{"id":69840,"date":"2024-02-13T01:00:30","date_gmt":"2024-02-13T01:00:30","guid":{"rendered":"https:\/\/irap.org\/?p=69840"},"modified":"2024-03-11T04:28:45","modified_gmt":"2024-03-11T04:28:45","slug":"road-design-standards-under-spotlight-in-carec-countries","status":"publish","type":"post","link":"https:\/\/irap.org\/fr\/2024\/02\/road-design-standards-under-spotlight-in-carec-countries\/","title":{"rendered":"Les normes de conception des routes sous le feu des projecteurs dans les pays CAREC"},"content":{"rendered":"<p>Normes am\u00e9lior\u00e9es de conception des routes pour <a href=\"https:\/\/www.carecprogram.org\/\">Coop\u00e9ration \u00e9conomique r\u00e9gionale en Asie centrale (CAREC)<\/a> pays, et en particulier les pays pilotes du Kirghizistan, du Tadjikistan et de l\u2019Ouzb\u00e9kistan, est un objectif urgent d\u2019un nouveau <a href=\"https:\/\/www.unescap.org\/\">Commission \u00e9conomique et sociale des Nations Unies pour l&#039;Asie et le Pacifique (CESAP)<\/a> projet port\u00e9 par iRAP, soutenu par le <a href=\"https:\/\/easst.net\/\">Alliance orientale pour des transports s\u00fbrs et durables (EASST)<\/a> et le <a href=\"https:\/\/irfnet.ch\/\">F\u00e9d\u00e9ration routi\u00e8re internationale (IRF)<\/a>.<\/p>\n<p>On estime que les accidents de la route co\u00fbtent aux 11 pays du CAREC plus de $30 milliards de dollars par an, faisant des milliers de morts et de bless\u00e9s chaque ann\u00e9e.<\/p>\n<p>Les normes de conception des routes sont au c\u0153ur de la construction et de l\u2019am\u00e9lioration des routes en toute s\u00e9curit\u00e9 et de la garantie d\u2019une gestion appropri\u00e9e des vitesses.<\/p>\n<p>Le projet, financ\u00e9 par le <a href=\"https:\/\/roadsafetyfund.un.org\/\">Fonds des Nations Unies pour la s\u00e9curit\u00e9 routi\u00e8re (UNRSF)<\/a>, adoptera une approche collaborative, en se concentrant sur les trois pays pilotes qui utilisent les normes de conception GOST-SNiP, pour garantir qu&#039;elles sont conformes aux normes de meilleures pratiques utilis\u00e9es dans d&#039;autres r\u00e9gions et \u00e0 la fourniture de corridors routiers s\u00fbrs \u00e0 travers les fronti\u00e8res.<\/p>\n<p>Le directeur des projets mondiaux iRAP, M. Julio Urzua, a d\u00e9clar\u00e9 : \u00ab Les routes doivent \u00eatre con\u00e7ues de mani\u00e8re s\u00fbre d\u00e8s le d\u00e9part, en tenant compte des besoins de tous les usagers de la route, en particulier des plus vuln\u00e9rables.<\/p>\n<p>\u00ab Ce projet est d&#039;une importance vitale pour garantir la s\u00e9curit\u00e9 des investissements importants r\u00e9alis\u00e9s dans la r\u00e9gion. Il compl\u00e9tera la r\u00e9alisation en toute s\u00e9curit\u00e9 de projets d&#039;infrastructure par la Banque asiatique de d\u00e9veloppement (BAD), la Banque europ\u00e9enne pour la reconstruction et le d\u00e9veloppement (BERD) et la Banque europ\u00e9enne d&#039;investissement (BEI)\u00a0; tous investissent pour soutenir des d\u00e9placements plus s\u00fbrs dans la r\u00e9gion \u00bb, a-t-il d\u00e9clar\u00e9.<\/p>\n<p>La CESAP sera responsable du projet de 18 mois dirig\u00e9 par iRAP, l&#039;EASST jouant un r\u00f4le technique de premier plan et l&#039;IRF jouant un r\u00f4le de soutien technique et de renforcement des capacit\u00e9s, en tant que partenaires de mise en \u0153uvre. Il est pr\u00e9vu que les minist\u00e8res gouvernementaux des pays et les banques de d\u00e9veloppement partenaires participeront activement au comit\u00e9 de pilotage et aux groupes de travail du projet.<\/p>\n<p>M.
