in achieving UN Target 3: that by [&hellip;]<\/p>\n","protected":false},"author":21,"featured_media":52156,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"","_et_pb_old_content":"","_et_gb_content_width":"","_price":"","_stock":"","_tribe_ticket_header":"","_tribe_default_ticket_provider":"","_ticket_start_date":"","_ticket_end_date":"","_tribe_ticket_show_description":"","_tribe_ticket_show_not_going":false,"_tribe_ticket_use_global_stock":"","_tribe_ticket_global_stock_level":"","_global_stock_mode":"","_global_stock_cap":"","_tribe_rsvp_for_event":"","_tribe_ticket_going_count":"","_tribe_ticket_not_going_count":"","_tribe_tickets_list":"[]","_tribe_ticket_has_attendee_info_fields":false,"footnotes":""},"categories":[24,120],"tags":[272,726],"class_list":["post-52154","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","category-star-rating-for-designs","tag-grsf","tag-target-3"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v26.9 -
