{"id":4040,"date":"2023-08-28T13:28:07","date_gmt":"2023-08-28T03:28:07","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/first-irap-pilot-in-lithuania\/"},"modified":"2023-08-28T13:28:07","modified_gmt":"2023-08-28T03:28:07","slug":"first-irap-pilot-in-lithuania","status":"publish","type":"post","link":"https:\/\/irap.org\/nl\/first-irap-pilot-in-lithuania\/","title":{"rendered":"Eerste iRAP Pilot in Litouwen"},"content":{"rendered":"<p>Onlangs is in Litouwen een proefproject van 50 km en een capaciteitsopbouw afgerond; dit was de eerste iRAP-beoordeling in het land.<\/p>\n<p>De piloot focuste op twee wegtrajecten van autosnelwegen en primaire wegen. De resultaten toonden aan dat de geselecteerde trajecten grotendeels tussen de 2 en 3 sterren werden beoordeeld, waarbij snelheid een belangrijke factor was die het risico op ongevallen verhoogde. De snelheidslimiet op autosnelwegen en primaire wegen in Litouwen is respectievelijk 130 km\/u en 90 km\/u.<\/p>\n<p>Training werd gegeven voor vertegenwoordigers van de <a href=\"https:\/\/tka.lt\/\">Transport Competentie Bureau<\/a> afdeling, <a href=\"https:\/\/sumin.lrv.lt\/en\/\">Ministerie van Vervoer en Communicatie<\/a> onder leiding van de Britse RAP-host, de <a href=\"https:\/\/roadsafetyfoundation.org\/\">Stichting Verkeersveiligheid<\/a>. De training zal het Ministerie uitrusten om toekomstige beoordelingen en investeringsplananalyse uit te voeren om verbeteringen aan de wegeninfrastructuur te onderbouwen en levens te redden.<\/p>\n<p>Suzy Charman, uitvoerend directeur van RSF en leidster van de training, zei: \u201cVeilige wegeninfrastructuur en snelheden zijn belangrijke onderdelen van het veilige systeem, net als veilige voertuigen en veilig gedrag van weggebruikers. We hopen dat deze eerste beoordeling en de nieuwe iRAP-capaciteit in het land zullen bijdragen aan de infrastructuurstrategie en investeringsaanpak van Litouwen in de komende jaren tot 2030.\u201d<\/p>\n<p>Litouwen werd toegekend <a href=\"https:\/\/etsc.eu\/lithuania-awarded-road-safety-prize-after-deaths-fall-more-than-50-in-a-decade\/\">European Transport Safety Council (ETSC) Wegveiligheidsprestatie-index (PIN) Prijs van vorig jaar<\/a>, ter erkenning van de grote verbeteringen op het gebied van verkeersveiligheid in het decennium van 2011 tot 2021. Van de Europese landen die door de ETSC worden gevolgd, was Litouwen het enige EU-land dat het aantal verkeersdoden in die periode met de helft wist te verminderen.<\/p>\n<p>De verantwoordelijkheid voor de organisatie van de verkeersveiligheid in Litouwen berust bij het Ministerie van Vervoer en Communicatie, dat daarbij wordt ondersteund door de Litouwse Dienst voor Verkeersveiligheid en de Litouwse Dienst voor Wegenbeheer.<\/p>\n<p>Volgens het ministerie kwamen in 2022 120 mensen om op de Litouwse wegen, wat het laagste aantal verkeersdoden is in de gehele periode van onafhankelijkheid. Vorig jaar was er sprake van 43 verkeersdoden per miljoen inwoners, een cijfer dat de afgelopen jaren voor het eerst gelijk was aan het gemiddelde van de Europese Unie (EU).<\/p>\n<p>In 2020 introduceerde het ministerie het Verkeersveiligheidsprogramma \u201cVision Zero\u201d. Het programma heeft tot doel om in 2050 nul verkeersdoden te bereiken in het land. Er is een nieuw tussentijds doel gesteld voor 2030 om het aantal verkeersdoden te halveren ten opzichte van 2020.<\/p>\n<p>De Nationale Strategie voor de aanleg en het onderhoud van wegen 2035 schetst de langetermijnplannen voor de nationale wegen van het land, waaronder de modernisering van belangrijke snelwegen, een aanzienlijke verbetering van de toestand van wegen en meer dan 70 bruggen, de verharding van 1.900 km onverharde wegen en het wegwerken van gevaarlijke kruispunten.<\/p>\n<p>De uitbreiding van de fietspadinfrastructuur is een prioriteit, met de renovatie van 350 km bestaande fietspaden en de aanleg van 600 km nieuwe fietspaden, waardoor de lengte van het fietspadennetwerk in woonwijken met bijna 50% toeneemt.<\/p>\n<p>Er zullen ook dringende reparaties worden uitgevoerd aan meer dan 1700 zebrapaden met als doel om gevaarlijke zebrapaden op wegen van nationaal belang tegen 2024 te elimineren.<\/p>\n<p>Litouwen <a href=\"https:\/\/sumin.lrv.lt\/en\/news\/lithuania-assumes-presidency-of-the-international-transport-forum-in-leipzig-taking-over-from-the-uk#:~:text=In%20a%20formal%20ceremony%20held,Forum%20from%20the%20United%20Kingdom.\">het presidentschap van het International Transport Forum op zich genomen<\/a> ITF is een intergouvernementele organisatie met 63 lidstaten. Het fungeert als een denktank voor transportbeleid en organiseert de Jaarlijkse Top van transportministers.<\/p>\n<p>Bij het aanvaarden van het voorzitterschap van de ITF-Raad van Ministers zei Marius Skuodis, minister van Vervoer en Communicatie: \u201cDit is een erkenning van de geloofwaardigheid van Litouwen en de positie van onze vervoerssector op het wereldtoneel. Een dergelijke status zal de transformatie van de vervoerssector versnellen door middel van geavanceerde technische en managementoplossingen. Tegelijkertijd biedt dit een unieke kans voor Litouwse bedrijven, de vervoersgemeenschap, evenals deskundigen en onderzoekers om de innovatieve oplossingen van het land op grotere schaal te presenteren en duurzame partnerschappen met internationale collega&#x27;s aan te gaan.\u201d<\/p>\n<p>Volgens <a href=\"https:\/\/irap.org\/nl\/safety-insights-explorer\/\">iRAP\u2019s Safety Insights Explorer<\/a>, zou het behalen van VN-doelstelling 4 \u2013 waarbij in 2030 meer dan 75,1% van het verkeer over wegen van 3 sterren of beter verloopt voor alle weggebruikers in het land \u2013 naar schatting 11.352 dodelijke slachtoffers en ernstig gewonden kunnen voorkomen gedurende de 20-jarige levensduur van de wegmaatregelen, met een economisch voordeel van $3,7 miljard dollar voor de Litouwse economie.<\/p>\n<p><em>Afbeeldingen met dank aan: Pexels Kestutis Paskevicius <\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>A 50 km pilot study and capacity building has recently been completed in Lithuania, representing the first iRAP assessment in the country.
