As fatalidades no tr\u00e2nsito s\u00e3o uma crise evit\u00e1vel de sa\u00fade p\u00fablica que afeta particularmente pa\u00edses de baixa e m\u00e9dia renda. Como a tecnologia pode salvar vidas?<\/strong><\/p>\n<p>O CDC (Centros de Controle e Preven\u00e7\u00e3o de Doen\u00e7as) estima que o custo de mortes e les\u00f5es causadas por acidentes de tr\u00e2nsito em todo o mundo pode chegar a cerca de 1,8 trilh\u00e3o de d\u00f3lares de 2015 a 2030.<a href=\"https:\/\/www.cdc.gov\/injury\/features\/global-road-safety\/index.html\">\u00a0Esse montante equivale a um imposto anual de 0,121% sobre o PIB mundial<\/a>.<\/p>\n<p>Al\u00e9m disso,\u00a0<a href=\"https:\/\/www.who.int\/publications\/i\/item\/9789241565684\">acidentes de tr\u00e2nsito s\u00e3o a principal causa de morte globalmente para crian\u00e7as e jovens adultos de 5 a 29 anos<\/a>. Correspondente a\u00a0<a href=\"https:\/\/www.vaccinesforroads.org\/global-impact-of-injuries\/\">Vacinas para Estradas<\/a>, 15 milh\u00f5es de pessoas morrer\u00e3o e 500 milh\u00f5es ficar\u00e3o feridas em acidentes de tr\u00e2nsito na d\u00e9cada at\u00e9 2030, com um custo de 24 trilh\u00f5es para a economia global.<\/p>\n<p>O projeto rodovi\u00e1rio e a infraestrutura relacionada utilizada s\u00e3o alguns dos principais fatores que determinam se acidentes de tr\u00e2nsito resultam em resultados fatais ou ferimentos graves. A infraestrutura rodovi\u00e1ria segura \u00e9 um foco crucial do\u00a0<a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Plano Global para a Segunda D\u00e9cada de A\u00e7\u00e3o pela Seguran\u00e7a no Tr\u00e2nsito 2021-2030<\/a>\u00a0que apela aos governos e parceiros para implementarem a Abordagem de Sistemas Seguros para reduzir pela metade as mortes e les\u00f5es no tr\u00e2nsito globalmente at\u00e9 2030.<\/p>\n<h4><strong>V\u00edaSegura: Tecnologia para salvar vidas<\/strong><\/h4>\n<p>Em parceria com a\u00a0<a href=\"https:\/\/irap.org\/pt\/accreditation\/\">Programa Internacional de Avalia\u00e7\u00e3o Rodovi\u00e1ria (iRAP)<\/a>), o BID desenvolveu um\u00a0<a href=\"https:\/\/irap.org\/pt\/2020\/02\/media-release-idb-and-irap-will-work-together-to-improve-road-safety-in-latin-america-and-the-caribbean\/\">iniciativa digital para avaliar a seguran\u00e7a da infraestrutura rodovi\u00e1ria<\/a>, que busca tornar eficiente o processo de detec\u00e7\u00e3o precoce de falhas. A ferramenta foca na avalia\u00e7\u00e3o de um conjunto de vari\u00e1veis utilizadas na metodologia do Star Rating.<\/p>\n<p>Um dos quatro protocolos principais do iRAP para avaliar a seguran\u00e7a da infraestrutura rodovi\u00e1ria \u00e9 o\u00a0<a href=\"https:\/\/irap.org\/pt\/3-star-or-better\/?et_open_tab=et_pb_tab_0#mytabs|0\">Metodologia de classifica\u00e7\u00e3o por estrelas<\/a>. Ele fornece uma medida simples e objetiva do n\u00edvel de seguran\u00e7a para ocupantes de ve\u00edculos, motociclistas, ciclistas e pedestres. A classifica\u00e7\u00e3o varia de 1 a 5 estrelas, sendo que as vias com cinco estrelas s\u00e3o as mais seguras. S\u00e3o avaliadas mais de 50 caracter\u00edsticas da via, incluindo barreiras laterais e no canteiro central, cal\u00e7adas, sinaliza\u00e7\u00e3o, marca\u00e7\u00f5es na pista e ilumina\u00e7\u00e3o, entre outros fatores.<\/p>\n<p>Com base em um estudo de 358.000 km de estradas em 54 pa\u00edses, 88% das viagens nas estradas do mundo s\u00e3o inseguras (1-2 estrelas) para pedestres, 67% para motociclistas, 86% para ciclistas e 44% para ocupantes de ve\u00edculos. Al\u00e9m disso, a pesquisa mostra que\u00a0<a href=\"https:\/\/www.itf-oecd.org\/sites\/default\/files\/docs\/zero-road-deaths.pdf\">o risco de morte ou ferimentos graves de uma pessoa \u00e9 aproximadamente reduzido pela metade para cada melhoria incremental na classifica\u00e7\u00e3o por estrelas.<\/a><\/p>\n<p>As Metas Globais de Desempenho em Seguran\u00e7a Vial da ONU incluem garantir que todas as novas estradas sejam constru\u00eddas de acordo com um padr\u00e3o de 3 estrelas ou superior e que, at\u00e9 2030, mais de 75% de viagens sejam realizadas em estradas equivalentes a 3 estrelas ou superiores, para todos os usu\u00e1rios das vias. <a href=\"https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/\">Alcan\u00e7ar as Metas 3 e 4 at\u00e9 2030 salvar\u00e1 450.000 vidas por ano e 100 milh\u00f5es de mortes e ferimentos graves ao longo de 20 anos.\u00a0<\/a><\/p>\n<p>Para classificar o n\u00edvel de qualidade de uma rede vi\u00e1ria, \u00e9 necess\u00e1rio coletar dados de atributos da via, geralmente por meio de levantamentos em v\u00eddeo e outros meios. Em seguida, um grupo de t\u00e9cnicos treinados deve analisar e codificar os dados de acordo com um manual de codifica\u00e7\u00e3o.<\/p>\n<p>Para facilitar esse processo, o BID utilizou tecnologia digital que classifica os objetos nas imagens, ajudando os analistas a codificar os atributos das trilhas de forma r\u00e1pida, eficiente e precisa. Essa iniciativa \u00e9 chamada de \u201cV\u00edaSegura\u201d e utiliza intelig\u00eancia artificial e vis\u00e3o computacional.<\/p>\n<p>Dado a complexidade das informa\u00e7\u00f5es, o BID implementou diversos algoritmos que aprendem com os dados, imitando como o c\u00e9rebro humano funciona. Esse tipo de algoritmo \u00e9 chamado de\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Deep_learning\">aprendizado profundo<\/a>\u00a0e permite que voc\u00ea processe imagens e fa\u00e7a classifica\u00e7\u00f5es.<\/p>\n<p>\u201cV\u00edaSegura\u201d \u00e9 uma rotina que classifica os atributos de uma rota de acordo com o modelo iRAP. O projeto IDB cataloga informa\u00e7\u00f5es, minimiza a carga de trabalho, reduz a interven\u00e7\u00e3o humana e erros de dados, diminui o or\u00e7amento associado a rotulagem de dados e ajuda a aumentar a seguran\u00e7a rodovi\u00e1ria.<\/p>\n<p>Esta ferramenta \u00e9 um exemplo do que ser\u00e1 poss\u00edvel como parte do iRAP's <a href=\"https:\/\/irap.org\/pt\/project\/ai-rap\/\">Iniciativa AiRAP<\/a>. A Iniciativa visa capturar avan\u00e7os em intelig\u00eancia artificial, aprendizado de m\u00e1quina, sistemas de vis\u00e3o, LIDAR, telem\u00e1tica e outras fontes de dados para fornecer informa\u00e7\u00f5es cr\u00edticas sobre seguran\u00e7a vi\u00e1ria, desempenho em colis\u00f5es e prioriza\u00e7\u00e3o de investimentos para todos os usu\u00e1rios das vias.<\/p>\n<p>\u201cV\u00edaSegura\u201d tem sido utilizado no Brasil e ser\u00e1 testado em outros pa\u00edses. Ap\u00f3s o sucesso dos testes piloto,\u00a0<a href=\"https:\/\/irap.org\/pt\/accreditation\/\">O V\u00edaSegura ser\u00e1 disponibilizado a um n\u00famero maior de fornecedores credenciados pela iRAP<\/a>\u00a0para apoiar avalia\u00e7\u00f5es h\u00edbridas de seguran\u00e7a vi\u00e1ria que utilizam tanto dados de ML quanto codifica\u00e7\u00e3o manual para criar Classifica\u00e7\u00f5es Estelares iRAP.
