{"id":3304,"date":"2022-06-28T21:12:03","date_gmt":"2022-06-28T11:12:03","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/1-billion-for-making-indias-roads-safer\/"},"modified":"2026-04-30T12:39:56","modified_gmt":"2026-04-30T02:39:56","slug":"1-billion-for-making-indias-roads-safer","status":"publish","type":"post","link":"https:\/\/irap.org\/pt\/1-billion-for-making-indias-roads-safer\/","title":{"rendered":"1,91 bilh\u00e3o de r\u00fapias para melhorar a seguran\u00e7a vi\u00e1ria na \u00cdndia"},"content":{"rendered":"<p style=\"text-align: right;\"><em>Fonte da imagem: iRAP<\/em><\/p>\n<p>O Banco Mundial e o Banco Asi\u00e1tico de Desenvolvimento (ADB) anunciaram, cada um, um financiamento de USD$250 milh\u00f5es para apoiar o Programa de Fortalecimento da Seguran\u00e7a Vi\u00e1ria da \u00cdndia, um investimento que ser\u00e1 complementado pelo Governo da \u00cdndia, totalizando um investimento de $1 bilh\u00e3o em seguran\u00e7a vi\u00e1ria.<\/p>\n<p>O esquema incentivar\u00e1 os governos estaduais a impulsionar interven\u00e7\u00f5es de seguran\u00e7a vi\u00e1ria no n\u00edvel b\u00e1sico.<\/p>\n<p>O Minist\u00e9rio da Uni\u00e3o de Transportes Rodovi\u00e1rios e Rodovias (<a href=\"https:\/\/morth.nic.in\/\">MoRTH<\/a>) est\u00e1 prestes a lan\u00e7ar o novo Programa de Apoio Estadual para o Fortalecimento da Seguran\u00e7a no Tr\u00e2nsito, com o objetivo de ajudar a concretizar a vis\u00e3o de \u2018Zero mortes nas estradas indianas\u2019. O programa, com dura\u00e7\u00e3o de seis anos e financiado pelo governo central, ser\u00e1 implementado em 14 estados que, atualmente, s\u00e3o respons\u00e1veis por 85% do total de mortes no tr\u00e2nsito do pa\u00eds.<\/p>\n<p>Do custo total, cerca de 90% ser\u00e3o repassados aos 14 estados com base em seu desempenho, enquanto o MoRTH utilizar\u00e1 o restante para atividades de capacita\u00e7\u00e3o.<\/p>\n<p>Os Estados-alvo sob o esquema incluem Uttar Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Rajasthan, Tamil Nadu, Andhra Pradesh, Gujarat, Bihar, Telangana, West Bengal, Odisha, Haryana e Assam.<\/p>\n<p><strong>Investimento do Banco Mundial<\/strong><\/p>\n<p>A\u00a0<a href=\"https:\/\/projects.worldbank.org\/en\/projects-operations\/project-detail\/P177668\">Programa de Apoio do Estado Indiano \u00e0 Seguran\u00e7a Rodovi\u00e1ria<\/a>, financiado por <a href=\"https:\/\/www.worldbank.org\/en\/home\">Banco Mundial<\/a>, ser\u00e1 implementado nos estados de Andhra Pradesh (AP), Gujarat, Odisha, Tamil Nadu, Telangana, Uttar Pradesh (UP) e Bengala Ocidental.<\/p>\n<p>Inclui um indicador para avalia\u00e7\u00f5es qualificadas de risco \u00e0 seguran\u00e7a vi\u00e1ria, com o objetivo de identificar corredores e locais de alto risco na rede vi\u00e1ria, incluindo o iRAP, auditorias de seguran\u00e7a vi\u00e1ria e outras t\u00e9cnicas estabelecidas de avalia\u00e7\u00e3o de risco.<\/p>\n<p>O projeto do Banco Mundial ajudar\u00e1 os estados participantes a reduzir as fatalidades e les\u00f5es em acidentes de tr\u00e2nsito por meio de melhor gest\u00e3o da seguran\u00e7a vi\u00e1ria e reforma institucional, e interven\u00e7\u00f5es baseadas em resultados em estradas de alto risco. Tamb\u00e9m fortalecer\u00e1 os servi\u00e7os m\u00e9dicos de emerg\u00eancia e de reabilita\u00e7\u00e3o para atendimento p\u00f3s-acidente.<\/p>\n<p><a href=\"https:\/\/indiarap.org\/\">\u00cdndiaRAP<\/a> O Gerente de Programa Dr. Subhamay Gangopadhyay disse que o IndiaRAP sa\u00fada a not\u00edcia.<\/p>\n<p>\u201cAvaliamos mais de 25.000 km de estradas at\u00e9 agora e temos capacidades locais para realizar avalia\u00e7\u00f5es em larga escala que levam \u00e0 identifica\u00e7\u00e3o de corredores de alto risco.\".<\/p>\n<p>\u201cParabenizamos o Banco Mundial pelo apoio hist\u00f3rico prestado \u00e0 \u00cdndia, tanto em n\u00edvel nacional quanto estadual, para a realiza\u00e7\u00e3o de avalia\u00e7\u00f5es iRAP nas redes\u201d, afirmou o Dr. Gangopadhyay.<\/p>\n<p>Com apenas 1% dos ve\u00edculos do mundo, a \u00cdndia responde por quase 10% de todas as mortes relacionadas a acidentes. As fam\u00edlias pobres arcam com uma propor\u00e7\u00e3o maior do \u00f4nus socioecon\u00f4mico dos acidentes de tr\u00e2nsito devido \u00e0 perda de renda (mais de 70% das v\u00edtimas de acidentes em fam\u00edlias pobres), altas despesas m\u00e9dicas e acesso limitado a redes de seguran\u00e7a social. De acordo com um estudo do Banco Mundial, estima-se que os acidentes de tr\u00e2nsito custem \u00e0 economia indiana entre 5% e 7% do PIB anualmente. Dados oficiais do governo mostram que, a cada ano, os acidentes de tr\u00e2nsito na \u00cdndia matam cerca de 150.000 pessoas e ferem outras 450.000. Mais da metade das v\u00edtimas s\u00e3o pedestres, ciclistas ou motociclistas, e quase 84% de todas as fatalidades ocorrem entre usu\u00e1rios da via em idade produtiva, entre 18 e 60 anos.<\/p>\n<p>\u201cO Projeto de Seguran\u00e7a Vi\u00e1ria na \u00cdndia do Banco Mundial apoiar\u00e1 os esfor\u00e7os do Governo da \u00cdndia para reduzir incidentes de acidentes rodovi\u00e1rios, criando mecanismos institucionais eficientes para estradas, ve\u00edculos e fiscaliza\u00e7\u00e3o mais seguras no pa\u00eds e fortalecendo os esfor\u00e7os para fornecer atendimento imediato a v\u00edtimas de acidentes rodovi\u00e1rios\u201d, disse\u00a0<strong>Ol\u00e1<\/strong>deki Mori, Diretor Residente Interino, Banco Mundial \u00cdndia. \u201cIsso ajudar\u00e1 a reduzir o impacto dos acidentes de tr\u00e2nsito, especialmente sobre os pobres, a economia e o capital humano.\u201d<\/p>\n<p>As interven\u00e7\u00f5es para a seguran\u00e7a rodovi\u00e1ria enfrentam um desafio \u00fanico na \u00cdndia, pois a gest\u00e3o est\u00e1 distribu\u00edda em diferentes n\u00edveis de governo. O projeto se concentrar\u00e1 em fortalecer e otimizar a capacidade de gest\u00e3o das ag\u00eancias l\u00edderes de seguran\u00e7a rodovi\u00e1ria nos estados.<\/p>\n<p>Para reduzir a ocorr\u00eancia de acidentes de tr\u00e2nsito, o projeto estabelecer\u00e1 um sistema nacional harmonizado de banco de dados de acidentes, cuja an\u00e1lise ser\u00e1 utilizada para construir estradas melhores e mais seguras.<\/p>\n<p>As mulheres sofrem o impacto indireto dos acidentes de tr\u00e2nsito. Reconhecendo este desafio, o projeto tem um foco especial em g\u00eanero e promover\u00e1 a representa\u00e7\u00e3o das mulheres em cargos de gest\u00e3o no setor de seguran\u00e7a vi\u00e1ria. O projeto tamb\u00e9m oferecer\u00e1 oportunidades de emprego para mulheres, especialmente em centros de comando e controle de cuidados p\u00f3s-acidente.<\/p>\n<p>Para gerenciar melhor os eventos p\u00f3s-acidente, o projeto ajudar\u00e1 a fortalecer<strong>\u00a0<\/strong>servi\u00e7os de atendimento de emerg\u00eancia pr\u00e9-hospitalar para v\u00edtimas de acidentes de tr\u00e2nsito. Isso incluir\u00e1 o estabelecimento de um n\u00famero \u00fanico de atendimento de acidentes, o aumento da rede de ambul\u00e2ncias de suporte b\u00e1sico e avan\u00e7ado de vida e o treinamento de cuidadores de primeiros socorros para v\u00edtimas de acidentes de tr\u00e2nsito no local.<\/p>\n<p>O projeto tamb\u00e9m oferecer\u00e1 incentivos aos estados para alavancar financiamento privado por meio de concess\u00f5es de Parcerias P\u00fablico-Privadas (PPPs) e iniciativas piloto.<\/p>\n<p>O empr\u00e9stimo com taxa de juros vari\u00e1vel no valor de $250 milh\u00f5es, concedido pelo Banco Internacional para a Reconstru\u00e7\u00e3o e o Desenvolvimento (BIRD), tem prazo de vencimento de 18 anos, incluindo um per\u00edodo de car\u00eancia de 5,5 anos.<\/p>\n<p><strong>Investimento ADB<\/strong><\/p>\n<p>A <a href=\"https:\/\/www.adb.org\/\">ADB<\/a> <a href=\"https:\/\/www.adb.org\/projects\/53336-001\/main#project-pds\">Programa de Incentivo \u00e0 Seguran\u00e7a Vi\u00e1ria Estadual<\/a> conceder\u00e1 incentivos na forma de fundos de subven\u00e7\u00e3o a 8 estados priorit\u00e1rios \u2013 Assam, Bihar, Chhattisgarh, Karnataka, Madhya Pradesh, Maharashtra, Tamil Nadu e Uttar Pradesh \u2013 para a melhoria progressiva da seguran\u00e7a rodovi\u00e1ria eficaz.<\/p>\n<p>Um sistema de classifica\u00e7\u00e3o din\u00e2mico, baseado no desempenho mensal e anual em interven\u00e7\u00f5es de seguran\u00e7a vi\u00e1ria, ser\u00e1 implementado para os estados.<\/p>\n<p>Os indicadores para medir o desempenho estar\u00e3o em n\u00edveis de resultado para fatalidades de acidentes, bem como interven\u00e7\u00f5es identificadas cobrindo aspectos institucionais, mitiga\u00e7\u00e3o de risco de acidentes, resposta a acidentes e conscientiza\u00e7\u00e3o.<\/p>\n<p>Desde que as metas especificadas sejam alcan\u00e7adas, o MORTH repassaria a assist\u00eancia financeira do ADB, no valor de $250 milh\u00f5es, e os recursos provenientes de suas fontes or\u00e7ament\u00e1rias, a t\u00edtulo de subven\u00e7\u00e3o, aos estados.<\/p>\n<p><strong>O esquema<\/strong><\/p>\n<p><a href=\"https:\/\/www.thehindu.com\/news\/national\/new-7270-crore-scheme-for-road-safety-in-14-states\/article36680740.ece\">Conforme relatado pelo The Hindu<\/a>, \u201cEste \u00e9 um esquema focado em resultados e desfechos, onde o desempenho dos Estados ser\u00e1 avaliado com base em 11 indicadores obrigat\u00f3rios e tr\u00eas opcionais (interven\u00e7\u00f5es de seguran\u00e7a rodovi\u00e1ria). Os subs\u00eddios ser\u00e3o distribu\u00eddos aos Estados com base nos Indicadores-Chave de Desempenho\u201d, informaram fontes oficiais de alto escal\u00e3o.<\/p>\n<p>O relat\u00f3rio preliminar do projeto preparado pelo MoRTH diz que a Lei de Emenda de Ve\u00edculos Automotores (2019) foi introduzida como uma interven\u00e7\u00e3o importante para atingir a meta de redu\u00e7\u00e3o de fatalidades.<\/p>\n<p>\u201cPara alavancar a lei fortalecida, \u00e9 necess\u00e1rio ter interven\u00e7\u00f5es focadas nas \u00e1reas relacionadas \u00e0 seguran\u00e7a no tr\u00e2nsito, como engenharia de tr\u00e1fego, fiscaliza\u00e7\u00e3o, advocacy pela seguran\u00e7a no tr\u00e2nsito e campanhas de m\u00eddia, al\u00e9m de sistemas eficientes de resposta a emerg\u00eancias. Os estados precisam ser apoiados para agir com base em estrat\u00e9gias orientadas a resultados. Da\u00ed o novo esquema\u201d, disseram as fontes.<\/p>\n<p>O novo programa tem como meta reduzir a taxa de mortalidade em 30% at\u00e9 mar\u00e7o de 2027.<\/p>\n<p>Ciclistas, condutores de ve\u00edculos de duas e tr\u00eas rodas e pedestres foram identificados como \u2018usu\u00e1rios vulner\u00e1veis das vias\u2019, respons\u00e1veis por cerca de 54% das mortes no tr\u00e2nsito na \u00cdndia. No \u00e2mbito do novo programa, foram propostos indicadores baseados no desempenho com o objetivo de reduzir o impacto dos acidentes de tr\u00e2nsito sobre esses usu\u00e1rios vulner\u00e1veis.<\/p>\n<p>Um Banco de Dados Integrado de Acidentes Rodovi\u00e1rios (IRAD - Integrated Road Accident Database) ser\u00e1 implementado em todos os Estados at\u00e9 2022-23 e aplicado para identificar e retificar todos os pontos perigosos em rodovias estaduais e estradas distritais principais.<\/p>\n<p>A auditoria de seguran\u00e7a rodovi\u00e1ria ser\u00e1 obrigat\u00f3ria nas rodovias estaduais e vias urbanas at\u00e9 o final do per\u00edodo do plano.<\/p>\n<p>De 2022-23, o MoRTH lan\u00e7ar\u00e1 um \u2018Challenge Round\u2019 anualmente para fornecer incentivos aos Estados em interven\u00e7\u00f5es adicionais de seguran\u00e7a rodovi\u00e1ria e tamb\u00e9m para promover a competi\u00e7\u00e3o entre os Estados.<\/p>\n<p>\u201cO financiamento atender\u00e1 apenas a uma parte da necessidade de fundos para o esquema. Espera-se que os Estados fa\u00e7am suas pr\u00f3prias aloca\u00e7\u00f5es or\u00e7ament\u00e1rias e tamb\u00e9m implementem projetos em regime de Parceria P\u00fablico-Privada\u201d, disse o MoRTH aos Estados.<\/p>\n<p>Ag\u00eancias de Verifica\u00e7\u00e3o Independentes ir\u00e3o examinar as conquistas dos Estados, com base nas quais o subs\u00eddio central ser\u00e1 liberado.<\/p>\n<p>Outras grandes interven\u00e7\u00f5es consideradas no \u00e2mbito do plano incluem: instala\u00e7\u00e3o de dispositivos de controle de velocidade em vias urbanas em cidades com popula\u00e7\u00e3o superior a quatro lakhs, rodovias estaduais e rodovias nacionais para maior fiscaliza\u00e7\u00e3o, um n\u00famero \u00fanico para o registro de acidentes, desenvolvimento de faixas exclusivas para motocicletas em rodovias estaduais e vias urbanas e a identifica\u00e7\u00e3o de corredores priorit\u00e1rios.<\/p>\n<p>Os Conselhos Estaduais de Educa\u00e7\u00e3o ser\u00e3o obrigados a introduzir um cap\u00edtulo sobre seguran\u00e7a vi\u00e1ria para as turmas do 6\u00ba ao 9\u00ba ano em 2022-23 e at\u00e9 a turma do 12\u00ba ano no ano seguinte.<\/p>\n<p>Implanta\u00e7\u00e3o do Sistema Avan\u00e7ado de Gerenciamento de Tr\u00e1fego, campanhas de seguran\u00e7a veicular e treinamento de motoristas, estabelecimento de um Centro de Comando e Controle (Dados) para ambul\u00e2ncias, e estabelecimento de centros automatizados de inspe\u00e7\u00e3o veicular s\u00e3o algumas das outras iniciativas planejadas no \u00e2mbito do programa.<\/p>","protected":false},"excerpt":{"rendered":"<p>Image source: iRAP The World Bank and Asian Development Bank (ADB) have each announced USD$250 million in funding to support India\u2019s Program for Strengthening Road Safety, an investment to be matched by the Government of India for a sum $1 billion investment in road safety.
