Cet objectif sera atteint en associant la puissance interdisciplinaire de la simulation du trafic, de l&#039;\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re, du comportement humain, du changement de mode et de la mod\u00e9lisation de la demande induite et des donn\u00e9es de mobilit\u00e9 nouvelles et \u00e9mergentes. Ax\u00e9 sur la s\u00e9curit\u00e9 des usagers vuln\u00e9rables de la route, le projet PHOEBE, d&#039;une dur\u00e9e de 3,5 ans, s&#039;inspirera de sc\u00e9narios r\u00e9els dans les trois villes pilotes d&#039;Ath\u00e8nes, Valence et West Midlands. Reliant les mod\u00e8les et les m\u00e9thodes de iRAP et d&#039;Aimsun, les r\u00e9sultats de PHOEBE peuvent \u00eatre utilis\u00e9s comme mod\u00e8le par d&#039;autres villes europ\u00e9ennes pour d\u00e9velopper leurs produits de connaissance, tels que la mod\u00e9lisation d&#039;analyse socio-\u00e9conomique, l&#039;\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re urbaine, le comportement humain et la mod\u00e9lisation des choix.<\/em><\/p>\n<p><strong><a href=\"https:\/\/phoebe-project.eu\/\">PH\u00c9B\u00c9<\/a> les experts ont \u00e9t\u00e9 occup\u00e9s \u00e0 explorer l&#039;approche m\u00e9thodologique et technique que le projet suivra pour d\u00e9velopper le cadre PHOEBE. Ils ont obtenu une vue d&#039;ensemble gr\u00e2ce \u00e0 une recherche documentaire et \u00e0 une revue de la litt\u00e9rature sur les derni\u00e8res connaissances en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re et de mod\u00e9lisation des transports. Des enqu\u00eates en ligne aupr\u00e8s des parties prenantes et des groupes de discussion ont \u00e9galement \u00e9t\u00e9 entrepris pour comprendre les utilisations et les pratiques actuelles de l&#039;\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re et de la simulation microscopique du trafic sur les r\u00e9seaux routiers urbains, et la mesure dans laquelle elles \u00e9clairent la prise de d\u00e9cision dans la planification et la gestion des routes urbaines.<\/strong><\/p>\n<p>L&#039;examen de l&#039;\u00e9tat de l&#039;art a port\u00e9 sur l&#039;\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re, la microsimulation du trafic, les mod\u00e8les de comportement humain, le transfert modal et la demande induite dans plus de 300 articles de recherche. L&#039;enqu\u00eate en ligne et les groupes de discussion ont captur\u00e9 les lacunes et les besoins des gestionnaires, des praticiens et des autorit\u00e9s des transports dans les trois villes pilotes d&#039;Ath\u00e8nes, Valence et West Midlands et au-del\u00e0.<\/p>\n<p><strong>R\u00e9sum\u00e9 des conclusions de l&#039;examen<\/strong><\/p>\n<p>Les conclusions de l&#039;examen de l&#039;\u00e9tat des connaissances ont mis en lumi\u00e8re les lacunes actuelles de la science et des politiques. En outre, l&#039;examen a mis en lumi\u00e8re les liens cruciaux entre la simulation de trafic, l&#039;\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re et le r\u00f4le des mod\u00e8les de comportement humain dans l&#039;am\u00e9lioration de la cr\u00e9dibilit\u00e9 des deux\u00a0; ce \u00ab triangle \u00bb est une partie importante de la base de la m\u00e9thodologie PHOEBE. Le cadre PHOEBE comprend plusieurs composants crois\u00e9s qui doivent \u00eatre am\u00e9lior\u00e9s, mis \u00e0 jour et interconnect\u00e9s pour atteindre les objectifs scientifiques du cadre m\u00e9thodologique et aboutir \u00e0 un outil d&#039;appui aux politiques utilisable et efficace.<\/p>\n<p>L&#039;examen a confirm\u00e9 que le<a href=\"https:\/\/irap.org\/rap-tools\/infrastructure-ratings\/star-ratings\/\"> Notes iRAP<\/a> sont une m\u00e9thodologie d&#039;\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re appropri\u00e9e pour r\u00e9pondre aux besoins du projet. Cette m\u00e9thode int\u00e8gre des mod\u00e8les individuels pour les VRU et s&#039;applique \u00e0 toutes les r\u00e9gions et \u00e0 tous les types de routes (y compris les r\u00e9seaux routiers urbains). Cependant, les classements par \u00e9toiles fournissent des cotes de s\u00e9curit\u00e9 statiques. Des variables de vitesse et de d\u00e9bit issues de mod\u00e8les de simulation de trafic seront int\u00e9gr\u00e9es pour permettre une pr\u00e9diction dynamique de la s\u00e9curit\u00e9 et une meilleure repr\u00e9sentation du comportement humain. Les partenaires de PHOEBE se sont r\u00e9unis r\u00e9cemment pour am\u00e9liorer la compr\u00e9hension des classements par \u00e9toiles parmi les membres du consortium.<\/p>\n<p><strong>Choix du mode<\/strong><\/p>\n<p>Un autre aspect comportemental \u00e9valu\u00e9 par PHOEBE est le choix du mode ou le transfert modal des usagers, qui a \u00e9galement un impact sur la s\u00e9curit\u00e9 au niveau du r\u00e9seau d&#039;une ville. Comprendre le transfert modal et la demande induite est essentiel pour comprendre les changements de flux et de vitesse du r\u00e9seau et leurs impacts sur la s\u00e9curit\u00e9 dans le syst\u00e8me de transport. La mod\u00e9lisation du ph\u00e9nom\u00e8ne de choix modal et la pr\u00e9vision de la part modale et du transfert modal font partie int\u00e9grante de la mod\u00e9lisation de la demande de d\u00e9placements. Il a \u00e9galement \u00e9t\u00e9 conclu qu&#039;il existe une grande exp\u00e9rience dans le d\u00e9veloppement de tels mod\u00e8les pour les zones urbaines, mais pas pour les modes de transport durables (autres que les transports publics), la micromobilit\u00e9 et la mobilit\u00e9 automatis\u00e9e. L&#039;inclusion de certains nouveaux modes, en particulier la micromobilit\u00e9, sera essentielle pour la capacit\u00e9 du cadre PHOEBE \u00e0 pr\u00e9voir l&#039;adoption de nouveaux modes de transport.<\/p>\n<p><strong>Consultations des parties prenantes<\/strong><\/p>\n<p>Le questionnaire d&#039;enqu\u00eate et les groupes de discussion visaient \u00e0 \u00e9valuer diff\u00e9rents aspects du cadre PHOEBE du point de vue de l&#039;utilisateur final, afin de produire une d\u00e9claration des besoins. L&#039;enqu\u00eate a \u00e9t\u00e9 diffus\u00e9e en ligne aupr\u00e8s de 50 participants qui ont fourni des informations sur les mod\u00e8les comportementaux, les m\u00e9thodes de collecte de donn\u00e9es, les donn\u00e9es de transfert modal, les mod\u00e8les socio-\u00e9conomiques, l&#039;\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re et la microsimulation. Dix-neuf (19) participants de 15 villes ont particip\u00e9 aux groupes de discussion qui ont suivi un sc\u00e9nario et un processus d\u00e9di\u00e9s pour saisir les perceptions et les exp\u00e9riences de leur travail quotidien, leurs besoins et leurs capacit\u00e9s tout en travaillant avec l&#039;\u00e9valuation et la simulation de la s\u00e9curit\u00e9 routi\u00e8re.<\/p>\n<p>L&#039;\u00e9nonc\u00e9 des besoins souligne, entre autres, qu&#039;il existe plusieurs d\u00e9fis, notamment des structures organisationnelles diff\u00e9rentes li\u00e9es aux connaissances et aux pratiques dans les villes et certaines lacunes des outils actuels, telles que l&#039;int\u00e9gration limit\u00e9e des options de transfert modal (en particulier avec les nouvelles solutions de mobilit\u00e9 \u00e9mergentes). De plus, les VRU et les nouvelles mobilit\u00e9s doivent \u00eatre int\u00e9gr\u00e9es non seulement dans les outils mais aussi dans les connaissances et pratiques organisationnelles. Les nouvelles sources de donn\u00e9es \u00e9mergentes sont co\u00fbteuses \u00e0 collecter et \u00e0 traiter, et le manque de ressources humaines poss\u00e9dant une formation et des connaissances pertinentes peut constituer un obstacle \u00e0 l&#039;exploitation de ces nouvelles donn\u00e9es. L&#039;\u00e9nonc\u00e9 des besoins couvre trois \u00e9l\u00e9ments d&#039;objectifs strat\u00e9giques, d&#039;aide \u00e0 la d\u00e9cision et de pratique quotidienne, ainsi que les besoins m\u00e9thodologiques.<\/p>\n<p><strong>Messages cl\u00e9s et conclusions<\/strong><\/p>\n<p>Sur la base des besoins des parties prenantes et de la revue de la litt\u00e9rature, une conception conceptuelle du cadre m\u00e9thodologique PHOEBE sera r\u00e9dig\u00e9e sur la base des principes de conception suivants (entre autres) :<\/p>\n<ul>\n<li>Les mod\u00e8les de choix modal et de transfert modal sont les premi\u00e8res mesures \u00e0 prendre pour simuler les impacts sur le trafic et la s\u00e9curit\u00e9<\/li>\n<li>Fusion de l&#039;\u00e9valuation routi\u00e8re et de la simulation du trafic\u00a0: la forte interd\u00e9pendance entre la simulation du trafic et l&#039;\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re est au c\u0153ur de la m\u00e9thodologie PHOEBE<\/li>\n<li>Int\u00e9gration de mod\u00e8les de comportement humain pour renforcer la cr\u00e9dibilit\u00e9 de la simulation de trafic et enrichir les pr\u00e9dictions des r\u00e9sultats en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re<\/li>\n<\/ul>\n<p>Les r\u00e9sultats ne sont que le d\u00e9but du travail \u00e0 entreprendre par les partenaires PHOEBE.
