Isso ser\u00e1 alcan\u00e7ado reunindo o potencial interdisciplinar da simula\u00e7\u00e3o de tr\u00e1fego, da avalia\u00e7\u00e3o da seguran\u00e7a vi\u00e1ria, do comportamento humano, da modelagem da mudan\u00e7a de modo de transporte e da demanda induzida, al\u00e9m de dados novos e emergentes sobre mobilidade. Com foco na seguran\u00e7a dos usu\u00e1rios vulner\u00e1veis das vias, o projeto PHOEBE, com dura\u00e7\u00e3o de 3,5 anos, se inspirar\u00e1 em cen\u00e1rios reais nas tr\u00eas cidades-piloto: Atenas, Val\u00eancia e West Midlands. Ao conectar os modelos e m\u00e9todos do iRAP e da Aimsun, os resultados do PHOEBE poder\u00e3o servir de modelo para outras cidades europeias no desenvolvimento de seus produtos de conhecimento, tais como modelagem de an\u00e1lise socioecon\u00f4mica, avalia\u00e7\u00e3o da seguran\u00e7a vi\u00e1ria urbana e modelagem do comportamento humano e das escolhas.<\/em><\/p>\n<p><strong><a href=\"https:\/\/phoebe-project.eu\/\">FOBE<\/a> especialistas t\u00eam trabalhado intensamente na explora\u00e7\u00e3o da abordagem metodol\u00f3gica e t\u00e9cnica que o projeto seguir\u00e1 para desenvolver o framework PHOEBE. Eles obtiveram uma vis\u00e3o geral atrav\u00e9s de pesquisa documental e revis\u00e3o bibliogr\u00e1fica do conhecimento mais recente em seguran\u00e7a rodovi\u00e1ria e modelagem de transporte. Pesquisas online com partes interessadas e grupos focais tamb\u00e9m foram realizadas para entender os usos e pr\u00e1ticas atuais de avalia\u00e7\u00e3o de seguran\u00e7a rodovi\u00e1ria e simula\u00e7\u00e3o microsc\u00f3pica de tr\u00e1fego em redes rodovi\u00e1rias urbanas, e a extens\u00e3o em que informam a tomada de decis\u00e3o no planejamento e gest\u00e3o de rodovias urbanas.<\/strong><\/p>\n<p>A revis\u00e3o do estado da arte abrangeu a avalia\u00e7\u00e3o da seguran\u00e7a rodovi\u00e1ria, microsimula\u00e7\u00e3o de tr\u00e1fego, modelos de comportamento humano, mudan\u00e7a modal e demanda induzida em mais de 300 artigos de pesquisa. A pesquisa online e os grupos focais capturaram as lacunas e necessidades de gestores de transporte, profissionais e autoridades nas tr\u00eas cidades piloto de Atenas, Val\u00eancia e West Midlands, e al\u00e9m.<\/p>\n<p><strong>Resumo das descobertas da revis\u00e3o<\/strong><\/p>\n<p>As descobertas da revis\u00e3o do estado da arte trouxeram \u00e0 tona as lacunas existentes na ci\u00eancia e na pol\u00edtica. Adicionalmente, a revis\u00e3o lan\u00e7ou luz sobre as conex\u00f5es cruciais entre simula\u00e7\u00e3o de tr\u00e1fego, avalia\u00e7\u00e3o de seguran\u00e7a rodovi\u00e1ria e o papel dos modelos de comportamento humano no aprimoramento da credibilidade de ambos; este \u2018tri\u00e2ngulo\u2019 \u00e9 uma parte importante da base da metodologia PHOEBE. O framework PHOEBE inclui v\u00e1rios componentes interligados que precisam ser aprimorados, atualizados e interligados para alcan\u00e7ar os objetivos cient\u00edficos do framework metodol\u00f3gico e resultar em uma ferramenta de apoio \u00e0 pol\u00edtica utiliz\u00e1vel e eficiente.<\/p>\n<p>A an\u00e1lise confirmou que a<a href=\"https:\/\/irap.org\/pt\/rap-tools\/infrastructure-ratings\/star-ratings\/\"> Avalia\u00e7\u00e3o Estrela iRAP<\/a> s\u00e3o uma metodologia adequada de avalia\u00e7\u00e3o de seguran\u00e7a rodovi\u00e1ria para atender \u00e0s necessidades do projeto. Este m\u00e9todo incorpora modelos individuais para VRUs e \u00e9 aplic\u00e1vel em todas as regi\u00f5es e tipos de estradas (incluindo redes rodovi\u00e1rias urbanas). No entanto, as Star Ratings fornecem classifica\u00e7\u00f5es de seguran\u00e7a est\u00e1ticas. Vari\u00e1veis de velocidade e fluxo de modelos de simula\u00e7\u00e3o de tr\u00e1fego ser\u00e3o incorporadas para permitir a previs\u00e3o din\u00e2mica de seguran\u00e7a e uma melhor representa\u00e7\u00e3o do comportamento humano. Os parceiros do PHOEBE se reuniram recentemente para aprimorar o entendimento das Star Ratings entre os membros do cons\u00f3rcio.<\/p>\n<p><strong>Escolha de modo<\/strong><\/p>\n<p>Outro aspecto comportamental que est\u00e1 sendo avaliado pelo PHOEBE \u00e9 a escolha de modo ou mudan\u00e7a modal dos usu\u00e1rios, que tamb\u00e9m tem um impacto na seguran\u00e7a em n\u00edvel de rede de uma cidade. Compreender a mudan\u00e7a modal e a demanda induzida \u00e9 fundamental para entender as mudan\u00e7as no fluxo e na velocidade da rede e seus impactos na seguran\u00e7a no sistema de transporte. Modelar o fen\u00f4meno da escolha de modo e prever o Compartilhamento Modal e a Mudan\u00e7a Modal \u00e9 parte integrante da modelagem da demanda de viagens. Concluiu-se tamb\u00e9m que h\u00e1 muita experi\u00eancia no desenvolvimento de tais modelos para \u00e1reas urbanas, mas n\u00e3o para modos de transporte sustent\u00e1veis (al\u00e9m do transporte p\u00fablico), micromobilidade e mobilidade automatizada. A inclus\u00e3o de alguns novos modos, particularmente a micromobilidade, ser\u00e1 essencial para a capacidade do PHOEBE Framework de prever a ado\u00e7\u00e3o de novos modos de transporte.<\/p>\n<p><strong>Consultas com partes interessadas<\/strong><\/p>\n<p>O question\u00e1rio da pesquisa e os grupos focais objetivaram avaliar diferentes aspectos do framework PHOEBE sob a perspectiva do usu\u00e1rio final, para produzir uma Declara\u00e7\u00e3o de Necessidades. A pesquisa foi disseminada online com 50 participantes que forneceram insights sobre modelos comportamentais, m\u00e9todos de coleta de dados, dados de mudan\u00e7a modal, modelos socioecon\u00f4micos, avalia\u00e7\u00e3o de seguran\u00e7a rodovi\u00e1ria e microssimula\u00e7\u00e3o. Dezenove (19) participantes de 15 cidades participaram dos grupos focais, que seguiram um roteiro e processo dedicados para compreender as percep\u00e7\u00f5es e experi\u00eancias de seu trabalho di\u00e1rio, necessidades e capacidades ao trabalhar com avalia\u00e7\u00e3o e simula\u00e7\u00e3o de seguran\u00e7a rodovi\u00e1ria.<\/p>\n<p>A Declara\u00e7\u00e3o de Necessidades destaca, entre outras coisas, que existem v\u00e1rios desafios, incluindo diferentes estruturas organizacionais relacionadas ao conhecimento e \u00e0 pr\u00e1tica nas cidades e algumas defici\u00eancias nas ferramentas atuais, como a incorpora\u00e7\u00e3o limitada de op\u00e7\u00f5es de mudan\u00e7a modal (especialmente com novas solu\u00e7\u00f5es de mobilidade emergentes). Al\u00e9m disso, os VRUs (Vulnerable Road Users - Usu\u00e1rios Vulner\u00e1veis das Vias) e as novas mobilidades precisam ser integrados n\u00e3o apenas nas ferramentas, mas tamb\u00e9m no conhecimento e na pr\u00e1tica organizacional. As novas fontes de dados emergentes s\u00e3o caras para coletar e processar, e a falta de recursos humanos com treinamento e conhecimento relevantes pode ser uma barreira para a explora\u00e7\u00e3o desses novos dados. A Declara\u00e7\u00e3o de Necessidades abrange tr\u00eas elementos de metas estrat\u00e9gicas, suporte \u00e0 decis\u00e3o e pr\u00e1tica di\u00e1ria, bem como necessidades metodol\u00f3gicas.<\/p>\n<p><strong>Mensagens-chave e conclus\u00f5es<\/strong><\/p>\n<p>Com base nas necessidades dos stakeholders e na revis\u00e3o da literatura, ser\u00e1 elaborado um projeto conceitual do framework metodol\u00f3gico PHOEBE com base nos seguintes princ\u00edpios de design (entre outros):<\/p>\n<ul>\n<li>Modelos de escolha modal e de mudan\u00e7a modal s\u00e3o os primeiros passos a serem tomados para simular impactos no tr\u00e2nsito e na seguran\u00e7a<\/li>\n<li>Fus\u00e3o da avalia\u00e7\u00e3o de estradas e simula\u00e7\u00e3o de tr\u00e1fego: a forte inter-rela\u00e7\u00e3o entre simula\u00e7\u00e3o de tr\u00e1fego e avalia\u00e7\u00e3o de seguran\u00e7a rodovi\u00e1ria est\u00e1 no cerne da metodologia PHOEBE<\/li>\n<li>Incorpora\u00e7\u00e3o de modelos de comportamento humano para aumentar a credibilidade da simula\u00e7\u00e3o de tr\u00e1fego e enriquecer as previs\u00f5es de resultados de seguran\u00e7a vi\u00e1ria<\/li>\n<\/ul>\n<p>Os resultados s\u00e3o apenas o in\u00edcio do trabalho a ser realizado pelos parceiros do PHOEBE.
