Er is een herori\u00ebntatie nodig van de prikkels op het gebied van veiligheidsresultaten en commerci\u00eble belangen om de geschatte investeringskloof van 1.000 miljard euro te overbruggen die nodig is om het aantal verkeersdoden en -gewonden tegen 2030 te halveren. <strong>Innovatieve financiering vanuit de private sector en op resultaten gebaseerde impactinvesteringen bieden de mogelijkheid om dit win-win-resultaat te realiseren voor het redden van levens, het besparen van geld en het cre\u00ebren van banen wereldwijd.<\/strong><\/p>\n<p>De <a href=\"https:\/\/www.worldbank.org\/en\/home\">Wereldbank<\/a> en Internationale Financi\u00eble Organisatie (<a href=\"https:\/\/www.ifc.org\/\">IFC<\/a>), in samenwerking met het International Road Assessment Programme (<a href=\"https:\/\/irap.org\/nl\/\">iRAP<\/a>) en <a href=\"https:\/\/www.fia.com\/sites\/default\/files\/hlp_22-01.pdf\">FIA Hoog Niveau Panel voor Verkeersveiligheid<\/a> een rapport uitgebracht waarin marktfalen in de financiering van verkeersveiligheid wordt onderzocht en praktische bedrijfsmodellen worden geschetst om de particuliere investeringen en duurzame financiering te mobiliseren die nodig zijn om de onzichtbare crisis van gevaarlijke wegen aan te pakken.<\/p>\n<p>De <a href=\"https:\/\/blogs.worldbank.org\/ppps\/private-investment-road-safety-can-save-lives\"><em>Levens redden door particuliere investeringen in verkeersveiligheid<\/em><\/a> <em>Verslag<\/em> wijst op verkeersongevallen als een van de belangrijkste oorzaken van dodelijke slachtoffers en ernstig letsel wereldwijd. Als we op de oude voet doorgaan, zullen de komende tien jaar meer dan 375 miljoen, voornamelijk jonge mensen, omkomen of gewond raken, wat tegen 2030 zal leiden tot economische verliezen van meer dan 1,420 biljoen dollar. Verkeersongevallen kunnen landen wel 6 procent van hun bbp kosten en gezinnen in armoede doen belanden, omdat zij hun inkomenspotentieel verliezen en zich moeten richten op levenslange zorg.<\/p>\n<p>Het rapport roept op tot een kritieke mobilisatie van particuliere investeringen om de kloof te overbruggen en sluit aan bij de onlangs gelanceerde <a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Wereldwijd Plan voor het Decennium van Actie voor Verkeersveiligheid 2021-2030<\/a> om het aantal verkeersdoden en -gewonden wereldwijd tegen 2030 te halveren. Dit omvat investeringen die gericht zijn op het behalen van Doelstelling 3, waarbij alle nieuwe wegen voor alle weggebruikers een veiligheidsbeoordeling van 3 sterren of hoger moeten hebben, en Doelstelling 4, waarbij in elk land meer dan 75% aan verkeersbewegingen plaatsvindt op wegen die voor iedereen een veiligheidsbeoordeling van 3 sterren of hoger hebben.<\/p>\n<p>De partners onderzochten bedrijfsmodellen en financieringsinstrumenten om grotere particuliere investeringen in verkeersveiligheid mogelijk te maken. Een team van consultants van <a href=\"https:\/\/dalberg.com\/\">Dalberg Adviseurs<\/a> en <a href=\"https:\/\/www.cardno.com\/\">Cardno<\/a> waren betrokken bij het evalueren van hun levensvatbaarheid en het onderzoeken van hun potentieel in 10 landen in Latijns-Amerika, Azi\u00eb en Afrika. Operationele kansen en uitdagingen werden beoordeeld in de landen, onder meer door de identificatie van potenti\u00eble pilotprojecten. In de tweede fase van het werk, <a href=\"https:\/\/www.socialfinance.org.uk\/\">Sociale Financiering<\/a> en <a href=\"https:\/\/www.impactstrategist.com\/\">Impactstrateeg<\/a> waren betrokken om een impact investeringsbril te zetten op de kwestie.<\/p>\n<p>Er zijn een reeks oplossingen ontworpen, waaronder acht projectarchetypen met een grote impact, een raamwerk voor het ontwerpen van verkeersveiligheidsprojecten en vijf mogelijke investeringsstructuren. Bevindingen uit meer dan 50 stakeholderinterviews met verkeersveiligheidsexperts, publieke autoriteiten, actoren in het ecosysteem, concessiehouders, asset managers en corporate social responsibility (CSR)-fondsen en investeerders die actief zijn in Latijns-Amerika, sub-Sahara Afrika en Zuid-Azi\u00eb hebben de studie ge\u00efnformeerd.<\/p>\n<p>Miquel Nadal, voorzitter van iRAP en secretaris van het FIA High Level Panel, zei: \u201cHet falen van de markt om de kosten van verkeersongevallen adequaat te verdisconteren, is een van de belangrijkste redenen voor onderinvestering in verkeersveiligheid door zowel de publieke als de private sector. De groei van sociaal verantwoord beleggen en de markt voor duurzame financiering biedt een nieuwe kans om dit falen aan te pakken en de economische rechtvaardiging om te zetten in een investeerbare businesscase met zowel levensreddende impact als een rendement op investering voor privaat kapitaal. De erkenning van de kosten en baten van verkeersveiligheid kan leiden tot innovatieve mechanismen om prikkels voor investeringen te cre\u00ebren en op elkaar af te stemmen, en het win-win-winpotentieel van wegen met een 3-sterrenbeoordeling of beter wereldwijd ontsluiten.\u201d<\/p>\n<p>Het Wereldwijde Plan voor het Decennium van Actie tot 2030 roept regeringen en partners op om nationale en lokale actieplannen te ontwikkelen en uit te voeren om het aantal verkeersdoden en -gewonden tegen 2030 te halveren en de 12 wereldwijde prestatiedoelstellingen voor verkeersveiligheid te realiseren, waarvan doelstellingen 3 en 4 inhouden dat alle nieuwe wegen worden aangelegd volgens een norm van minimaal 3 sterren voor alle weggebruikers (doelstelling 3), en dat tegen 2030 meer dan 75% van het verkeer plaatsvindt op wegen die gelijkwaardig zijn aan 3-sterren of beter voor alle weggebruikers (Doelstelling 4). \u201cHet leiderschap van de Wereldbank bij dit werk, samen met de gevestigde partnerschappen van IFC en iRAP in Brazili\u00eb, laat zien wat er nu al mogelijk is. Om ervoor te zorgen dat dit echt een Decennium van Actie en Resultaten voor Verkeersveiligheid wordt, moeten we de oplossingen die levens redden snel opschalen, en financiering door de particuliere sector is een essentieel onderdeel van die stap die nodig is om het aantal verkeersdoden en -gewonden tegen 2030 te halveren,\u201d aldus Rob McInerney, CEO van iRAP.<\/p>\n<p>Volgens <a href=\"https:\/\/www.vaccinesforroads.org\/\">iRAP's Vaccins voor Wegen<\/a> Met behulp van big data-tools kunnen doelstellingen 3 en 4 tegen 2030 worden gerealiseerd, wat naar verwachting 450.000 levens per jaar zal redden en 100 miljoen sterfgevallen en letsels zal voorkomen gedurende de gehele behandelingsperiode, met een economisch voordeel van 1,48 miljard euro aan besparingen voor elke 1,11 miljard euro die wordt ge\u00efnvesteerd.<\/p>\n<p>De <em>Levens redden door particuliere investeringen in verkeersveiligheid<\/em> <em>Verslag<\/em> is onderdeel van de 'Mobility and Transport Connectivity Series' van de Wereldbank.
