hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<h2><strong>The Need<\/strong><\/h2>\n<p>More than three thousand preventable deaths and over 100,000 injuries from occur from road trauma every day<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>. \u00a0Over the next ten years more than 30 million people will suffer life-changing injuries in road crashes.\u00a0 The costs will be borne by families, communities, health systems, insurers, business and the broader economy.\u00a0 But despite this only an estimated $1-3 is invested in road trauma prevention for every $100 of costs.<\/p>\n<p>It is estimated that an additional US$260 billion of financing will be required to achieve road safety targets 3.6 and 11.2 of the Sustainable Development Goals (SDGs) in low and middle-income countries (LMICs) alone over the coming decade.<\/p>\n<p>The Member State agreed <a href=\"https:\/\/www.who.int\/violence_injury_prevention\/road_traffic\/road-safety-targets\/en\/\">Global Road Safety Performance Targets<\/a> include the need for all new roads to be 3-star or better for all road users and to achieve 75% of travel on roads that are safe for all road users by 2030.\u00a0 To support these targets iRAP has developed the <a href=\"https:\/\/irap.org\/safety-insights\/investing-for-impact\/\">Business Case for Safer Roads<\/a> that demonstrates how achieving 75% of travel on 3-star or better roads will deliver a BCR of 18 to 1 in low-income countries, 11 to 1 in low-middle income countries, 15 to 1 in upper middle-income countries and 4 to 1 in high-income countries.\u00a0 A win-win-win investment for all that will save lives, save money and create jobs.<\/p>\n<h2><strong>Impact Investment and Innovative Financing<\/strong><\/h2>\n<p>The actions needed to improve road safety are well understood &#8211; build safer roads, improve vehicle safety, reduce speeds, encourage and enforce safe road user behaviour and improve trauma care. \u00a0The return on investment is significant with internal rates of return of 20%+ common.<\/p>\n<p>Social impact investing provides an exciting opportunity to \u2018unlock\u2019 these win-win-win benefits of improving road safety by mobilising private-sector finance and donor funding through a \u201cSaving Lives Bond\u201d or similar financial instruments.\u00a0 With results-based financing to achieve 75% of travel that is 3-star or better for pedestrians, cyclists, motorcyclists and vehicle and public transport occupants worldwide by 2030 over 100 million people can be spared the burden of road trauma over the life of the infrastructure investments<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>.<\/p>\n<h2><strong>The Partnerships for 2030 Impact<\/strong><\/h2>\n<p>The road industry knows how to build and maintain safer roads.\u00a0 Public-private partnerships are already active worldwide that are providing 3-star or better journeys for their customers (e.g. <a href=\"https:\/\/irap.org\/2019\/10\/myrap-programme-launched-to-address-malaysia-road-safety\/\">Malaysia<\/a>, <a href=\"https:\/\/irap.org\/2020\/07\/pavesys-and-ifc-ensure-irap-methodology-is-used-as-a-road-safety-kpi-across-new-brazilian-concessions\/\">PiPa Concession<\/a>, <a href=\"https:\/\/irap.org\/2021\/05\/brazilrap-news-first-federal-concession-awarded-with-irap-safety-metric\/\">BR-153 Brazil<\/a>, <a href=\"https:\/\/www.abertis.com\/en\/safety-and-tech\/road-safety\">Abertis<\/a>, <a href=\"https:\/\/roads.memnet.com.au\/LocalisedFiles\/DocumentManager\/Spotlight%20on%20Safety%20-%20Rob%20McInerney.pdf\">Transurban<\/a>, <a href=\"https:\/\/irap.org\/2021\/02\/indonesian-toll-roads-awarded-irap-certification\/\">Indonesia<\/a>).\u00a0 Governments are already setting national policy targets for 3-star or better roads by 2030 (e.g. <a href=\"https:\/\/www.gov.uk\/government\/publications\/the-strategic-road-network-star-rating-report\">UK<\/a>, <a href=\"https:\/\/irap.org\/2021\/05\/vietnams-2030-strategy-targets-3-star-or-better\/\">Vietnam<\/a>, <a href=\"https:\/\/irap.org\/2021\/05\/a385m-for-victorian-action-plan-including-star-targets\/\">Australia<\/a>, <a href=\"https:\/\/www.nzta.govt.nz\/safety\/what-waka-kotahi-is-doing\/nz-road-safety-strategy\/\">New Zealand<\/a>).\u00a0 Joining the dots between the beneficiary of road trauma reductions and the solutions will provide the basis for innovative financing that will save lives.\u00a0 iRAP\u2019s work with the government owned insurer TAC<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> aims to inform this important aspect of impact investment.<\/p>\n<p>iRAP is also partnering with the World Bank, IFC and the FIA High Level Panel to mobilise private-sector financing for road safety.\u00a0 The work benefits from the expertise of Dalberg, Cardno and Social Finance in developing appropriate financing instruments, business models and results-based investments across all road safety action areas.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-46284 alignnone \" src=\"https:\/\/irap.org\/wp-content\/uploads\/2018\/08\/Porjectizing-road-safety-figure.png\" alt=\"\" \/><\/p>\n<p>iRAP\u2019s vision for systematic long-term investment in 3-, 4- and 5-star highways and city streets for all road users in all countries worldwide will help save lives and achieve the SDGs.\u00a0 Initiatives like a \u201cFootpaths for Africa\u201d impact bond can target fundamental shortcomings<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a> of road infrastructure as we build back
