The new model (version 3.10), guided by experts and world-leading road safety research, will come online in May 2026 and be accessible via iRAP\u2019s online platform, ViDA.<\/p>\n<hr \/>\n<h4><strong>Why the Model is Changing<\/strong><\/h4>\n<p>iRAP is committed to ensuring our methodologies reflect the latest research, evidence and experience of our partners in using iRAP tools around the world.<\/p>\n<p>The introduction of version 3.10 directly contributes to the <em>United Nations (UN) Decade of Action for Road Safety<\/em> en de <em>UN Decade of Sustainable Transport <\/em>by providing a more rigorous, evidence-based framework to protect vulnerable road users and foster safer, more equitable transport networks.<\/p>\n<p>Version 3.10 is the result of a comprehensive five-year review of the research underpinning iRAP methodologies, performed under the guidance of the <a href=\"https:\/\/irap.org\/nl\/about-us\/structure-and-governance\/\">iRAP Global Technical Committee<\/a>. Key drivers for the change include:<\/p>\n<ul>\n<li><strong>Latest Global Evidence: <\/strong>Incorporates the latest research and global evidence on crash risk.<\/li>\n<li><strong>Safe System Alignment: <\/strong>Aligns risk factors and injury relationships with Safe System principles.<\/li>\n<li><strong>Vulnerable Road User (VRU) Focus: <\/strong>Enhances the accuracy of risk assessments, particularly for pedestrians and bicyclists, and to a lesser extent, motorcyclists.<\/li>\n<li><strong>Robust Outcomes: <\/strong>Ensures assessments remain robust, repeatable and aligned with real-world injury outcomes.<\/li>\n<\/ul>\n<hr \/>\n<h4><strong>Key Changes<\/strong><\/h4>\n<p>The update will deliver several enhancements including:<\/p>\n<ul>\n<li><strong>Major VRU Updates: <\/strong>Significant changes to pedestrian and bicyclist models, including a new &#8220;Bicyclist Crossing&#8221; crash type.<\/li>\n<li><strong>Granular Risk Factors<\/strong>: Implementation of 1 km\/h speed increments and 1,000 vehicle-per-lane increments for external traffic flow.<\/li>\n<li><strong>Unified Banding: <\/strong>A consistent Star Rating banding system across pedestrian and bicyclist models to ensure uniform interpretation.<\/li>\n<li><strong>Zero Star Rating<\/strong>: A new \u2018Zero Star\u2019 band to help differentiate sections of road with extremely high risk and prioritise them for treatment.<\/li>\n<li><strong>Decimal Star Ratings: <\/strong>A more sensitive and nuanced understanding of road safety that goes beyond traditional whole-Star thresholds.<\/li>\n<li><strong>Operating Speed Functionality: <\/strong>New ViDA features allow users to produce Star Ratings based on operating speeds alone.<\/li>\n<\/ul>\n<hr \/>\n<h4><strong>Impact on Star Rating assessments<\/strong><\/h4>\n<p>The transition to version 3.10 will have some effect on data processing and reporting, including:<\/p>\n<ul>\n<li><strong>Data Format:<\/strong> Version 3.10 requires a different upload data format. A new <em>Bestandsuploadspecificatie<\/em> will be released, and a conversion tool provided to support the transition.<\/li>\n<li><strong>Data Control: <\/strong>Existing assessments using version 3.02 will not be automatically updated in ViDA. Users can choose to maintain current results or re-run them using version 3.10.<\/li>\n<li><strong>Technical Accuracy: <\/strong>The model provides a more accurate picture of risk to better target safety improvements.<\/li>\n<li><strong>Star Rating Shifts: <\/strong>Individual road segments may see changes in Star Ratings. Generally, achieving 3-Stars or better for pedestrians and bicyclists will require more protective infrastructure or lower speeds.<\/li>\n<li><strong>Coding and Measurement: <\/strong>Updates include revised categories (e.g. sidewalk quality) and adjusted measurement rules, such as measuring sidewalk distance from the curb.<\/li>\n<li><strong>Comparison Constraints: <\/strong>Because of the substantive changes made to the bicyclist and pedestrian models, results produced by versions 3.02 and 3.10 should not be directly compared for these road user groups.
