A Classifica\u00e7\u00e3o por Estrelas foi utilizada para prever os impactos na seguran\u00e7a vi\u00e1ria (em termos do n\u00famero de acidentes fatais e graves) decorrentes de mudan\u00e7as no uso do solo, nas vias e no aumento dos n\u00edveis de tr\u00e1fego.<\/p>\n<p>O processo de planejamento do Rickman\u2019s Green Village adotou a estrat\u00e9gia \u201cDecide &amp; Provide\u201d para estimar os n\u00edveis de tr\u00e1fego e avaliar o impacto operacional em todas as jun\u00e7\u00f5es com 30 novas viagens. Essa abordagem considerou a seguran\u00e7a vi\u00e1ria utilizando os princ\u00edpios do Safe System e uma metodologia baseada em evid\u00eancias.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Metodologia de estudo<\/strong><\/p>\n<p>A \u00e1rea de estudo principal para seguran\u00e7a vi\u00e1ria foi definida, e cruzamentos externos foram identificados onde poderiam surgir problemas de capacidade. Uma an\u00e1lise retrospectiva de acidentes foi realizada para identificar tend\u00eancias e determinar como o empreendimento poderia abord\u00e1-las proporcionalmente.<\/p>\n<p>&nbsp;<br \/>\n<strong>Classifica\u00e7\u00e3o de Estrelas de Refer\u00eancia<\/strong><\/p>\n<p>Foi realizada uma avalia\u00e7\u00e3o inicial utilizando a Metodologia de Classifica\u00e7\u00e3o por Estrelas iRAP. Isso envolveu uma avalia\u00e7\u00e3o quantitativa da seguran\u00e7a vi\u00e1ria para diferentes tipos de usu\u00e1rios das vias \u2014 ocupantes de ve\u00edculos, motociclistas, pedestres e ciclistas \u2014 em v\u00e1rios trechos e cruzamentos. A avalia\u00e7\u00e3o inicial indicou n\u00edveis de seguran\u00e7a insatisfat\u00f3rios, de 1 e 2 estrelas, para todos os usu\u00e1rios das vias.<br \/>\n<strong>Previs\u00e3o de Avalia\u00e7\u00f5es por Estrelas (com base nas melhorias propostas)<\/strong><\/p>\n<p>Com base na avalia\u00e7\u00e3o inicial, as melhorias propostas foram estabelecidas e testadas. Isso incluiu o c\u00e1lculo da signific\u00e2ncia das mudan\u00e7as no risco de seguran\u00e7a vi\u00e1ria, a avalia\u00e7\u00e3o da sensibilidade e magnitude dos impactos na seguran\u00e7a vi\u00e1ria, e a identifica\u00e7\u00e3o de melhorias espec\u00edficas.<\/p>\n<p>A avalia\u00e7\u00e3o de transporte envolveu a identifica\u00e7\u00e3o de uma \u00e1rea de estudo com base nos impactos previs\u00edveis na caminhada, ciclismo, transporte p\u00fablico e uso de equita\u00e7\u00e3o. Locais mais distantes foram considerados para melhorias rodovi\u00e1rias necess\u00e1rias como mitiga\u00e7\u00e3o. A abordagem do EIA utilizou dados hist\u00f3ricos de acidentes para estabelecer uma linha de base e avaliou os efeitos do tr\u00e1fego adicional de desenvolvimento em todos os usu\u00e1rios da estrada.<\/p>\n<p>A avalia\u00e7\u00e3o de impacto final calculou as mudan\u00e7as nos n\u00edveis de seguran\u00e7a rodovi\u00e1ria, estimando a redu\u00e7\u00e3o anual de fatalidades e les\u00f5es graves (FSIs), realizada por meio de mudan\u00e7as proporcionais nas FSIs e nos perigos \u00e0 beira da estrada.<\/p>\n<p><strong>Conclus\u00e3o<\/strong><\/p>\n<p>A integra\u00e7\u00e3o da metodologia iRAP no processo de planejamento do Rickman\u2019s Green Village demonstrou ser uma abordagem robusta para melhorar a seguran\u00e7a vi\u00e1ria em novos empreendimentos.
