A montadora disponibilizou ousadamente a patente para todos, at\u00e9 mesmo para seus concorrentes, acelerando a ado\u00e7\u00e3o em massa e, sem d\u00favida, salvando milh\u00f5es de vidas.<\/p>\n<p>Quando se trata de seguran\u00e7a vi\u00e1ria, inova\u00e7\u00f5es como essas s\u00e3o apenas uma parte do quadro. Hoje, com a r\u00e1pida urbaniza\u00e7\u00e3o na \u00c1sia-Pac\u00edfico \u2013 exemplificada por cidades congestionadas repletas de ve\u00edculos \u2013 os formuladores de pol\u00edticas enfrentam o desafio de reduzir mortes devido a acidentes de tr\u00e2nsito.<\/p>\n<p>Al\u00e9m da perda de vidas, que \u00e9 desnecess\u00e1ria e evit\u00e1vel, as mortes no tr\u00e2nsito representam um enorme custo para as economias. Por exemplo, o Programa Internacional de Avalia\u00e7\u00e3o Rodovi\u00e1ria (iRAP) estima que as mortes no tr\u00e2nsito custam ao Paquist\u00e3o US$ 2,3 bilh\u00f5es por ano.<\/p>\n<p>\u201cEsta \u00e9 uma situa\u00e7\u00e3o muito alarmante, e foi a\u00ed que come\u00e7amos a desenvolver o programa de avalia\u00e7\u00e3o de rodovias do Paquist\u00e3o\u201d, disse Asif Azam, Diretor Adjunto de gest\u00e3o rodovi\u00e1ria da Autoridade Nacional de Rodovias (NHA) do Paquist\u00e3o. Ele falava em um recente webinar de compartilhamento de conhecimento do ADB Transport, ao lado de Greg Smith, l\u00edder de projetos estrat\u00e9gicos do iRAP.<\/p>\n<p>A inten\u00e7\u00e3o era \u201csimplificar o investimento ou a implementa\u00e7\u00e3o de contramedidas que salvam vidas\u201d, continuou Azam. Trabalhando com o iRAP, que fornece uma ferramenta de avalia\u00e7\u00e3o de seguran\u00e7a rodovi\u00e1ria reconhecida mundialmente, a autoridade rodovi\u00e1ria come\u00e7ou com avalia\u00e7\u00f5es de risco da vasta rede de estradas e rodovias que cruzam o Paquist\u00e3o.<\/p>\n<p>Smith e a equipe do iRAP coletaram dados gravando v\u00eddeos das estradas e registrando mais de 50 atributos rodovi\u00e1rios que podem contribuir para um maior risco de morte e ferimentos. \u201cIsso inclui a velocidade na estrada, o n\u00famero de faixas de tr\u00e1fego, se h\u00e1 marca\u00e7\u00f5es de faixa, cal\u00e7adas, faixas de pedestres, curvatura\u201d, disse ele.<\/p>\n<p>Todos esses dados entram em\u00a0<a href=\"https:\/\/vida.irap.org\/en-gb\/home\">Vida<\/a>, um sistema que calcula classifica\u00e7\u00f5es por estrelas para estradas com base em seus fatores de risco, sendo uma estrela o maior risco e cinco estrelas o menor. \u201cBasicamente, queremos que os projetos atinjam pelo menos uma classifica\u00e7\u00e3o de tr\u00eas estrelas\u201d, disse Smith.<\/p>\n<p>Com o sistema ViDA, os dados podem ser visualizados com m\u00faltiplas camadas e filtros. Digamos que queremos avaliar o risco de derrapagem de uma estrada: o sistema analisa dados sobre seu limite de velocidade, curvas, acostamentos e outros fatores. \u201cPodemos, de fato, ver que h\u00e1 362 locais de alto risco que aparecem como resultado desse filtro em 10.000 quil\u00f4metros de rede\u201d, observou Smith.<\/p>\n<p>Agora, a autoridade rodovi\u00e1ria do Paquist\u00e3o pode tomar decis\u00f5es informadas sobre como melhorar a classifica\u00e7\u00e3o de estrelas e, consequentemente, a seguran\u00e7a das estradas. Smith continuou: \u201cVoc\u00ea deve instalar faixas de pedestres, por exemplo, melhorar as marca\u00e7\u00f5es de faixa ou melhorar o acostamento pavimentado?\u201d. A iRAP forneceu uma an\u00e1lise econ\u00f4mica de v\u00e1rias op\u00e7\u00f5es com base em seu or\u00e7amento e aconselhamento sobre \u201co melhor investimento para melhorar a seguran\u00e7a\u201d.<\/p>\n<p>Os pr\u00f3ximos passos para a autoridade s\u00e3o \u201cincluir a seguran\u00e7a vi\u00e1ria desde a fase de planejamento\u201d e \u201cdesenvolver planos de curto, m\u00e9dio e longo prazo para atingir a meta de estradas tr\u00eas estrelas ou melhores at\u00e9 2030\u201d, segundo Azam, da NHA. Para seguir em frente, o foco tamb\u00e9m est\u00e1 em tornar a coleta de dados uma prioridade \u201cpara a sustentabilidade do sistema\u201d; e garantir que o treinamento seja um \u201crecurso regular\u201d para o pessoal da NHA e outros engenheiros, concluiu ele.<\/p>\n<p>A seguran\u00e7a vi\u00e1ria \u00e9 um esfor\u00e7o cont\u00ednuo em todo o mundo, e diz respeito tanto ao ambiente constru\u00eddo quanto \u00e0 mudan\u00e7a de comportamento. O exemplo do Paquist\u00e3o demonstra como an\u00e1lises de dados e classifica\u00e7\u00f5es por estrelas podem levar a estradas mais seguras para sua popula\u00e7\u00e3o.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Sobre o Projeto:<\/strong><\/p>\n<p>O Projeto de Aumento das Opera\u00e7\u00f5es Inovadoras de Seguran\u00e7a Rodovi\u00e1ria do Banco Asi\u00e1tico de Desenvolvimento foi conclu\u00eddo no final do ano passado e resultou na avalia\u00e7\u00e3o em classifica\u00e7\u00e3o estelar de mais de 10.700 km de estradas e quase 450 km de projetos rodovi\u00e1rios, al\u00e9m de capacita\u00e7\u00e3o na China, Fiji, Laos, Maldivas, Mong\u00f3lia, Paquist\u00e3o e Vietn\u00e3.<\/p>\n<p>Leia mais sobre o projeto na p\u00e1gina 19 do <a href=\"https:\/\/www.adb.org\/sites\/default\/files\/publication\/568136\/innovation-development-action-update.pdf\">Desbloqueando Inova\u00e7\u00e3o para a A\u00e7\u00e3o de Desenvolvimento Relat\u00f3rio de Atualiza\u00e7\u00e3o<\/a>: O que funcionou e o que n\u00e3o funcionou no primeiro projeto de assist\u00eancia t\u00e9cnica regional em inova\u00e7\u00e3o do ADB. O ADB contratou o iRAP para realizar avalia\u00e7\u00f5es de seguran\u00e7a em projetos financiados por cinco empr\u00e9stimos do ADB, no valor total de mais de 1,46 bilh\u00e3o de d\u00f3lares, na Ge\u00f3rgia, na Rep\u00fablica Democr\u00e1tica Popular do Laos, na Mong\u00f3lia, no Paquist\u00e3o e no Vietn\u00e3. A equipe apoiou diretamente as opera\u00e7\u00f5es regionais no setor de transportes por meio de atividades de avalia\u00e7\u00e3o de seguran\u00e7a vi\u00e1ria que influenciaram o projeto e a implementa\u00e7\u00e3o de projetos de transporte financiados pelo ADB. No Paquist\u00e3o, a assist\u00eancia t\u00e9cnica foi utilizada para treinar engenheiros e consultores em avalia\u00e7\u00e3o rodovi\u00e1ria, utilizando o modelo iRAP para desenvolver o Programa de Avalia\u00e7\u00e3o Rodovi\u00e1ria do Paquist\u00e3o (PAKRAP 2017\u20132019).
