{"id":3065,"date":"2022-02-08T06:35:29","date_gmt":"2022-02-07T19:35:29","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/evaluating-progress-to-achieving-target-3\/"},"modified":"2026-04-30T12:39:50","modified_gmt":"2026-04-30T02:39:50","slug":"evaluating-progress-to-achieving-target-3","status":"publish","type":"post","link":"https:\/\/irap.org\/nl\/evaluating-progress-to-achieving-target-3\/","title":{"rendered":"Voortgang evalueren bij het bereiken van Doel 3"},"content":{"rendered":"<p>De Wereldbank Global Road Safety Facility (<a href=\"https:\/\/www.roadsafetyfacility.org\/\">GRSF<\/a>) en International Road Assessment Programme (<a href=\"https:\/\/irap.org\/nl\/\">iRAP<\/a>) zijn een innovatief project gestart om de vooruitgang van landen op het gebied van VN-doelstelling 3 te evalueren: dat tegen 2030 alle <strong>nieuw<\/strong> wegen voldoen aan technische normen voor alle weggebruikers die rekening houden met verkeersveiligheid, of behalen een beoordeling van 3 sterren of beter.<\/p>\n<p>Veilige weginfrastructuur is een belangrijk aandachtspunt van de\u00a0<a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Wereldwijd Plan voor het Decennium van Actie voor Verkeersveiligheid 2021-2030\u00a0<\/a>die alle regeringen en partners oproept te bereiken <a href=\"https:\/\/resources.irap.org\/General\/12_UN_Global_Road_Safety_Targets.pdf\">12 VN Wereldwijde Prestatiedoelstellingen voor Verkeersveiligheid<\/a> in hun landen, waarvan <a href=\"https:\/\/irap.org\/nl\/2018\/04\/targets-3-4-what-they-mean-for-safer-roads-globally\/\">Doelen 3 en 4<\/a> gerelateerd aan de infrastructuur van de weg.<\/p>\n<p>Het veelzijdige tweejarige project omvat een evaluatie van meer dan tien voltooide prioritaire wegenbouwprojecten aan de hand van bestaande iRAP-beoordelingsgegevens, waarbij de volledige projectcyclus wordt bestreken, van planning en ontwerp tot aanleg, exploitatie en onderhoud.<\/p>\n<p>De wegontwerpen en de aangelegde wegen zullen worden beoordeeld aan de hand van een sterrensysteem en er zullen schattingen van het aantal dodelijke slachtoffers worden gemaakt met behulp van de Star Rating for Designs-methode (<a href=\"https:\/\/irap.org\/nl\/star-rating-for-designs\/\">SR4D<\/a>webtool om hun veiligheidsprestaties te begrijpen ten opzichte van internationale <a href=\"https:\/\/irap.org\/nl\/3-star-or-better\/\">3 sterren of beter<\/a> standaard.<\/p>\n<p>SR4D is een gratis tool en een op wetenschappelijk onderzoek gebaseerd programma van toepassingen, gebaseerd op de iRAP-methodologie, waarmee het niveau van verkeersveiligheid dat in een wegontwerp is \u2018ingebouwd\u2019 voor inzittenden van voertuigen, motorrijders, voetgangers en fietsers eenvoudig en objectief kan worden gemeten en verbeterd, nog voordat de bouwwerkzaamheden van start gaan. De tool is ontwikkeld met financi\u00eble steun van het GRSF.<\/p>\n<p>Er zal training en ondersteuning worden geboden aan lokale onderzoeksteams en leveranciers in landen met een laag of gemiddeld inkomen om hun vaardigheden op het gebied van SR4D te ontwikkelen, hen te leren hoe ze iRAP-beoordelingen kunnen uitvoeren en verbeterpunten in kaart te brengen.<\/p>\n<p>Een beoordeling van lokale ontwerpnormen en -specificaties en een enqu\u00eate onder belanghebbenden zullen in overleg met lokale wegbeheerders, consultants, overheidsinstanties, relevante MDB's en andere partners worden uitgevoerd om belemmeringen in de planning en het beheer van veiligere wegen te identificeren.<\/p>\n<p>Voorafgaand aan en na een ongeval verzamelde en geanalyseerde gegevens zullen, waar beschikbaar, worden verzameld en geanalyseerd.<\/p>\n<p>Het project zal de verbetering van de SR4D webtool omvatten, inclusief QA, certificeringsfunctionaliteit en gebruikersondersteuning.<\/p>\n<p>Om kennishiaten aan te pakken en betere veiligheidsresultaten te ondersteunen voor alle weggebruikers in landen met een laag en midden inkomen, zal kennisleidraad worden ontwikkeld om verbeteringen te informeren op het gebied van <a href=\"https:\/\/www.who.int\/groups\/united-nations-road-safety-collaboration\">UN-samenwerking inzake verkeersveiligheid<\/a> en de middelen <a href=\"https:\/\/toolkit.irap.org\/\">Gereedschapskist Verkeersveiligheid<\/a>, een gratis online depot van informatie over de oorzaken en preventie van verkeersongevallen die leiden tot de dood en letsel.<\/p>\n<p>Afgezien van het evalueren van de voortgang bij het bereiken van Doel 3, zal het project factoren identificeren die invloedrijk zijn geweest bij het bereiken van het doel en belemmeringen die consequent voorkomen dat ontwerpen het doel bereiken, en aanbevelingen doen voor toekomstige projecten,<\/p>\n<p>Het 2-jarige project wordt ondersteund door <a href=\"https:\/\/www.ukaiddirect.org\/\">VK-hulp<\/a>, via de Global Road Safety Facility (GRSF) en uitgevoerd door iRAP.<\/p>\n<p>Volgens iRAP's <a href=\"https:\/\/www.vaccinesforroads.org\/\">Vaccins voor Wegen<\/a>, ... als de VN-doelstellingen 3 en 4 tegen 2030 worden gehaald, kan dat jaarlijks 450.000 levens redden, met een economisch voordeel van 1,98 biljoen aan besparingen voor elke 1,91 biljoen die wordt ge\u00efnvesteerd.<\/p>\n<p>Om de menselijke impact van verkeersongevallen te begrijpen, hoe veilig de wegen in de wereld zijn voor verschillende weggebruikers en per land, en de menselijke en economische business case voor veiligere wegen te begrijpen, bezoek de website <a href=\"https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/\">https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/<\/a><\/p>\n<p><em>Beeldbron: Shutterstock<\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>The World Bank Global Road Safety Facility (GRSF) and International Road Assessment Programme (iRAP) have commenced an innovative project to evaluate countries\u2019 progress in achieving UN Target 3: that by 2030, all new roads achieve technical standards for all road users that take into account road safety, or meet a 3-star rating or better.
