Hist\u00f3ria de Elvira Fantin.<\/strong><\/p>\n<p>Um novo conceito est\u00e1 sendo aplicado no Brasil e no Paran\u00e1 para melhorar a seguran\u00e7a vi\u00e1ria e reduzir acidentes e mortes: o \u201cperd\u00e3o nas rodovias\u201d. A proposta \u00e9 minimizar o impacto do erro humano com a constru\u00e7\u00e3o de \u00e1reas de escape, instala\u00e7\u00e3o de barreiras de seguran\u00e7a e linhas de vibra\u00e7\u00e3o, entre outras interven\u00e7\u00f5es. Caso o motorista se engane, ele pode contar com os recursos que a estrada oferece para evitar o acidente ou, pelo menos, minimizar suas consequ\u00eancias.<\/p>\n<p>A pr\u00e1tica come\u00e7ou h\u00e1 cerca de 40 anos e j\u00e1 \u00e9 comum em pa\u00edses mais avan\u00e7ados, mas no Brasil o conceito s\u00f3 chegou em 2018 - e o cen\u00e1rio est\u00e1 longe do ideal, segundo an\u00e1lise da Confedera\u00e7\u00e3o Nacional de Tr\u00e2nsito (CNT). Estudo realizado pela entidade mostra que, em 2020, os custos com acidentes nas rodovias federais do pa\u00eds corresponderam a R$ 10,2 bilh\u00f5es (US $ $1,94 bilh\u00f5es), enquanto os investimentos para evit\u00e1-los foram de apenas R$ 6,7 bilh\u00f5es (US $ $1,27 bilh\u00e3o).<\/p>\n<p><strong>Em dez anos, todas as rodovias concedidas pela PR ser\u00e3o 3 estrelas ou mais<\/strong><\/p>\n<p>Esta imagem promete mudar. No Paran\u00e1, a\u00e7\u00f5es efetivas dentro do conceito de \u201cindulg\u00eancia de rodovias\u201d j\u00e1 est\u00e3o nos novos contratos de concess\u00e3o, que entrar\u00e3o em vigor a partir de 2022. \u201cAo final do primeiro ano de concess\u00e3o, todas as rodovias ter\u00e3o que ser classificadas, no m\u00ednimo, como &#039; 2 estrelas &#039;e, em dez anos, ter\u00e3o que chegar a pelo menos&#039; 3 estrelas &#039;\u201d, afirma Marcello Costa, secret\u00e1rio nacional de Transportes Terrestres do Minist\u00e9rio da Infraestrutura.<\/p>\n<p>A partir da\u00ed, segundo o secret\u00e1rio Costa, ser\u00e3o feitos planos para aumentar as exig\u00eancias para 4 e 5 estrelas. A classifica\u00e7\u00e3o varia de 1 a 5 estrelas, de acordo com as condi\u00e7\u00f5es de seguran\u00e7a no tr\u00e2nsito seguindo padr\u00f5es reconhecidos pela Organiza\u00e7\u00e3o das Na\u00e7\u00f5es Unidas (ONU). \u201cTrouxemos o conceito para o Brasil e assumimos como pol\u00edtica p\u00fablica\u201d, diz o secret\u00e1rio.<\/p>\n<p>\u201cO erro humano vai acontecer e as rodovias t\u00eam que perdoar esses erros, sendo equipadas com dispositivos de \u00e1udio, sinaliza\u00e7\u00e3o e infraestrutura que reduzem as chances e a gravidade dos acidentes\u201d, ressalta.<\/p>\n<p>Todo o trabalho segue o <a href=\"https:\/\/irap.org\/how-we-can-help\/#mytabs|0\">Metodologia iRAP<\/a>, desenvolvido internacionalmente para inspecionar estradas de alto risco e reduzir acidentes. No caso das rodovias do Paran\u00e1, as primeiras necessidades j\u00e1 foram identificadas e ser\u00e3o identificadas nos contratos. Mas, al\u00e9m disso, as concession\u00e1rias se comprometer\u00e3o, j\u00e1 no primeiro ano da concess\u00e3o, a fazer um diagn\u00f3stico mais detalhado apontando outras demandas.<\/p>\n<p>\u201cSer\u00e1 um avan\u00e7o\u201d, afirma Jo\u00e3o Arthur Mohr, gerente de Assuntos Estrat\u00e9gicos da Federa\u00e7\u00e3o das Ind\u00fastrias do Paran\u00e1 (Fiep). \u201cAs concession\u00e1rias ser\u00e3o obrigadas a investir em seguran\u00e7a dentro desse conceito de &#039;rodovias que perdoam&#039;. Antes n\u00e3o existia essa exig\u00eancia \u201d, comenta.<\/p>\n<p>Al\u00e9m das rodovias concedidas, a Uni\u00e3o vai investir em rodovias federais n\u00e3o pedagiadas e a expectativa \u00e9 que os estados tamb\u00e9m fa\u00e7am o mesmo. No Paran\u00e1, no m\u00eas passado, o DER lan\u00e7ou o edital do Programa de Seguran\u00e7a Vi\u00e1ria nas Rodovias Estaduais (Proseg Paran\u00e1), que prev\u00ea um investimento de R$ 70 milh\u00f5es (US $ $13,3 milh\u00f5es) em seguran\u00e7a em 10.000 quil\u00f4metros.<\/p>\n<p>Segundo Hugo Alexander Martins Pereira, especialista em planejamento e gest\u00e3o de tr\u00e1fego e professor da Universidade Positivo, o conceito de \u201crodovias que perdoam\u201d tem que ser aliado \u00e0s condi\u00e7\u00f5es das estradas e a uma campanha educativa. \u201cAs boas pr\u00e1ticas e essa metodologia t\u00eam mostrado bons resultados em v\u00e1rios pa\u00edses\u201d, afirma.<\/p>\n<p>Outro especialista no assunto, o professor doutor em engenharia de transportes da UFPR, Jorge Tiago Bastos, classifica como muito importante a manuten\u00e7\u00e3o de estradas, acostamentos pavimentados e bermas livres de quaisquer obst\u00e1culos, como \u00e1rvores, postes, paredes e declives.<\/p>\n<p>\u201cIsso \u00e9 mais do que uma \u00e1rea de fuga, \u00e9 uma forma de o motorista ter espa\u00e7o suficiente para retomar o controle do ve\u00edculo com seguran\u00e7a\u201d, diz ele. Segundo ele, essa solu\u00e7\u00e3o est\u00e1 prevista, mas nem sempre ser\u00e1 poss\u00edvel e, neste caso, as \u00e1reas de fuga e as barreiras de seguran\u00e7a tamb\u00e9m s\u00e3o importantes.<\/p>\n<p>Bastos diz que as condi\u00e7\u00f5es das estradas no estado e no pa\u00eds s\u00e3o muito diferentes. \u201cExistem trechos muito seguros e outros n\u00e3o\u201d, observa. Bastos reconhece que \u201cmuitos avan\u00e7os ocorreram nos \u00faltimos anos, mas ainda h\u00e1 muito a ser feito\u201d.<\/p>\n<p>O n\u00famero de acidentes nas rodovias federais do Paran\u00e1, em 2020, segundo a Pol\u00edcia Rodovi\u00e1ria Federal, foi de 7.100, com 7.400 feridos e 526 mortos. Eles s\u00e3o muito menores do que h\u00e1 dez anos. Em 2011, foram 22,2 mil acidentes, com 12,4 mil feridos e 740 mortos.<\/p>\n<p><strong>As organiza\u00e7\u00f5es j\u00e1 come\u00e7aram a implementar interven\u00e7\u00f5es<\/strong><\/p>\n<p>Os atuais contratos de concess\u00e3o do Anel de Integra\u00e7\u00e3o do Paran\u00e1, com 2.500 quil\u00f4metros, datam de 1997 e vencem em novembro do mesmo ano. Quando foram assinadas, ainda n\u00e3o havia men\u00e7\u00e3o \u00e0s \u201crodovias indulgentes\u201d, mas foram realizados investimentos ao longo do per\u00edodo de concess\u00e3o, visando \u00e0 seguran\u00e7a.<\/p>\n<p>\u201cForam realizadas v\u00e1rias a\u00e7\u00f5es que n\u00e3o estavam previstas no contrato, como o monitoramento de c\u00e2meras, por exemplo\u201d, afirma Tha\u00eds Caroline Borges, presidente da CCR RodoNorte. \u201cO contrato nos d\u00e1 um direcionamento, mas n\u00e3o podemos continuar operando como come\u00e7amos\u201d, destaca. Ela informa que nos trechos sob responsabilidade da Rodonorte (Curitiba a Apucarana e Ponta Grossa a Jaguaria\u00edva), a taxa de acidentes foi reduzida em 73% e a mortalidade em 82% desde o in\u00edcio da concess\u00e3o at\u00e9 o final de 2020.<\/p>\n<p>A Ecovia afirma que a redu\u00e7\u00e3o de acidentes nos trechos onde atua foi de 55,8% desde o in\u00edcio da concess\u00e3o. Entre 1998 e 2020, mais de R$ 940 milh\u00f5es (USD$178 milh\u00f5es) (valores de 2020) foram investidos em melhorias e manuten\u00e7\u00e3o, incluindo dispositivos de seguran\u00e7a e sinaliza\u00e7\u00e3o horizontal e vertical. Tamb\u00e9m foi implantada uma \u00e1rea de exaust\u00e3o de caminh\u00f5es no km 37 da BR-277, que liga Curitiba ao litoral.<\/p>\n<p>A Arteris, que administra tr\u00eas concess\u00f5es de rodovias federais com trechos em opera\u00e7\u00e3o no Paran\u00e1 (R\u00e9gis Bittencourt, Planalto Sul e Litoral Sul), informa que entre 2010 e 2020, houve uma redu\u00e7\u00e3o nas mortes de 42,3% (Litoral Sul), 56% (R\u00e9gis Bittencourt) e 66% (planalto sul).<\/p>\n<p>Foram instalados equipamentos de prote\u00e7\u00e3o e seguran\u00e7a como barreiras de concreto, atenuadores de impacto e duas \u00e1reas de fuga, ambas na BR-376, que liga Curitiba ao litoral catarinense.<\/p>\n<p>&nbsp;<\/p>\n<p><em>iRAP Nota: iRAP parabeniza a Autoridade do Paran\u00e1 por esta pol\u00edtica de lideran\u00e7a que salvou vidas. O Paran\u00e1 \u00e9 um importante estado do Brasil, geograficamente cerca da metade do tamanho do Paraguai e com grandes investimentos em infraestrutura rodovi\u00e1ria.
