Mocht een chauffeur een fout maken, dan kan hij rekenen op de middelen die de weg biedt om een aanrijding te voorkomen of, in ieder geval, de gevolgen ervan te beperken.<\/p>\n<p>Deze praktijk is zo\u2019n 40 jaar geleden ontstaan en is in meer ontwikkelde landen al gemeengoed, maar in Brazili\u00eb is het concept pas in 2018 ge\u00efntroduceerd \u2013 en de situatie is verre van ideaal, zo blijkt uit een analyse van de Nationale Verkeersconfederatie (CNT). Uit een onderzoek van deze organisatie blijkt dat in 2020 de kosten van ongevallen op de federale snelwegen van het land 10,2 miljard real (1,94 miljard dollar) bedroegen, terwijl de investeringen om deze te voorkomen slechts 6,7 miljard real (1,27 miljard dollar) bedroegen.<\/p>\n<p><strong>In tien jaar zullen alle door de PR verleende snelwegen 3 sterren of beter zijn<\/strong><\/p>\n<p>Deze foto belooft verandering. In Paran\u00e1 worden effectieve acties binnen het concept van \u201cvergevingsgezinde snelwegen\u201d al in de nieuwe concessiecontracten opgenomen, die vanaf 2022 van kracht worden. \u201cAan het einde van het eerste concessiejaar zullen alle wegen minstens geclassificeerd moeten worden als \u20182 sterren\u2019 en over tien jaar zullen ze moeten stijgen naar minstens \u20183 sterren\u2019\u201d, zegt Marcello Costa, nationaal secretaris van wegtransport van het ministerie van Infrastructuur.<\/p>\n<p>Vanaf daar zullen, aldus minister Costa, plannen worden gemaakt om de vereisten te verhogen naar 4 en 5 sterren. De beoordeling varieert van 1 tot 5 sterren, volgens verkeersveiligheidsomstandigheden en voldoet aan de normen die door de Verenigde Naties (VN) worden erkend. \u201cWe hebben het concept naar Brazili\u00eb gebracht en het als een overheidsbeleid aangenomen\u201d, zegt de secretaris.<\/p>\n<p>\u201cMenselijke fouten zullen gebeuren en de snelwegen moeten deze fouten vergeven, uitgerust met audio-, signalerings- en infrastructuurapparaten die de kans op en de ernst van crashes verminderen\u201d, wijst hij erop.<\/p>\n<p>Alle werk volgt de <a href=\"https:\/\/irap.org\/nl\/how-we-can-help\/#mytabs|0\">iRAP-methodologie<\/a>, internationaal ontwikkeld om wegen met een hoog risico te inspecteren en ongevallen te verminderen. In het geval van de snelwegen in Paran\u00e1 zijn de eerste behoeften reeds ge\u00efdentificeerd en zullen deze worden ge\u00efdentificeerd in de contracten. Daarnaast zullen de concessiehouders zich in het eerste concessiejaar verplichten een meer gedetailleerde diagnose uit te voeren die andere eisen aan het licht brengt.<\/p>\n<p>\u201c&quot;Het zal een stap vooruit zijn&quot;, zegt Jo\u00e3o Arthur Mohr, manager Strategische Zaken bij de Federatie van Industrie\u00ebn van Paran\u00e1 (Fiep). &quot;Concessiehouders zullen gedwongen worden om te investeren in veiligheid binnen dit concept van &#x27;vergevingsgezinde snelwegen&#x27;. Vroeger bestond zo&#x27;n verplichting niet&quot;, merkt hij op.<\/p>\n<p>Naast de in concessie gegeven snelwegen zal de Unie investeren in federale snelwegen waar geen tol wordt geheven, en de verwachting is dat de deelstaten dit ook zullen doen. In Paran\u00e1 heeft de DER vorige maand de openbare aankondiging gelanceerd voor het Verkeersveiligheidsprogramma voor Staatswegen (Proseg Paran\u00e1), dat voorziet in een investering van R1,97 miljard (USD 1,9133 miljard) in veiligheid langs 10.000 kilometer.<\/p>\n<p>Volgens Hugo Alexander Martins Pereira, specialist in verkeersmanagement en -planning en professor aan de Universidade Positivo, moet het concept van \u201cvergeeflijke snelwegen\u201d gecombineerd worden met de staat van de weg en een voorlichtingscampagne. \u201cDe goede praktijken en deze methodologie hebben in verschillende landen goede resultaten laten zien\u201d, zegt hij.<\/p>\n<p>Een andere expert op dit gebied, UFPR's PhD-professor in transporttechniek, Jorge Tiago Bastos, classificeert wegonderhoud, geplaveide bermen en bermen vrij van obstakels zoals bomen, palen, muren en hellingen, als zeer belangrijk.<\/p>\n<p>\u201cDit is meer dan een uitwijkzone, het is een manier voor de chauffeur om voldoende ruimte te hebben om veilig de controle over het voertuig terug te krijgen,\u201d zegt hij. Volgens hem is deze oplossing voorzien, maar zal deze niet altijd mogelijk zijn en zijn in dat geval de uitwijkzones en veiligheidsbarri\u00e8res ook belangrijk.<\/p>\n<p>Bastos zegt dat de wegcondities in de staat en in het land erg verschillend zijn. \u201cEr zijn zeer veilige stukken en andere niet\u201d, merkt hij op. Bastos erkent dat \u201cer de afgelopen jaren veel vooruitgang is geboekt, maar dat er nog veel te doen is.\u201d<\/p>\n<p>Het aantal ongevallen op de federale snelwegen van Paran\u00e1, in 2020, was volgens de Federale Snelwegpolitie 7.100, met 7.400 gewonden en 526 doden. Ze zijn veel kleiner dan tien jaar geleden. In 2011 waren er 22.200 ongevallen, met 12.400 gewonden en 740 doden.<\/p>\n<p><strong>Organisaties zijn al begonnen met het doorvoeren van interventies<\/strong><\/p>\n<p>De huidige concessiecontracten voor de Paran\u00e1 Integratie Ring, die 2.500 kilometer omvat, dateren uit 1997 en lopen af in november van datzelfde jaar. Bij het ondertekenen was er nog geen sprake van \u201ctolvrije snelwegen\u201d, maar gedurende de concessieperiode werden er investeringen gedaan gericht op veiligheid.<\/p>\n<p>\u201cEr zijn verschillende werkzaamheden uitgevoerd die niet in het contract waren opgenomen, zoals bijvoorbeeld camerabewaking\u201d, zegt Tha\u00eds Caroline Borges, CEO van CCR RodoNorte. &quot;Het contract geeft ons een richting, maar we kunnen niet blijven werken zoals we begonnen zijn&quot;, benadrukt ze. Ze meldt dat op de trajecten die onder de verantwoordelijkheid van Rodonorte vallen (Curitiba naar Apucarana en Ponta Grossa naar Jaguaria\u00edva), het aantal ongevallen met 73% is gedaald en het aantal dodelijke slachtoffers met 82%, vanaf het begin van de concessie tot eind 2020.<\/p>\n<p>Ecovia meldt dat het aantal ongevallen op de trajecten waar het actief is sinds het begin van de concessie met 55,81% is gedaald. Tussen 1998 en 2020 is meer dan R$ 940 miljoen (USD$178 miljoen) (waarden uit 2020) ge\u00efnvesteerd in verbetering en onderhoud, waaronder veiligheidsvoorzieningen en horizontale en verticale bewegwijzering. Er is ook een uitlaatgebied voor vrachtwagens aangelegd bij km 37 van de BR-277, die Curitiba met de kust verbindt.<\/p>\n<p>Arteris, dat drie concessies voor federale snelwegen beheert met trajecten die in gebruik zijn in Paran\u00e1 (R\u00e9gis Bittencourt, Planalto Sul en Litoral Sul), meldt dat er tussen 2010 en 2020 een daling was in het aantal verkeersdoden op de 42.3% (Litoral Sul), 56% (R\u00e9gis Bittencourt) en 66% (South Plateau).<\/p>\n<p>Beschermings- en veiligheidsuitrusting, zoals betonnen barri\u00e8res, impactverzachters en twee vluchtzones, werd ge\u00efnstalleerd, beide op de BR-376, die Curitiba verbindt met de kust van Santa Catarina.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Opmerking van iRAP: iRAP feliciteert de autoriteiten van Paran\u00e1 met dit levensreddende beleidsinitiatief.
