{"id":3936,"date":"2023-06-22T12:26:52","date_gmt":"2023-06-22T02:26:52","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/lao-pdrs-2030-strategy-targets-3-star-or-better\/"},"modified":"2026-04-30T12:40:20","modified_gmt":"2026-04-30T02:40:20","slug":"lao-pdrs-2030-strategy-targets-3-star-or-better","status":"publish","type":"post","link":"https:\/\/irap.org\/nl\/lao-pdrs-2030-strategy-targets-3-star-or-better\/","title":{"rendered":"De strategie van Laos voor 2030 is gericht op een leger van 3 sterren of hoger."},"content":{"rendered":"<p>iRAP feliciteert de <a href=\"https:\/\/www.mpwt.gov.la\/en\/\">Ministerie van Openbare Werken en Vervoer<\/a> en het Nationaal Comit\u00e9 voor Verkeersveiligheid van de Democratische Volksrepubliek Laos over hun gezamenlijke <a href=\"https:\/\/resources.irap.org\/CRM\/Asia_Pacific\/Lao\/2023_Lao_National_Road_Safety_Strategy_2021-2030.pdf\">Nationale verkeersveiligheidsstrategie 2021-2030 en actieplan 2021-2025<\/a> Dit omvat onder meer een score van 3 sterren of hoger voor de veiligheid van de infrastructuur en de verplichting om een iRAP-beoordeling van drie steden uit te voeren.<\/p>\n<p>De strategie omvat middellangetermijndoelstellingen voor de veiligheid van snelwegen, namelijk om ten minste 3 sterren te behalen, in lijn met de doelstellingen voor het ASEAN-snelwegennet, en om ervoor te zorgen dat meer dan 751 ton aan verkeer op de belangrijkste stadswegen in 2025 een veiligheidsclassificatie van 3 sterren of hoger heeft.<\/p>\n<p>Er is ook een actieplan en budget toegewezen voor een iRAP-evaluatie van de belangrijkste wegen en snelwegen in de steden Vientiane, Savannakhet en Champasak om tegen 2022 basisgegevens over de veiligheid vast te stellen. Hiervoor is een budget van 8,84 miljard Laotiaanse KIP (ongeveer USD $484.000) toegewezen aan de afdeling Wegen van het Ministerie van Openbare Werken en Transport.<\/p>\n<p>De nationale strategie en het actieplan zijn gericht op de uitvoering van de resolutie van de 11e Algemene Conferentie van de Revolutionaire Volkspartij van Laos en het 9e Economisch-Sociale Ontwikkelingsplan voor de periode 2021-2025.<\/p>\n<p>De strategie erkent de toenemende sociaaleconomische ontwikkeling van de afgelopen jaren, die de levensomstandigheden van mensen heeft verbeterd, evenals het gebruik van voertuigen en wegen. De implementatie van wetten en regelgeving is echter niet in hetzelfde tempo verlopen. Ook bij het ontwerp en beheer van de wegen in het land is nog niet voldoende aandacht besteed aan het oplossen van veiligheidsproblemen om weggebruikers te beschermen en de snelheid van bestuurders in woonwijken en dorpen te reguleren.<\/p>\n<p>De strategie roept alle binnenlandse en buitenlandse organisaties, en de bevolking van Laos, op om deel te nemen aan de uitvoering van de strategie om verkeersongevallen en verkeersslachtoffers te verminderen.<\/p>\n<p>De visie van Laos op het gebied van verkeersveiligheid is om tegen 2035 het aantal doden en ernstig gewonden terug te brengen tot 701.000.000.000.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2023\/06\/Vision-2035-from-Strategy.jpg\" alt=\"Vision 2035 from Strategy\" \/><\/p>\n<p><a class=\"et-button\" href=\"https:\/\/resources.irap.org\/CRM\/Asia_Pacific\/Lao\/2023_Lao_National_Road_Safety_Strategy_2021-2030.pdf\">Download de strategie<\/a><\/p>\n<div class=\"et_pb_module et_pb_text et_pb_text_18  et_pb_text_align_left et_pb_bg_layout_light\">\n<div class=\"et_pb_text_inner\">\n<p>De door partners geleide iRAP-activiteiten hebben al 86 km aan wegen en ontwerpen beoordeeld, wat van invloed is op de veiligheid van de investeringen van 166 miljoen dollar in de wegeninfrastructuur van Laos.
