{"id":12526,"date":"2026-09-18T10:08:55","date_gmt":"2026-09-18T00:08:55","guid":{"rendered":"https:\/\/irap.org\/?p=12526"},"modified":"2026-09-18T10:37:42","modified_gmt":"2026-09-18T00:37:42","slug":"advancing-safer-climate-resilient-roads-in-maharashtra","status":"publish","type":"post","link":"https:\/\/irap.org\/nl\/advancing-safer-climate-resilient-roads-in-maharashtra\/","title":{"rendered":"Advancing Safer, Climate-Resilient Roads in Maharashtra"},"content":{"rendered":"<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An official contract signing and project kick-off meeting yesterday marked the start of a new road safety initiative in Maharashtra, India, supported by the <a href=\"https:\/\/www.adb.org\/\">Asian Development Bank (ADB) <\/a>and being delivered by the <a href=\"https:\/\/pwd.maharashtra.gov.in\/en\/\">Public Works Department (PWD)<\/a> under the <a href=\"https:\/\/www.adb.org\/news\/adb-approves-400-million-loan-upgrade-road-connectivity-maharashtra-india\">Maharashtra Roads Connectivity for Inclusive Growth Programme (MRCIGP).<\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The project will support the State in strengthening road safety management and capacity with the inclusion of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Baseline iRAP assessments to establish an evidence-based understanding of existing road safety risk; <\/li>\n\n\n\n<li>Road safety training delivered to local engineers;<\/li>\n\n\n\n<li>Star Rating of road designs, enabling safety to be optimised before the commencement of civil works;<\/li>\n\n\n\n<li>Safer Roads Investment Plans (SRIPs) to identify and prioritise cost-effective road safety treatments and inform investment decisions; and<\/li>\n\n\n\n<li>Post-construction assessments to verify the safety performance of the built infrastructure, and inform future maintenance and improvement priorities.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The wider US$400 million ADB <a href=\"https:\/\/www.adb.org\/news\/adb-approves-400-million-loan-upgrade-road-connectivity-maharashtra-india\">MRCIGP<\/a> results-based lending programme is helping Maharashtra develop climate-resilient, low-carbon, safe and inclusive road networks, with a particular focus on improving connectivity for rural communities. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme will improve all-weather connectivity across 34 districts, including the climate-vulnerable and economically lagging regions of Marathwada and Vidarbha, connecting rural communities with markets, logistics hubs, healthcare, education and other essential services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme covers almost 350 km of state highways and 2,577 km of rural roads, with more than 1.7 million people living within walking distance of improved roads expected to benefit, including communities in at least 80 villages and around 410 rural settlements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme will also support safer road treatments, including school and village gateway improvements, while building local road safety capability through training for at least 120 engineers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The kick-off meeting brought together the project team and PWD Maharashtra to discuss the implementation approach, priorities, coordination mechanisms and immediate actions required for successful delivery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/irap.org\/nl\/accreditation\/\">iRAP Accredited <\/a>Practitioner <a href=\"https:\/\/www.linkedin.com\/posts\/sandeepkumar05_roadsafety-irap-starrating-activity-7506326178031497216-bcNC?utm_source=share&amp;utm_medium=member_desktop&amp;rcm=ACoAACC-NBkBYCRK3HGg2qoYGux-zsT6AZcP-yM\">Sandeep Kumar, Manager at the Asian Institute of Transport Development (AITD) said<\/a>, &#8220;It was a pleasure to be part of the contract signing and kick-off meeting. A key objective of the project is to support achievement of 3-star or better road safety performance for all road users. I&#8217;m looking forward to a meaningful and impactful journey with PWD Maharashtra, the ADB, Mr <a href=\"https:\/\/www.linkedin.com\/in\/krishnan-srinivasan-a067\/\">Krishnan Srinivasan<\/a> and the entire project team, working together towards safer roads, fewer serious crashes and saving lives.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">By combining proactive road safety assessment with climate resilience, inclusive connectivity and lifecycle-based infrastructure management, the programme will significantly contribute to the State&#8217;s development plans, promoting rural and inclusive economic development, improved accessibility to health care and education, and gender equality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It will also support making the ADB Green Roads Toolkit for critical road infrastructure operational, advance road safety standards and institutional functions, and develop a road and bridge information system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The national <a href=\"https:\/\/indiarap.org\">IndiaRAP Programme<\/a>, hosted by the AITD, has assessed 61,257km of roads and designs, and 166 schools, influencing the safety of US$6.3 billion of infrastructure investment.
