This translates to 32 lives and 868 injuries saved annually.<\/p>\n<p>This impressive outcome coincided with a 22% increase in household travel on the project roads and was achieved by increasing the length of road rated 3-stars or better by 52%.<\/p>\n<p>The USD $344 million Shaanxi Mountain Road Safety Demonstration Project, completed in 2020, was implemented by the Shaanxi Provincial Transport Department and ADB, with iRAP and ChinaRAP* providing technical support.<\/p>\n<p>Key outcomes were:<\/p>\n<ul>\n<li>Deaths: Down from 96 to 64 per year (-33%)<\/li>\n<li>Injuries: Down from 1,636 to 768 per year (-53%)<\/li>\n<li>Length rated 3-stars or better: +52% (27% to 59%)<\/li>\n<\/ul>\n<p>Improvements to the roads included realignments, paved shoulders, safety barriers, reduced speed limits, traffic calming and pedestrian crossings.<\/p>\n<p>Apart from the road improvements, more than 200 professionals took part in road safety design and management training, and 2,400 students, teachers, parents and residents participated in safety education activities.<\/p>\n<p>iRAP Global Programme Director Greg Smith said, \u201cA key feature of the Shaanxi project is that it made safety the primary focus of this large-scale infrastructure investment\u201d.<\/p>\n<p>\u201cFor the first time in a large ADB financed project, road designers could use the iRAP methodology to forecast the real-world safety implications of their design decisions.&#8221;<\/p>\n<p>\u201cThe project, which successfully coordinated between transport bureaus, traffic police, and schools, is a model that other provinces and countries are able to replicate.\u201d<\/p>\n<p>\u201cThe project benefited from technical guidance produced by the Research Institute of Highway (RIOH) as part of the national \u2018Highway Safety to Cherish Life\u2019 program which helped to create an enabling environment for authorities to implement enhanced safety treatments. This translates [&hellip;]<\/p>\n","protected":false},"author":21,"featured_media":69896,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"on","_et_pb_old_content":"<p>An Asian Development Bank (ADB) report reveals that the <a href=\"https:\/\/www.adb.org\/projects\/documents\/prc-46042-002-pcr\">Shaanxi Mountain Road Safety Demonstration Project<\/a> in China has seen 850km of roads upgraded, improving Star Ratings and slashing fatalities and injuries by 33% and 53% respectively.<\/p><p>The USD $344 million project was completed in 2020, implemented by the <a href=\"https:\/\/jtyst.shaanxi.gov.cn\/home\/english\/index\">Shaanxi Provincial Transport Department<\/a> and <a href=\"https:\/\/www.adb.org\/\">ADB<\/a>, with technical partners iRAP and ChinaRAP.<\/p><p>Improvements on trunk and rural roads included road realignments, paved shoulders, safety barriers, reduced speed limits, traffic calming and pedestrian crossings.<\/p><p>Road safety capacity was built, with training of more than 200 professionals in road safety design and management practices, and evidence-based education activities rolled out to 2,400 students, teachers, parents and residents.<\/p><p>Research highlighted the urgent need to improve road safety and connectivity in the hazardous Qinba Mountains. Analysis of 1,000 kilometres of roads found road fatalities and injuries cost $84 million per year from 2007 to 2011.<\/p><p>A \u00a0before\u00a0 (2011) and after (2019) evaluation of the project found:<\/p><ul><li>Crashes were reduced by 52.2%, down from 517 to 247 crashes in 2019;<\/li><li>Fatalities dropped by 33.3%, down from 96 to 64 deaths;<\/li><li>Injuries were slashed by 53.1%, down from 1,636 to 768 injuries (far exceeding the target of a 25.0% reduction from the 2011 baseline)<\/li><li>The percentage of three-star rated rural roads rose from 27% to 79% by 2020, exceeding the 59% target.<\/li><li>Monthly travel frequency of rural households in the project area increased from 16.4 times per month in 2014 to 21.6 by 2020, exceeding the target of 20 times per month.<\/li><\/ul><p>iRAP Global Programme Director Greg Smith said, \u201cThe Shaanxi project was highly innovative in positioning road safety as the primary focus of this large-scale infrastructure investment. It recognised the role safety has to play in reducing poverty, and prioritised safety ahead of travel speeds and vehicle operating costs.<\/p><p>\u201cIt was ADB\u2019s first application of <a href=\"https:\/\/irap.org\/rap-tools\/infrastructure-ratings\/star-ratings\/\">Star Rating assessments<\/a>, using the iRAP methodology at the design stage and post-construction to set quantitative infrastructure safety targets and define the road safety costs and benefits in the economic evaluation,\u201d he said.<\/p><p>ADB Transport Specialist David Fay said, \u201cAn important central feature of the project was the use of the <a href=\"https:\/\/irap.org\/star-rating-for-designs\/\">iRAP road safety design approach<\/a> - presenting the designer with the consequences, in terms of deaths and serious injuries, of not providing adequate road safety treatments.\u201d<\/p><p>The Shaanxi Mountain Road Safety Demonstration Project demonstrates the value of combining infrastructure and education interventions.
