Alors que le nombre de d\u00e9c\u00e8s r\u00e9sultant d&#039;accidents de la route s&#039;\u00e9l\u00e8ve \u00e0 1,3 million chaque ann\u00e9e, cela ne fait qu&#039;effleurer la surface du probl\u00e8me.<\/p>\n<p>Car le fardeau sanitaire des routes dangereuses va bien au-del\u00e0 des d\u00e9c\u00e8s, avec des blessures qui changent la vie et touchent jusqu&#039;\u00e0 50 millions de personnes chaque ann\u00e9e. Cette semaine marque le <a href=\"https:\/\/www.who.int\/campaigns\/un-global-road-safety-week\/2023\">7e Semaine mondiale de la s\u00e9curit\u00e9 routi\u00e8re des Nations Unies<\/a>, et il est clair que les gouvernements et les citoyens doivent prendre de nouvelles mesures pour rendre la mobilit\u00e9 plus s\u00fbre et plus durable.<\/p>\n<h3><strong>C&#039;est plus que des vies perdues sur la route<\/strong><\/h3>\n<p>Pour chaque d\u00e9c\u00e8s sur la route, il y en a beaucoup plus, principalement des jeunes dans la force de l&#039;\u00e2ge, qui subissent des blessures non mortelles. Selon le <a href=\"https:\/\/irap.org\/safety-insights-explorer\/\">Explorateur d&#039;informations sur la s\u00e9curit\u00e9 iRAP<\/a>, plus de 4 millions de personnes souffrent de l\u00e9sions c\u00e9r\u00e9brales ; environ 400 000 sont paralys\u00e9s ou souffrent de l\u00e9sions \u00e0 la colonne vert\u00e9brale ; et plus de 9 000 deviennent aveugles chaque ann\u00e9e. Ces blessures qui changent la vie peuvent faire la diff\u00e9rence entre avoir un emploi et perdre un emploi, se promener ou \u00eatre confin\u00e9 au lit \u00e0 vie, et m\u00eame \u00eatre capable d&#039;avoir des enfants.<\/p>\n<h3><strong>Le co\u00fbt de ne pas investir dans la s\u00e9curit\u00e9<\/strong><\/h3>\n<p>Outre les dommages physiques et psychologiques, les accidents de la route ont \u00e9galement de graves cons\u00e9quences pour les syst\u00e8mes de sant\u00e9 d\u00e9j\u00e0 mis \u00e0 rude \u00e9preuve et pour les nombreuses familles qui partagent souvent la charge de s&#039;occuper des bless\u00e9s. Le co\u00fbt du traitement des bless\u00e9s de la route et de la prestation de soins continus et de r\u00e9adaptation peut \u00eatre exorbitant. C&#039;est particuli\u00e8rement le cas dans les pays \u00e0 revenu faible et interm\u00e9diaire (PRITI) o\u00f9 de nombreux syst\u00e8mes de sant\u00e9 sont sous-financ\u00e9s et mal \u00e9quip\u00e9s pour faire face \u00e0 de telles urgences.<\/p>\n<p>Enfin, les accidents de la route exacerbent les in\u00e9galit\u00e9s, car les usagers de la route les plus vuln\u00e9rables, tels que les pi\u00e9tons, les cyclistes et les motocyclistes, sont souvent les plus touch\u00e9s par les routes dangereuses. Dans les PRITI, o\u00f9 les lacunes en mati\u00e8re d&#039;infrastructures routi\u00e8res sont plus importantes, le fardeau des accidents de la route retombe de mani\u00e8re disproportionn\u00e9e sur les communaut\u00e9s pauvres et marginalis\u00e9es. Par exemple, dans les LMIC, 83% de d\u00e9placements pour les pi\u00e9tons sont activ\u00e9s <strong>infrastructure non s\u00e9curis\u00e9e de 1 \u00e0 2 \u00e9toiles<\/strong> (o\u00f9 5 \u00e9toiles se classent comme les plus s\u00fbrs). De m\u00eame, 85% de d\u00e9placements pour les cyclistes et 71% de d\u00e9placements pour les personnes \u00e0 moto sont en cours <strong>routes \u00e0 risque 1 ou 2 \u00e9toiles<\/strong>. En revanche, dans les pays \u00e0 revenu \u00e9lev\u00e9, 64% de d\u00e9placements pour les pi\u00e9tons sont <strong>Infrastructure 1 ou 2 \u00e9toiles<\/strong> et 63% de d\u00e9placements pour les cyclistes et 86% de d\u00e9placements pour les motocyclistes se font sur des routes 1 ou 2 \u00e9toiles.<\/p>\n<p>Il est clair que les cons\u00e9quences sanitaires de cette \u00ab\u00a0pand\u00e9mie mobile\u00a0\u00bb s&#039;\u00e9tendent bien au-del\u00e0 des d\u00e9c\u00e8s et appellent une action et un financement urgents. Les effets d&#039;entra\u00eenement caus\u00e9s par les accidents de la route pourraient \u00eatre consid\u00e9rablement \u00e9vit\u00e9s avec un montant modeste de financement catalytique et soutenu qui offre des rendements \u00e9lev\u00e9s.<\/p>\n<h3><strong>De petites sommes mobilisent de grands r\u00e9sultats<\/strong><\/h3>\n<p>Le concept de petits financements pour de grands r\u00e9sultats n&#039;est pas nouveau dans l&#039;agenda de la mobilit\u00e9. Le <strong><a href=\"https:\/\/roadsafetyfund.un.org\/\">Fonds des Nations Unies pour la s\u00e9curit\u00e9 routi\u00e8re<\/a><\/strong>, qui a lanc\u00e9 sa premi\u00e8re s\u00e9rie de projets dans les mois qui ont pr\u00e9c\u00e9d\u00e9 la pand\u00e9mie de COVID-19, a montr\u00e9 comment des financements relativement faibles pour les pays \u00e0 revenu faible ou interm\u00e9diaire peuvent apporter des changements significatifs en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re. Des normes relatives aux casques de v\u00e9hicules et de motos et aux permis de conduire, aux services m\u00e9dicaux d&#039;urgence et aux infrastructures s\u00fbres prot\u00e9geant les pi\u00e9tons et les cyclistes, le portefeuille des partenaires de mise en \u0153uvre accr\u00e9dit\u00e9s du Fonds, qui comprend iRAP, contribue \u00e0 modifier des aspects critiques des syst\u00e8mes de s\u00e9curit\u00e9 routi\u00e8re dans pr\u00e8s de 50 pays. .<\/p>\n<p>Un tel financement par le Fonds des Nations Unies pour la s\u00e9curit\u00e9 routi\u00e8re et ses partenaires peut acc\u00e9l\u00e9rer les changements institutionnels n\u00e9cessaires \u00e0 l&#039;investissement des donateurs internationaux et des agences nationales pour am\u00e9liorer la s\u00e9curit\u00e9 routi\u00e8re, conform\u00e9ment aux objectifs mondiaux. En m\u00eame temps, il \u00e9tablit l&#039;analyse de rentabilisation d&#039;un investissement accru qui sauve des vies et r\u00e9duit les blessures.<\/p>\n<h3><strong>Les objectifs mondiaux sauvent des vies et des co\u00fbts<\/strong><\/h3>\n<p>En reconnaissance de cet impact fond\u00e9 sur des preuves, les \u00c9tats membres de l&#039;ONU ont convenu de <a href=\"https:\/\/www.who.int\/publications\/m\/item\/global-road-safety-performance-targets\"><strong>12 objectifs mondiaux de performance en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re<\/strong><\/a> qui comprennent l&#039;am\u00e9lioration de la s\u00e9curit\u00e9 des infrastructures routi\u00e8res. Veiller \u00e0 ce qu&#039;au moins 75% des d\u00e9placements existants pour tous les usagers de la route atteignent la norme mondiale 3 \u00e9toiles ou mieux d&#039;ici 2030 <strong><a href=\"https:\/\/irap.org\/safety-insights-explorer\/\">sauver plus de 95 millions de morts et de bless\u00e9s graves<\/a><\/strong> sur la dur\u00e9e de vie de 20 ans des traitements dans les PRFI seulement.<\/p>\n<p>Atteindre l&#039;objectif de l&#039;ONU pour <strong><a href=\"https:\/\/irap.org\/safety-insights-explorer\/\">plus de 75% de d\u00e9placements<\/a><\/strong> \u00eatre sur des routes 3 \u00e9toiles ou mieux pour tous les usagers d&#039;ici 2030 r\u00e9duira le nombre de d\u00e9c\u00e8s et de blessures graves <a href=\"https:\/\/irap.org\/safety-insights-explorer\/\"><strong>sur les 20 ans de vie des routes<\/strong><\/a>. Dans les mois \u00e0 venir, l&#039;envoy\u00e9 sp\u00e9cial du secr\u00e9taire g\u00e9n\u00e9ral des Nations unies pour la s\u00e9curit\u00e9 routi\u00e8re, Jean Todt, rencontrera des dirigeants du monde entier, notamment au Bangladesh et au Paraguay, qui ont certains des taux de d\u00e9c\u00e8s et de blessures sur les routes les plus \u00e9lev\u00e9s au monde. Les discussions porteront sur la mani\u00e8re d&#039;all\u00e9ger le fardeau croissant qu&#039;elles imposent \u00e0 leurs \u00e9conomies, ainsi que sur les avantages des plans d&#039;action \u00e0 long terme pour la s\u00e9curit\u00e9 routi\u00e8re et des investissements durables.<\/p>\n<p>Nous sommes tous des usagers de la route, et ensemble, nous pouvons faire face \u00e0 la crise mondiale de la s\u00e9curit\u00e9 routi\u00e8re. La premi\u00e8re \u00e9tape consiste \u00e0 exposer le fardeau cach\u00e9 pour la sant\u00e9 des routes dangereuses ; la seconde est de travailler ensemble pour rendre nos routes s\u00fbres pour tous.
