Verkeersdoden zijn een vermijdbare crisis voor de volksgezondheid die met name landen met lage en middeninkomens treft. Hoe kan technologie levens redden?<\/strong><\/p>\n<p>De CDC (Centers for Disease Control and Prevention) schat dat de kosten van sterfgevallen en verwondingen veroorzaakt door verkeersongevallen wereldwijd tussen 2015 en 2030 ongeveer 1,8 biljoen dollar kunnen bedragen.<a href=\"https:\/\/www.cdc.gov\/injury\/features\/global-road-safety\/index.html\">\u00a0Dit bedrag komt overeen met een jaarlijkse belasting van 0,121% op het wereldwijde bbp<\/a>.<\/p>\n<p>Bovendien,\u00a0<a href=\"https:\/\/www.who.int\/publications\/i\/item\/9789241565684\">Verkeersongelukken zijn wereldwijd de belangrijkste doodsoorzaak voor kinderen en jongvolwassenen tussen 5 en 29 jaar.<\/a>. Overeenkomend met\u00a0<a href=\"https:\/\/www.vaccinesforroads.org\/global-impact-of-injuries\/\">Vaccins voor Wegen<\/a>, In het decennium tot 2030 zullen 15 miljoen mensen omkomen en 500 miljoen gewond raken bij verkeersongevallen, wat de wereldeconomie 24 biljoen zal kosten.<\/p>\n<p>Wegontwerp en de bijbehorende gebruikte infrastructuur zijn enkele van de belangrijkste factoren die bepalen of verkeersongevallen tot fatale of ernstige letseluitkomsten leiden. Veilige weginfrastructuur is een cruciaal aandachtspunt van de\u00a0<a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Globaal Plan voor het Tweede Decennium van Actie voor Verkeersveiligheid 2021-2030<\/a>\u00a0waarin regeringen en partners worden opgeroepen de Safe Systems-aanpak te implementeren om het wereldwijde aantal verkeersdoden en -gewonden tegen 2030 te halveren.<\/p>\n<h4><strong>V\u00edaSegura: Technologie om levens te redden<\/strong><\/h4>\n<p>In samenwerking met de\u00a0<a href=\"https:\/\/irap.org\/nl\/accreditation\/\">Internationaal wegenonderzoeksprogramma (iRAP)<\/a>), heeft de IDB een\u00a0<a href=\"https:\/\/irap.org\/nl\/2020\/02\/media-release-idb-and-irap-will-work-together-to-improve-road-safety-in-latin-america-and-the-caribbean\/\">digitaal initiatief om de veiligheid van de weginfrastructuur te beoordelen<\/a>, dat tot doel heeft het proces van vroege detectie van storingen effici\u00ebnt te maken. Het hulpmiddel richt zich op het evalueren van een reeks variabelen die worden gebruikt in de Star Rating-methodologie.<\/p>\n<p>Een van iRAP's vier hoofdprotocollen voor het beoordelen van de veiligheid van weginfrastructuur is de\u00a0<a href=\"https:\/\/irap.org\/nl\/3-star-or-better\/?et_open_tab=et_pb_tab_0#mytabs|0\">Sterbeoordelingsmethodologie<\/a>. Het biedt een eenvoudige en objectieve maatstaf voor het veiligheidsniveau van inzittenden van voertuigen, motorrijders, fietsers en voetgangers. De sterren vari\u00ebren van 1 tot 5, waarbij wegen met vijf sterren het veiligst zijn. Meer dan 50 wegelementen worden ge\u00ebvalueerd, waaronder onder andere berm- en middenafscheidingen, trottoirs, bebording, wegmarkeringen en verlichting.<\/p>\n<p>Op basis van een studie van 358.000 km wegen in 54 landen is 88 procent van het verkeer op de wegen van de wereld onveilig (1-2 sterren) voor voetgangers, 67 procent voor motorrijders, 86 procent voor fietsers en 44 procent voor voertuiginzittenden. Daarnaast toont onderzoek aan dat\u00a0<a href=\"https:\/\/www.itf-oecd.org\/sites\/default\/files\/docs\/zero-road-deaths.pdf\">het risico van een persoon op overlijden of ernstig letsel wordt ongeveer gehalveerd voor elke incrementele verbetering in sterrenclassificatie.<\/a><\/p>\n<p>De wereldwijde doelstellingen van de VN op het gebied van verkeersveiligheid omvatten onder meer dat alle nieuwe wegen worden aangelegd volgens een norm van minimaal drie sterren, en dat in 2030 voor alle weggebruikers meer dan 75% van het totale verkeer plaatsvindt op wegen die voldoen aan een norm van minimaal drie sterren. <a href=\"https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/\">Het behalen van Targets 3 en 4 tegen 2030 zal jaarlijks 450.000 levens redden en 100 miljoen doden en ernstige verwondingen voorkomen over een periode van 20 jaar.\u00a0<\/a><\/p>\n<p>Om een wegennet een ster te geven, is het noodzakelijk om gegevens van wegtributen te verzamelen, meestal via videotellingen en andere middelen. Vervolgens moet een groep getrainde technici de gegevens analyseren en coderen volgens een codeerhandleiding.<\/p>\n<p>Om dit proces te vergemakkelijken, heeft de IDB digitale technologie gebruikt die de objecten in de afbeeldingen classificeert, waardoor analisten de attributen van de sporen op een snelle, effici\u00ebnte en nauwkeurige manier kunnen coderen. Dit initiatief heet \u201cV\u00edaSegura\u201d en maakt gebruik van intelligentie en kunstmatige visie.<\/p>\n<p>Gezien de complexiteit van de informatie, heeft de IDB verschillende algoritmes ge\u00efmplementeerd die leren van de data door na te bootsen hoe het menselijk brein werkt. Dit type algoritme wordt\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Deep_learning\">diep leren<\/a>\u00a0en stelt u in staat om afbeeldingen te verwerken en classificaties uit te voeren.<\/p>\n<p>\u201cV\u00edaSegura\u201d is een routine die de kenmerken van een route classificeert volgens het iRAP-model. Het IDB-project catalogueert informatie, minimaliseert de werkdruk, vermindert menselijke tussenkomst en databevindingen, verlaagt het budget dat gepaard gaat met etikettering en helpt de verkeersveiligheid te verhogen.<\/p>\n<p>Deze tool is een voorbeeld van wat mogelijk zal zijn als onderdeel van iRAP's <a href=\"https:\/\/irap.org\/nl\/project\/ai-rap\/\">AiRAP Initiatief<\/a>. Het Initiatief heeft tot doel om vorderingen op het gebied van kunstmatige intelligentie, machine learning, visionsystemen, LIDAR, telematica en andere gegevensbronnen te benutten om kritieke informatie te leveren over verkeersveiligheid, crashprestaties en prioriteitstelling van investeringen voor alle weggebruikers.<\/p>\n<p>\u201cV\u00edaSegura\u201d is in Brazili\u00eb gebruikt en zal in andere landen worden getest. Na het succes van de pilots,\u00a0<a href=\"https:\/\/irap.org\/nl\/accreditation\/\">V\u00edaSegura zal breder beschikbaar worden gesteld aan iRAP-geaccrediteerde leveranciers<\/a>\u00a0om hybride beoordelingen van de verkeersveiligheid te ondersteunen die zowel ML-gegevens als handmatige codering gebruiken om iRAP-sterrenclassificaties te cre\u00ebren.
