{"id":6295,"date":"2026-03-16T00:04:58","date_gmt":"2026-03-15T13:04:58","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/kyrgyz-republic-approves-new-safe-and-inclusive-road-design-guidance\/"},"modified":"2026-04-30T15:12:08","modified_gmt":"2026-04-30T05:12:08","slug":"kyrgyz-republic-approves-new-safe-and-inclusive-road-design-guidance","status":"publish","type":"post","link":"https:\/\/irap.org\/nl\/kyrgyz-republic-approves-new-safe-and-inclusive-road-design-guidance\/","title":{"rendered":"De Kyrgyz Republiek keurt nieuwe richtlijnen voor veilig en inclusief wegonwerp goed"},"content":{"rendered":"<p><a href=\"https:\/\/www.easst.co.uk\/kyrgyz-republic-approves-new-safe-and-inclusive-road-design-guidance\/\">Origineel artikel en afbeelding door EASST<\/a><\/p>\n<p>In februari 2026 keurde het Ministerie van Transport en Communicatie van de Kirgizische Republiek formeel het gebruik van onze nieuwe goed\u00a0<a href=\"https:\/\/www.easst.co.uk\/new-guidance-on-safe-and-inclusive-road-design-published-for-road-engineers-and-infrastructure-designers-in-central-asia\/\">Ontwerprichtlijnen voor Verkeersveiligheid<\/a><a href=\"https:\/\/www.easst.co.uk\/new-guidance-on-safe-and-inclusive-road-design-published-for-road-engineers-and-infrastructure-designers-in-central-asia\/\">e<\/a>\u00a0via Ministerieel Besluit nr. 43.<\/p>\n<p>De richtlijnen zijn opgesteld door EASST, iRAP, de International Road Federation (IRF) en UNESCAP in het kader van een project van het VN-fonds voor verkeersveiligheid ter bevordering van een veilig en inclusief wegontwerp in Centraal-Azi\u00eb.<\/p>\n<p>In Kirgizi\u00eb heeft, net als in een groot deel van de regio, de snelle uitbreiding van internationale transportcorridors vaak de implementatie van modern wegenontwerp ingehaald. Traditionele ingenieursbenaderingen hadden de neiging om prioriteit te geven aan voertuigverkeer en gingen vaak voorbij aan de behoeften van kwetsbare weggebruikers, zoals voetgangers, fietsers en gemeenschappen die langs drukke wegen wonen.<\/p>\n<p>De\u00a0<a href=\"https:\/\/irfofficial.org\/2024\/03\/01\/irf-easst-and-irap-join-forces-with-unescap-to-update-road-design-standards-in-central-asia\/\">Veilig en Inclusief Wegenontwerp in Centraal-Azi\u00eb<\/a>\u00a0het project had tot doel deze kloof te overbruggen door ingenieurs en infrastructuurplanners te voorzien van praktische hulpmiddelen om wegen te ontwerpen die veiliger zijn voor alle weggebruikers.<\/p>\n<p>De richtlijnen, ontwikkeld door internationale expert op het gebied van verkeersveiligheid Paul Disney en afgerond in juni 2025, bieden een praktisch kader voor het verminderen van verkeersongelukken door middel van:<\/p>\n<ul>\n<li><strong>Veilige Systeemprincipes<\/strong>, het afstemmen van de infrastructuur van de weg op de lokale technische voorschriften, zoals de GOST-SNiP-normen.<\/li>\n<li><strong>Inclusieve ontwerpaanpakken<\/strong>, met speciale aandacht voor de bescherming van kwetsbare weggebruikers tijdens de aanleg en heraanleg van internationale wegen.<\/li>\n<li><strong>Gestandaardiseerde veiligheidspraktijken<\/strong>, wat leidt tot consistente benaderingen bij het ontwerp, de aanleg en de exploitatie van snelwegen.<\/li>\n<\/ul>\n<p>Na voltooiing van het project ondersteunde EASST's nationale partner, Public Association \u2018Road Safety\u2019, het document door middel van een uitgebreid beoordelingsproces met specialisten van het Ministerie en het Ontwerp- en Studiebureau.<\/p>\n<p>Tijdens de slotceremonie van het project in juni 2025 zei Ulanbek Sultanov van het Ministerie van Transport en Communicatie:<\/p>\n<blockquote>\n<p><em>\u201c<\/em><em>De aanbevelingen geven niet alleen algemene veiligheidscriteria, maar bieden gedetailleerde voorbeelden van hoe specifieke problemen kunnen worden opgelost. Dit maakt het werk voor ontwerpers bij het nemen van beslissingen aanzienlijk gemakkelijker.<\/em><\/p>\n<p><em>De aanbevelingen zijn zeer goed voorbereid... We zullen deze materialen zeker aanbevelen aan andere ontwerpbedrijven in Kirgizi\u00eb en aan universiteiten die onze toekomstige personeelsleden opleiden.\u201d<\/em><\/p>\n<\/blockquote>\n<p>Ondanks administratieve veranderingen en leiderschapswisselingen binnen het ministerie, bleef \u2018Verkeersveiligheid\u2019 vooruitgang boeken door middel van technische seminars en directe consultaties. Deze aanhoudende betrokkenheid zorgde ervoor dat de richtlijnen niet zomaar als een rapport werden gezien, maar als een praktische oplossing ter ondersteuning van de nationale verkeersveiligheidsprioriteiten van Kirgizi\u00eb. De afdeling Controle en Toezicht van het ministerie heeft nu de taak gekregen om ervoor te zorgen dat alle relevante afdelingen worden getraind in de nieuwe vereisten.<\/p>\n<p>Door deze richtlijnen als officieel beleid te adopteren, stelt de Kirgizische Republiek een belangrijk precedent voor de regio, en toont zij aan hoe technische expertise, partnerschap en politieke inzet kunnen helpen bij het transformeren van wegentransport en uiteindelijk levens kunnen redden.<\/p>","protected":false},"excerpt":{"rendered":"<p>Original article and image by EASST In February 2026, the Ministry of Transport and Communications of the Kyrgyz Republic formally approved the use of our new\u00a0Road Safety Design Guidance\u00a0through Ministerial Order No. 43.
