{"id":85901,"date":"2026-04-01T23:21:43","date_gmt":"2026-04-01T22:21:43","guid":{"rendered":"https:\/\/irap.org\/?p=85901"},"modified":"2026-04-07T11:28:55","modified_gmt":"2026-04-07T10:28:55","slug":"african-road-safety-charter-comes-into-force","status":"publish","type":"post","link":"https:\/\/irap.org\/fr\/2026\/04\/african-road-safety-charter-comes-into-force\/","title":{"rendered":"La Charte africaine de la s\u00e9curit\u00e9 routi\u00e8re entre en vigueur"},"content":{"rendered":"<p>Dans un jalon historique, le <a href=\"https:\/\/au.int\/sites\/default\/files\/newsevents\/workingdocuments\/35173-wd-african_charter_on_road_safety_en.pdf\">Charte africaine de la s\u00e9curit\u00e9 routi\u00e8re<\/a> Entr\u00e9e en vigueur le 12 mars, cette loi constitue le premier cadre continental et juridiquement contraignant de s\u00e9curit\u00e9 routi\u00e8re en Afrique et vise \u00e0 r\u00e9duire le nombre alarmant de 250\u00a0000 d\u00e9c\u00e8s sur les routes chaque ann\u00e9e.<\/p>\n<p>Adopt\u00e9e par les chefs d&#039;\u00c9tat africains en 2016, la Charte n\u00e9palaise de l&#039;Union africaine n\u00e9cessitait la ratification de 15 \u00c9tats membres et le d\u00e9p\u00f4t d&#039;un instrument de ratification aupr\u00e8s de l&#039;Union pour entrer en vigueur. La R\u00e9publique du Mozambique est devenue le quinzi\u00e8me pays \u00e0 accomplir cette formalit\u00e9 le 11 f\u00e9vrier 2026.<\/p>\n<p>Morts sur les routes\u00a0<a href=\"https:\/\/www.afro.who.int\/news\/road-traffic-deaths-rise-african-region-down-globally-who-report\" data-sf-ec-immutable=\"\">a augment\u00e9 de 17% au cours de la d\u00e9cennie jusqu&#039;en 2021<\/a> Dans la R\u00e9gion africaine de l&#039;OMS, plusieurs pays africains ont r\u00e9duit le nombre de d\u00e9c\u00e8s sur les routes ces derni\u00e8res ann\u00e9es, mais la R\u00e9gion affiche toujours le taux de mortalit\u00e9 routi\u00e8re le plus \u00e9lev\u00e9 au monde.<\/p>\n<p>Les \u00e9valuations iRAP mettent en lumi\u00e8re la s\u00e9curit\u00e9 des routes africaines ; seulement 17 % des infrastructures routi\u00e8res (en longueur) atteignent la norme de s\u00e9curit\u00e9 minimale mondiale de 3 \u00e9toiles ou plus pour les pi\u00e9tons, 15 % pour les cyclistes, 29 % pour les motocyclistes et 38 % pour les occupants des v\u00e9hicules.<\/p>\n<p>L&#039;am\u00e9lioration de la s\u00e9curit\u00e9 routi\u00e8re, gr\u00e2ce \u00e0 la r\u00e9alisation de l&#039;objectif 4 des Nations Unies (\u00e0 savoir que plus de 75 % des d\u00e9placements s&#039;effectuent sur des routes class\u00e9es 3 \u00e9toiles ou mieux pour tous les usagers de la route d&#039;ici 2030), permettrait de sauver environ 98\u00a0265 vies chaque ann\u00e9e et plus de 56 millions de vies et de blessures sur les 20 ans de dur\u00e9e de vie des travaux d&#039;am\u00e9lioration des routes en Afrique. Cela repr\u00e9sente un avantage \u00e9conomique annuel de 100\u00a0600 milliards de dollars am\u00e9ricains, soit 9,9 milliards de dollars am\u00e9ricains pour chaque milliard de dollars am\u00e9ricains investi.<a href=\"https:\/\/irap.org\/safety-insights-explorer\/\">Explorateur d&#039;informations sur la s\u00e9curit\u00e9 iRAP<\/a>).<\/p>\n<p>Son Excellence Lerato D. Mataboge Mataboge, Commissaire de l&#039;Union africaine aux infrastructures et \u00e0 l&#039;\u00e9nergie, a d\u00e9clar\u00e9 : \u201c La ratification de la Charte africaine de la s\u00e9curit\u00e9 routi\u00e8re est plus qu&#039;une \u00e9tape juridique importante ; c&#039;est une d\u00e9claration politique forte visant \u00e0 pr\u00e9server la vie humaine et \u00e0 faire progresser la vision collective de l&#039;Afrique de routes, de v\u00e9hicules et d&#039;usagers de la route plus s\u00fbrs. \u201d<\/p>\n<p>La Charte oblige les signataires \u00e0 prendre des mesures conformes aux <a href=\"https:\/\/www.who.int\/publications\/m\/item\/global-plan-for-the-decade-of-action-for-road-safety-2021-2030\" data-sf-ec-immutable=\"\">Plan mondial pour la D\u00e9cennie d&#039;action pour la s\u00e9curit\u00e9 routi\u00e8re 2021-2030<\/a>\u00a0et\u00a0<a href=\"https:\/\/au.int\/sites\/default\/files\/documents\/32186-doc-road_safety_african_action_plan_for_the_global_decade_of_action_for_road_safety-e.pdf\" data-sf-ec-immutable=\"\">Plan d&#039;action africain pour la s\u00e9curit\u00e9 routi\u00e8re 2021-2030<\/a> qui offrent des orientations aux pays pour atteindre l&#039;objectif de r\u00e9duire de moiti\u00e9 le nombre de d\u00e9c\u00e8s et de blessures graves sur les routes d&#039;ici \u00e0 2030. Ces orientations comprennent\u00a0:<\/p>\n<ul>\n<li>cr\u00e9ation d&#039;une agence nationale de s\u00e9curit\u00e9 routi\u00e8re charg\u00e9e de coordonner la politique de s\u00e9curit\u00e9 routi\u00e8re\u00a0;<\/li>\n<li>promulguer et appliquer des lois qui respectent les meilleures pratiques mondiales en mati\u00e8re des cinq principaux facteurs de risque pour la s\u00e9curit\u00e9 routi\u00e8re\u00a0: exc\u00e8s de vitesse, conduite en \u00e9tat d\u2019ivresse, port du casque, port de la ceinture de s\u00e9curit\u00e9 et dispositifs de retenue pour enfants\u00a0;<\/li>\n<li>d\u00e9veloppement de syst\u00e8mes nationaux de donn\u00e9es sur les accidents de la route pour \u00e9clairer les politiques fond\u00e9es sur des donn\u00e9es probantes\u00a0;<\/li>\n<li>investir dans des infrastructures routi\u00e8res s\u00fbres et des normes de s\u00e9curit\u00e9 des v\u00e9hicules ; et<\/li>\n<li>Renforcer les soins d&#039;urgence pr\u00e9hospitaliers et post-accidentels.<\/li>\n<\/ul>\n<p>iRAP est bien plac\u00e9 pour soutenir les pays dans sa mise en \u0153uvre\u00a0:<\/p>\n<ul>\n<li>Des routes plus s\u00fbres\u00a0: Les articles 11, 12, 13 et 14 de la Charte exigent des inspections de s\u00e9curit\u00e9 routi\u00e8re\u00a0; l\u2019\u00e9laboration de politiques de gestion de la s\u00e9curit\u00e9 routi\u00e8re\u00a0; l\u2019introduction d\u2019une l\u00e9gislation, de politiques et de lignes directrices pour les audits de s\u00e9curit\u00e9 routi\u00e8re \u00e0 toutes les phases de la conception, de la construction et de l\u2019exploitation des infrastructures routi\u00e8res\u00a0; des manuels et des pratiques de conception de routes s\u00fbres align\u00e9s sur les normes internationales\u00a0; et la prise en compte des besoins des usagers vuln\u00e9rables de la route dans la planification, la conception et la fourniture des infrastructures routi\u00e8res.<\/li>\n<li>Am\u00e9lioration des donn\u00e9es\u00a0: L\u2019article 20 exige la coordination de la collecte de donn\u00e9es nationales sur la s\u00e9curit\u00e9 routi\u00e8re, ainsi que le suivi et l\u2019\u00e9valuation des progr\u00e8s au niveau national.<\/li>\n<li>Renforcement des capacit\u00e9s : L\u2019article 20 exige \u00e9galement des \u00c9tats parties qu\u2019ils renforcent leurs capacit\u00e9s nationales en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re et de gestion des donn\u00e9es.<\/li>\n<li>Am\u00e9lioration de la gestion de la s\u00e9curit\u00e9 routi\u00e8re\u00a0: L\u2019article 4 exige la cr\u00e9ation d\u2019organismes chefs de file en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re, mandat\u00e9s par la loi, charg\u00e9s de fournir des conseils politiques et de coordonner l\u2019\u00e9laboration et la mise en \u0153uvre de strat\u00e9gies de s\u00e9curit\u00e9 routi\u00e8re.<\/li>\n<\/ul>\n<p>Nathalie Chiavassa, responsable du programme \u201c\u00a0Voyages plus s\u00fbrs\u00a0\u00bb de iRAP, a d\u00e9clar\u00e9\u00a0: \u00ab\u00a0La ratification de la Charte africaine de la s\u00e9curit\u00e9 routi\u00e8re constitue une avanc\u00e9e majeure dans l\u2019effort collectif visant \u00e0 r\u00e9duire le nombre de d\u00e9c\u00e8s sur les routes africaines. Un travail essentiel commence d\u00e9sormais pour sa mise en \u0153uvre aux niveaux national et local, et iRAP est pr\u00eat \u00e0 accompagner ses partenaires en leur fournissant gratuitement sa m\u00e9thodologie.\u00a0\u00bb, <a href=\"https:\/\/irap.org\/rap-tools\/\">outils<\/a>, donn\u00e9es, <a href=\"https:\/\/irap.org\/training\/\">entra\u00eenement<\/a> et <a href=\"https:\/\/irap.org\/accreditation\/\">experts accr\u00e9dit\u00e9s<\/a> pour rendre leurs routes et leurs rues plus s\u00fbres.\u201d<\/p>\n<p>iRAP soutient d\u00e9j\u00e0 plus de 1 500 organisations africaines dans la gestion syst\u00e9matique de la s\u00e9curit\u00e9 des infrastructures routi\u00e8res, en leur fournissant des outils, des donn\u00e9es et des informations fond\u00e9es sur des preuves., <a href=\"https:\/\/irap.org\/policies-into-practice\/\">orientations politiques<\/a> et une formation \u00e0 la planification, \u00e0 la conception et au suivi de la performance des routes plus s\u00fbres.<\/p>\n<p>le <a href=\"https:\/\/irap.org\/methodology\/\">Nouveau mod\u00e8le iRAP lanc\u00e9 en mai<\/a> permettra d&#039;am\u00e9liorer l&#039;\u00e9valuation des risques, notamment pour les usagers vuln\u00e9rables de la route, et le nouveau <a href=\"https:\/\/irap.org\/2026\/03\/tracking-progress-the-irap-road-safety-performance-tracking-manual\/\">Manuel de suivi des performances en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re<\/a> permettra aux partenaires africains de mieux r\u00e9pondre aux exigences de suivi.<\/p>\n<p><strong>L&#039;impact des partenaires de iRAP en Afrique<\/strong><\/p>\n<p>Les partenaires du programme iRAP en Afrique ont d\u00e9j\u00e0 obtenu un impact significatif sur la s\u00e9curit\u00e9 routi\u00e8re \u00e0 travers le continent, avec pr\u00e8s de 125 000 km d&#039;\u00e9valuations de s\u00e9curit\u00e9 routi\u00e8re r\u00e9alis\u00e9es dans 29 pays, dont environ 395 \u00e9coles, influen\u00e7ant la s\u00e9curit\u00e9 de plus de 7,3 milliards de dollars d&#039;investissements dans les infrastructures.<\/p>\n<p>Le plaidoyer, l&#039;investissement et les politiques en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re sont influenc\u00e9s par le renforcement des capacit\u00e9s dans 43 pays et par l&#039;inclusion d&#039;objectifs de notation de 3 \u00e9toiles ou plus dans les strat\u00e9gies et les plans d&#039;action pour la s\u00e9curit\u00e9 routi\u00e8re de l&#039;Eswatini, de la Gambie, du Kenya, du Limpopo (Afrique du Sud), du Malawi, de la Tanzanie, de l&#039;Ouganda et du Plan de s\u00e9curit\u00e9 routi\u00e8re pour l&#039;Afrique de la CEA.<\/p>\n<p>Les partenariats de iRAP avec des agences cl\u00e9s telles que\u00a0<a href=\"https:\/\/irap.org\/2025\/02\/irap-and-warso-unite-for-safer-roads-across-west-africa\/\">Organisation ouest-africaine de s\u00e9curit\u00e9 routi\u00e8re (OSARV)<\/a>, <a href=\"https:\/\/irap.org\/2025\/02\/irap-and-armfa-sign-mou-for-safer-african-roads\/\">Association des Fonds d&#039;Entretien Routier Africains (AFERA)<\/a>, <a href=\"https:\/\/irap.org\/2025\/12\/afrso-webinar-summary-building-capacity-for-road-safety-assessment-in-africa\/\">Observatoire africain de la s\u00e9curit\u00e9 routi\u00e8re (AfRSO)<\/a>, Le SSATP, les banques de d\u00e9veloppement et d&#039;autres acteurs contribuent \u00e0 amplifier l&#039;impact.<\/p>\n<p>David Niyonsenga, chef du secr\u00e9tariat de l\u2019Observatoire africain de la s\u00e9curit\u00e9 routi\u00e8re (AfRSO), a d\u00e9clar\u00e9\u00a0: \u201c\u00a0La Charte africaine de la s\u00e9curit\u00e9 routi\u00e8re offre un cadre essentiel pour acc\u00e9l\u00e9rer les progr\u00e8s, mais son succ\u00e8s d\u00e9pendra d\u2019une mise en \u0153uvre nationale rigoureuse, appuy\u00e9e par des donn\u00e9es fiables et une coordination efficace. L\u2019Observatoire africain de la s\u00e9curit\u00e9 routi\u00e8re (AfRSO) est pr\u00eat \u00e0 aider les pays \u00e0 concr\u00e9tiser cette ambition en r\u00e9sultats tangibles, en soutenant l\u2019am\u00e9lioration des syst\u00e8mes de donn\u00e9es, en \u00e9laborant des indicateurs de performance en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re et en renfor\u00e7ant les capacit\u00e9s et en partageant les connaissances. Il s\u2019agit d\u2019une occasion cruciale de transformer les donn\u00e9es probantes en actions et de sauver des vies \u00e0 grande \u00e9chelle.\u00a0\u201d<\/p>\n<p>\u201c Les partenariats n\u2019ont jamais \u00e9t\u00e9 aussi essentiels, alors que nous travaillons aux c\u00f4t\u00e9s de l\u2019Union africaine, de l\u2019AfRSO et d\u2019autres parties prenantes pour transformer la vision de routes, de v\u00e9hicules et d\u2019usagers plus s\u00fbrs en une r\u00e9alit\u00e9 tangible, soutenant ainsi le Programme UA 2063 pour un transport inclusif et durable \u201d, a d\u00e9clar\u00e9 Mme Chiavassa.<\/p>\n<p>\u201c Je suis extr\u00eamement fi\u00e8re du d\u00e9vouement et de la collaboration dont font preuve nos partenaires.
