{"id":2375,"date":"2020-02-18T06:22:07","date_gmt":"2020-02-17T19:22:07","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/a-partnership-for-saving-lives-from-road-crashes-the-bloomberg-philanthropies-initiative-for-global-road-safety\/"},"modified":"2026-04-30T13:56:17","modified_gmt":"2026-04-30T03:56:17","slug":"a-partnership-for-saving-lives-from-road-crashes-the-bloomberg-philanthropies-initiative-for-global-road-safety","status":"publish","type":"post","link":"https:\/\/irap.org\/pt\/a-partnership-for-saving-lives-from-road-crashes-the-bloomberg-philanthropies-initiative-for-global-road-safety\/","title":{"rendered":"Uma parceria para salvar vidas em acidentes de tr\u00e2nsito: a Iniciativa Bloomberg Philanthropies para Seguran\u00e7a Vi\u00e1ria Global"},"content":{"rendered":"<p><em>Reproduzido de World Bank Blogs em 18 de fevereiro de 2020<\/em><\/p>\n<p>Nos \u00faltimos cinco anos, 10 institui\u00e7\u00f5es internacionais uniram for\u00e7as sob a\u00a0<a href=\"https:\/\/www.bloomberg.org\/program\/public-health\/road-safety\/\">Iniciativa Bloomberg para Seguran\u00e7a Vi\u00e1ria Global<\/a>\u00a0(BIGRS) para salvar vidas no tr\u00e2nsito.\u00a0<a href=\"https:\/\/www.worldbank.org\/en\/programs\/global-road-safety-facility\">Fundo Global para a Seguran\u00e7a Rodovi\u00e1ria do Banco Mundial<\/a>\u00a0(GRSF) foi um dos parceiros, for\u00e7as sob o\u00a0<a href=\"https:\/\/www.bloomberg.org\/program\/public-health\/road-safety\/\">Iniciativa Bloomberg para Seguran\u00e7a Vi\u00e1ria Global<\/a>.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2026\/04\/World-Bank-iRAP-BIGRS-webinar_AB-8.jpg\" alt=\"Transport &amp; ICT PowerPoint Template\" \/><\/p>\n<p>Com a conclus\u00e3o da primeira fase do programa no final de 2019, um\u00a0<a href=\"http:\/\/documents.worldbank.org\/curated\/en\/834811580460586635\/pdf\/Bloomberg-Philanthropies-Initiative-for-Global-Road-Safety-Key-Outcomes-from-WB-GRSF-s-Engagement-in-BIGRS-2015-2019.pdf\">an\u00e1lise do impacto do BIGRS<\/a>\u00a0foi feito para destacar suas muitas hist\u00f3rias de sucesso e ajudar a informar a pr\u00f3xima etapa da Iniciativa, \u200b\u200bnos pr\u00f3ximos seis anos.<\/p>\n<p>Durante todo o programa, o\u00a0<a href=\"https:\/\/irap.org\/pt\/2019\/12\/world-bank-and-irap-share-success-of-bigrs\/?fbclid=IwAR2Mfq-mBA-AaVaLw5u3eaImuWyWSsAH5ALTL8z07GQHUZ_JZm79w-wRjac\">Programa Internacional de Avalia\u00e7\u00e3o Rodovi\u00e1ria (iRAP)<\/a>\u00a0A metodologia foi aplicada \u00e0s 10 cidades e 5 pa\u00edses sob o BIGRS. A GRSF fez parceria com a iRAP para avaliar a seguran\u00e7a de linha de base em estradas existentes, completando aproximadamente 2.700 km de leito rodovi\u00e1rio em n\u00edvel municipal, bem como avalia\u00e7\u00f5es em n\u00edvel nacional totalizando cerca de 12.600 km de leito rodovi\u00e1rio. Em rela\u00e7\u00e3o \u00e0s recomenda\u00e7\u00f5es traduzidas em solu\u00e7\u00f5es de projeto ou infraestrutura constru\u00edda, cerca de 1.500 km de leito rodovi\u00e1rio de projetos ou estradas aprimoradas foram avaliados nas cidades, e mais de 5.000 em n\u00edvel nacional.<\/p>\n<p>Com todos esses estudos e os Planos de Investimento para Estradas Mais Seguras que foram gerados, estima-se que, se todas as contramedidas identificadas forem implementadas,\u00a0<strong>quase 7.000 vidas nas cidades e mais de 23.000 vidas nos pa\u00edses seriam salvas entre 2020 e 2030<\/strong>.<\/p>\n<p>Apenas considerando os projetos que j\u00e1 foram preparados ou as melhorias que j\u00e1 foram feitas em estradas,\u00a0<strong>cerca de 1.200 vidas nas cidades e 5.800 vidas no campo ser\u00e3o salvas<\/strong>.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2021\/01\/vn-BIGRS-upgrades-hcmc.png\" alt=\"vn-BIGRS-upgrades-hcmc\" \/><\/p>\n<figure role=\"group\"><figcaption><em><em>Fotos de antes e depois de uma das 37 zonas escolares avaliadas e modernizadas com fundos locais em Ho Chi Minh, Vietn\u00e3<\/p>\n<p><\/em><\/em><\/p>\n<p>\u00c9 importante ressaltar que esses n\u00fameros incluem apenas fatalidades, n\u00e3o les\u00f5es graves (frequentemente debilitantes). Se tamb\u00e9m considerarmos o impacto em les\u00f5es graves, os n\u00fameros seriam\u00a0<strong>cerca de 15 vezes maior<\/strong>.<\/p>\n<p>Um dos principais motivos pelos quais as avalia\u00e7\u00f5es do iRAP est\u00e3o sendo traduzidas em projetos e reformas reais de estradas \u00e9 que elas foram vinculadas a projetos concretos, muitos deles financiados pelo Banco Mundial. No total, o\u00a0<a href=\"http:\/\/pubdocs.worldbank.org\/en\/445721534530430577\/GRSF-Newsletter-Web-Summer1-2018.pdf\">A iniciativa BIRGS apoiou 24 empr\u00e9stimos ou servi\u00e7os de consultoria financiados pelo Banco Mundial<\/a>, que t\u00eam um valor total em d\u00f3lares de quase\u00a0<strong>1,48 bilh\u00e3o de euros e um \u00edndice de alavancagem para componentes de seguran\u00e7a vi\u00e1ria de 1:80<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<\/figcaption><\/figure>\n<p>&nbsp;<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2021\/01\/wb-projects-informed-by-BIGRS.jpg\" alt=\"wb-projects-informed-by-BIGRS\" \/><\/p>\n<p><em>Alguns projetos do Banco Mundial informados pelo BIGRS.<\/em><\/p>\n<p>Nossa abordagem inclui o compartilhamento de melhores pr\u00e1ticas em engenharia de seguran\u00e7a vi\u00e1ria (ex.\u00a0<a href=\"http:\/\/www.transformcn.com\/Topics_En\/2019-06\/13\/content_222289.htm\">Xangai<\/a>\u00a0e\u00a0<a href=\"https:\/\/www.worldbank.org\/en\/news\/feature\/2019\/03\/26\/working-towards-improving-road-safety-and-saving-lives-in-thailand\">Tail\u00e2ndia<\/a>). A constru\u00e7\u00e3o de conhecimento em infraestrutura de seguran\u00e7a vi\u00e1ria e a expertise para sustentar avalia\u00e7\u00f5es do iRAP a longo prazo tamb\u00e9m t\u00eam sido um foco chave do programa. No geral, mais de\u00a0<strong>10,000<\/strong>\u00a0Pessoas de ag\u00eancias governamentais, organiza\u00e7\u00f5es parceiras, institutos, o setor privado e organiza\u00e7\u00f5es n\u00e3o governamentais participaram de treinamentos do iRAP, bem como de workshops e apresenta\u00e7\u00f5es.<\/p>\n<p>A equipe GRSF foi al\u00e9m das avalia\u00e7\u00f5es iRAP, focando na defesa de pol\u00edticas p\u00fablicas por meio dos resultados do iRAP, com uma s\u00e9rie de estudos preparados e divulgados durante o programa. Alguns desses estudos est\u00e3o relacionados \u00e0 sensibilidade de\u00a0<a href=\"http:\/\/documents.worldbank.org\/curated\/en\/641651575999780678\/Speed-Variation-Analysis-A-Case-Study-for-Thailands-Roads\">varia\u00e7\u00e3o de velocidade<\/a>,\u00a0<a href=\"http:\/\/www.transformcn.com\/Topics_En\/2018-12\/10\/content_216401.htm\">implementa\u00e7\u00e3o de design<\/a>,\u00a0<a href=\"http:\/\/documents.worldbank.org\/curated\/en\/192941576001080307\/A-Brief-Overview-on-the-Road-Safety-Approach-in-Singapore\">preparando diretrizes<\/a>,\u00a0<a href=\"http:\/\/pubdocs.worldbank.org\/en\/383191522246101256\/GRSF-Newsletter-Spring-032618-rev3.pdf\">melhorando sistemas de dados de acidentes<\/a>\u00a0e, muito importante, entender a\u00a0<a href=\"https:\/\/www.worldbank.org\/en\/programs\/global-road-safety-facility\/publication\/the-high-toll-of-traffic-injuries-unacceptable-and-preventable\">Impacto econ\u00f4mico de les\u00f5es em estradas<\/a>. Pesquisas financiadas pelo BIGRS mostraram que os pa\u00edses poderiam ter um\u00a0<strong>Aumento adicional do PIB per capita de 7% para 22% ao longo de 24 anos, caso se reduzisse pela metade o n\u00famero de mortes e feridos no tr\u00e2nsito<\/strong>. A mensagem \u00e9 clara:\u00a0<a href=\"http:\/\/pubdocs.worldbank.org\/en\/159321526398278639\/TransportICT-Newsletter-May2018-web.pdf\">pa\u00edses n\u00e3o podem se dar ao luxo de N\u00c3O investir em seguran\u00e7a vi\u00e1ria<\/a>.<\/p>\n<p>A equipe GRSF tamb\u00e9m envolveu in\u00fameras organiza\u00e7\u00f5es locais e indiv\u00edduos para liderar a entrega de atividades. Atrav\u00e9s desta experi\u00eancia pr\u00e1tica, eles agora desenvolveram a capacidade de realizar avalia\u00e7\u00f5es e treinamentos no futuro. As organiza\u00e7\u00f5es incluem Labtrans na Universidade Federal de Santa Catarina (BrazilRAP); Universidade de Chulalongkorn (ThaiRAP); Instituto de Pesquisa Rodovi\u00e1ria (ChinaRAP); e a Universidade de Transporte e Comunica\u00e7\u00f5es no Vietn\u00e3.<\/p>\n<p>Uma das principais conclus\u00f5es da equipe do GRSF sobre a Iniciativa BIGRS \u00e9 que\u00a0<strong>parcerias s\u00e3o chave para o sucesso<\/strong>.
