Elle repr\u00e9sente le premier cadre routier africain, contraignant et ayant force de loi, et vise \u00e0 r\u00e9duire les 250 000 d\u00e9c\u00e8s annuels sur les routes, un chiffre alarmant.<\/p>\n<p>Adopt\u00e9e par les chefs d'\u00c9tat africains en 2016, 15 \u00c9tats membres de l'Union africaine doivent ratifier la Charte et d\u00e9poser un instrument de ratification aupr\u00e8s de l'Union africaine pour qu'elle entre en vigueur. La R\u00e9publique du Mozambique est devenue le quinzi\u00e8me pays \u00e0 le faire le 11 f\u00e9vrier 2026.<\/p>\n<p>D\u00e9c\u00e8s sur la route\u00a0<a href=\"https:\/\/www.afro.who.int\/news\/road-traffic-deaths-rise-african-region-down-globally-who-report\" data-sf-ec-immutable=\"\">a augment\u00e9 de 171 % au cours de la d\u00e9cennie allant jusqu&#x27;en 2021<\/a> dans la R\u00e9gion africaine de l'OMS. Plusieurs pays africains ont r\u00e9duit la mortalit\u00e9 routi\u00e8re ces derni\u00e8res ann\u00e9es, mais la R\u00e9gion affiche toujours le taux de mortalit\u00e9 routi\u00e8re le plus \u00e9lev\u00e9 au monde.<\/p>\n<p>Les \u00e9valuations iRAP \u00e9clairent la s\u00e9curit\u00e9 des routes africaines ; seulement 17 % des infrastructures routi\u00e8res (en longueur) atteignent la norme minimale mondiale de s\u00e9curit\u00e9 de 3 \u00e9toiles ou mieux pour les pi\u00e9tons, 15 % pour les cyclistes, 29 % pour les motocyclistes et 38 % pour les occupants de v\u00e9hicules.<\/p>\n<p>\u00c0 elles seules, des routes plus s\u00fbres, gr\u00e2ce \u00e0 la r\u00e9alisation de l\u2019objectif n\u00b0 4 des Nations unies (qui vise \u00e0 ce que, d\u2019ici 2030, plus de 75 % des d\u00e9placements s\u2019effectuent sur des routes class\u00e9es 3 \u00e9toiles ou mieux pour tous les usagers), permettraient de sauver environ 98 265 vies chaque ann\u00e9e, et d\u2019\u00e9viter plus de 56 millions de d\u00e9c\u00e8s et de bless\u00e9s sur les 20 ans de dur\u00e9e de vie des am\u00e9nagements routiers en Afrique. Cela s&#x27;accompagne d&#x27;un b\u00e9n\u00e9fice \u00e9conomique annuel de 1 452,4 milliards de dollars US \u2013 soit 1,990 dollar pour chaque dollar d\u00e9pens\u00e9 (<a href=\"https:\/\/irap.org\/fr\/safety-insights-explorer\/\">iRAP Safety Insights Explorer<\/a>).<\/p>\n<p>S.E. Mataboge Mataboge, Commissaire de l'Union Africaine : Infrastructure et \u00c9nergie a d\u00e9clar\u00e9 : \u201c La ratification de la Charte Africaine de la S\u00e9curit\u00e9 Routi\u00e8re est plus qu'une \u00e9tape juridique \u2013 c'est une d\u00e9claration politique forte pour pr\u00e9server des vies humaines et faire progresser la vision collective de l'Afrique de routes plus s\u00fbres, de v\u00e9hicules plus s\u00fbrs et d'usagers de la route plus s\u00fbrs. \u201d<\/p>\n<p>La Charte oblige les signataires \u00e0 prendre des mesures conformes \u00e0 la <a href=\"https:\/\/www.who.int\/publications\/m\/item\/global-plan-for-the-decade-of-action-for-road-safety-2021-2030\" data-sf-ec-immutable=\"\">Plan mondial pour la d\u00e9cennie d'action pour la s\u00e9curit\u00e9 routi\u00e8re 2021-2030<\/a>\u00a0et\u00a0<a href=\"https:\/\/au.int\/sites\/default\/files\/documents\/32186-doc-road_safety_african_action_plan_for_the_global_decade_of_action_for_road_safety-e.pdf\" data-sf-ec-immutable=\"\">Plan d'action africain pour la s\u00e9curit\u00e9 routi\u00e8re 2021-2030<\/a> qui proposent des orientations aux pays pour atteindre l'objectif de r\u00e9duire de moiti\u00e9 le nombre de d\u00e9c\u00e8s et de blessures graves sur les routes d'ici 2030. Elles comprennent :<\/p>\n<ul>\n<li>cr\u00e9ation d'une agence nationale de la s\u00e9curit\u00e9 routi\u00e8re pour coordonner la politique de s\u00e9curit\u00e9 routi\u00e8re ;<\/li>\n<li>mettre en \u0153uvre et faire respecter des lois qui respectent les meilleures pratiques mondiales en mati\u00e8re des cinq principaux facteurs de risque pour la s\u00e9curit\u00e9 routi\u00e8re : la vitesse excessive, la conduite en \u00e9tat d'ivresse, le port du casque, le port de la ceinture de s\u00e9curit\u00e9 et les dispositifs de retenue pour enfants ;<\/li>\n<li>d\u00e9velopper des syst\u00e8mes nationaux de donn\u00e9es sur les accidents de la route pour \u00e9clairer des politiques fond\u00e9es sur des donn\u00e9es probantes ;<\/li>\n<li>investir dans des infrastructures routi\u00e8res s\u00fbres et des normes de s\u00e9curit\u00e9 des v\u00e9hicules ; et<\/li>\n<li>renforcer les soins d'urgence pr\u00e9hospitaliers et post-accidentels.<\/li>\n<\/ul>\n<p>iRAP est bien positionn\u00e9 pour soutenir les pays dans sa mise en \u0153uvre :<\/p>\n<ul>\n<li>Routes plus s\u00fbres : Les articles 11, 12, 13 et 14 de la Charte exigent des inspections de s\u00e9curit\u00e9 routi\u00e8re ; l'\u00e9laboration de politiques de gestion de la s\u00e9curit\u00e9 routi\u00e8re ; l'introduction de lois, de politiques et de directives pour les audits de s\u00e9curit\u00e9 routi\u00e8re \u00e0 toutes les phases de conception, de construction et d'exploitation des infrastructures routi\u00e8res ; des manuels et des pratiques de conception de routes s\u00fbres align\u00e9s sur les normes internationales ; et que les besoins des usagers vuln\u00e9rables de la route soient satisfaits dans la planification, la conception et la fourniture des infrastructures routi\u00e8res.<\/li>\n<li>Donn\u00e9es am\u00e9lior\u00e9es : L'article 20 exige la coordination de la collecte des donn\u00e9es nationales sur la s\u00e9curit\u00e9 routi\u00e8re, ainsi que le suivi et l'\u00e9valuation des progr\u00e8s aux niveaux nationaux.<\/li>\n<li>Renforcement des capacit\u00e9s : l'article 20 exige \u00e9galement des \u00c9tats parties qu'ils renforcent leurs capacit\u00e9s nationales en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re et de gestion des donn\u00e9es.<\/li>\n<li>Gestion am\u00e9lior\u00e9e de la s\u00e9curit\u00e9 routi\u00e8re : L'article 4 exige la cr\u00e9ation d'organismes responsables de la s\u00e9curit\u00e9 routi\u00e8re d\u00e9sign\u00e9s par la loi, afin de fournir des conseils strat\u00e9giques et de coordonner l'\u00e9laboration et la mise en \u0153uvre des strat\u00e9gies de s\u00e9curit\u00e9 routi\u00e8re.<\/li>\n<\/ul>\n<p>La responsable de l'initiative iRAP Safer Journeys, Nathalie Chiavassa, a d\u00e9clar\u00e9 : \u201c La ratification de la Charte africaine de la s\u00e9curit\u00e9 routi\u00e8re est une \u00e9tape importante dans l'effort collectif visant \u00e0 r\u00e9duire la mortalit\u00e9 routi\u00e8re en Afrique. Un travail critique commence maintenant alors que nous cherchons \u00e0 la mettre en \u0153uvre aux niveaux national et local, et iRAP se tient pr\u00eate \u00e0 soutenir ses partenaires avec sa m\u00e9thodologie gratuite, <a href=\"https:\/\/irap.org\/fr\/rap-tools\/\">outils<\/a>, donn\u00e9es, <a href=\"https:\/\/irap.org\/fr\/training\/\">formation<\/a> et <a href=\"https:\/\/irap.org\/fr\/accreditation\/\">experts accr\u00e9dit\u00e9s<\/a> pour rendre leurs routes et leurs rues plus s\u00fbres.\u201d<\/p>\n<p>iRAP soutient d\u00e9j\u00e0 plus de 1 500 organisations africaines dans la gestion syst\u00e9matique de la s\u00e9curit\u00e9 des infrastructures routi\u00e8res, en fournissant des outils fond\u00e9s sur des donn\u00e9es probantes, des donn\u00e9es, <a href=\"https:\/\/irap.org\/fr\/policies-into-practice\/\">directives politiques<\/a> et la formation \u00e0 la planification, \u00e0 la conception et au suivi des performances des routes plus s\u00fbres.<\/p>\n<p>Le <a href=\"https:\/\/irap.org\/fr\/methodology\/\">nouveau mod\u00e8le iRAP lanc\u00e9 en mai<\/a> soutenir une meilleure \u00e9valuation des risques, en particulier pour les usagers de la route vuln\u00e9rables, et la nouvelle <a href=\"https:\/\/irap.org\/fr\/2026\/03\/tracking-progress-the-irap-road-safety-performance-tracking-manual\/\">Manuel de suivi des performances de s\u00e9curit\u00e9 routi\u00e8re<\/a> donnera aux partenaires africains les moyens de r\u00e9pondre aux exigences de suivi.<\/p>\n<p><strong>L'impact des partenaires iRAP en Afrique<\/strong><\/p>\n<p>Les partenaires d&#x27;iRAP en Afrique ont d\u00e9j\u00e0 contribu\u00e9 de mani\u00e8re significative \u00e0 l&#x27;am\u00e9lioration de la s\u00e9curit\u00e9 routi\u00e8re sur l&#x27;ensemble du continent, avec pr\u00e8s de 125 000 km d&#x27;\u00e9valuations de la s\u00e9curit\u00e9 routi\u00e8re r\u00e9alis\u00e9es dans 29 pays, dont environ 395 \u00e9coles, ce qui a eu une incidence sur la s\u00e9curit\u00e9 de plus de 17,3 milliards de dollars d&#x27;investissements dans les infrastructures.<\/p>\n<p>Le plaidoyer en faveur de routes plus s\u00fbres, l'investissement et les politiques sont influenc\u00e9s par le renforcement des capacit\u00e9s dans 43 pays, et l'inclusion d'objectifs de notation Euro NCAP de 3 \u00e9toiles ou plus dans les strat\u00e9gies et plans d'action pour la s\u00e9curit\u00e9 routi\u00e8re de l'Eswatini, de la Gambie, du Kenya, du Limpopo (Afrique du Sud), du Malawi, de la Tanzanie, de l'Ouganda et du Plan de s\u00e9curit\u00e9 routi\u00e8re pour l'Afrique de la CEA-ONU.<\/p>\n<p>iRAP et ses partenariats avec des organismes cl\u00e9s tels que le\u00a0<a href=\"https:\/\/irap.org\/fr\/2025\/02\/irap-and-warso-unite-for-safer-roads-across-west-africa\/\">Organisation Ouest Africaine de la S\u00e9curit\u00e9 Routi\u00e8re (OOASR)<\/a>, <a href=\"https:\/\/irap.org\/fr\/2025\/02\/irap-and-armfa-sign-mou-for-safer-african-roads\/\">Association Africaine des Fonds d'Entretien Routier (AFRRA)<\/a>, <a href=\"https:\/\/irap.org\/fr\/2025\/12\/afrso-webinar-summary-building-capacity-for-road-safety-assessment-in-africa\/\">Observatoire africain de la s\u00e9curit\u00e9 routi\u00e8re (OASR)<\/a>, le SSATP, les banques de d\u00e9veloppement et d'autres contribuent \u00e0 \u00e9largir l'impact.<\/p>\n<p>David Niyonsenga, Directeur du Secr\u00e9tariat de l'Observatoire Africain de la S\u00e9curit\u00e9 Routi\u00e8re (AfRSO) a d\u00e9clar\u00e9 : \u201c La Charte Africaine de la S\u00e9curit\u00e9 Routi\u00e8re fournit un cadre crucial pour acc\u00e9l\u00e9rer les progr\u00e8s, mais son succ\u00e8s d\u00e9pendra d'une mise en \u0153uvre nationale solide, soutenue par des donn\u00e9es et une coordination robustes. L'Observatoire Africain de la S\u00e9curit\u00e9 Routi\u00e8re (AfRSO) est pr\u00eat \u00e0 aider les pays \u00e0 traduire cette ambition en r\u00e9sultats mesurables, en soutenant l'am\u00e9lioration des syst\u00e8mes de donn\u00e9es, en produisant des indicateurs de performance de la s\u00e9curit\u00e9 routi\u00e8re, et par le renforcement des capacit\u00e9s et le partage des connaissances. C'est une opportunit\u00e9 cl\u00e9 de transformer les preuves en actions et de sauver des vies \u00e0 grande \u00e9chelle. \u201d<\/p>\n<p>\u201c Les partenariats n'ont jamais \u00e9t\u00e9 aussi vitaux alors que nous travaillons aux c\u00f4t\u00e9s de l'Union africaine, de l'AfRSO et d'autres parties prenantes pour faire de la vision de routes, de v\u00e9hicules et d'utilisateurs plus s\u00fbrs une r\u00e9alit\u00e9 tangible, soutenant ainsi le Programme 2063 de l'UA pour des transports inclusifs et durables \u201d, a d\u00e9clar\u00e9 Mme Chiavassa.<\/p>\n<p>\u201c Je suis incroyablement fi\u00e8re du d\u00e9vouement et de la collaboration dont ont fait preuve nos partenaires. Leur engagement \u00e0 am\u00e9liorer la s\u00e9curit\u00e9 routi\u00e8re gr\u00e2ce \u00e0 des solutions bas\u00e9es sur les donn\u00e9es et \u00e0 la mise en \u0153uvre d'infrastructures plus s\u00fbres fait une r\u00e9elle diff\u00e9rence.
