{"id":63211,"date":"2023-04-11T02:50:42","date_gmt":"2023-04-11T01:50:42","guid":{"rendered":"https:\/\/irap.org\/?p=63211"},"modified":"2024-02-16T04:31:21","modified_gmt":"2024-02-16T04:31:21","slug":"jamaica-gleaner-reports-time-come-to-combat-impact-of-road-accidents-on-national-development-3-star-or-better-roads-a-priority","status":"publish","type":"post","link":"https:\/\/irap.org\/fr\/2023\/04\/jamaica-gleaner-reports-time-come-to-combat-impact-of-road-accidents-on-national-development-3-star-or-better-roads-a-priority\/","title":{"rendered":"Rapports de Jamaica Gleaner : \u00ab Le moment est venu \u00bb de lutter contre l&#039;impact des accidents de la route sur le d\u00e9veloppement national ; Les routes 3 \u00e9toiles ou mieux sont une priorit\u00e9"},"content":{"rendered":"<div id=\"region-content-top\" class=\"grid-6 region region-content-top\">\n<div class=\"region-inner region-content-top-inner\">\n<div id=\"block-delta-blocks-page-title\" class=\"block block-delta-blocks block-page-title block-delta-blocks-page-title odd block-without-title\">\n<div class=\"block-inner clearfix\">\n<div class=\"content clearfix\"><a href=\"https:\/\/jamaica-gleaner.com\/article\/commentary\/20230402\/time-come-combat-impact-road-accidents-national-development\"><em>Article reproduit de Jamaica Gleaner, 2 avril 2023<\/em><\/a><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"region-content-main\" class=\"grid-6 region region-content-main\">\n<div class=\"region-inner region-content-main-inner\">\n<div id=\"block-system-main\" class=\"block block-system block-main block-system-main odd block-without-title\">\n<div class=\"block-inner clearfix\">\n<div class=\"content clearfix\">\n<div class=\"ds-1col node node-openpublish-article node-promoted view-mode-full clearfix\">\n<div class=\"field field-name-body field-type-text-with-summary field-label-hidden\">\n<div class=\"field-items\">\n<div class=\"field-item even\">\n<div class=\"article-content\">\n<p>&nbsp;<\/p>\n<p>La r\u00e9duction des accidents de la route et des d\u00e9c\u00e8s est d\u00e9sormais un gros probl\u00e8me en Jama\u00efque.<\/p>\n<p>Comment emp\u00eacher ce qui s&#039;est pass\u00e9 #cinq fois \u00e0 Temple Hall, St Andrew est r\u00e9cemment une pr\u00e9occupation majeure pour tant de familles qui ont souffert de chagrin et de douleur \u00e0 cause de ce qui a \u00e9t\u00e9 qualifi\u00e9 de fl\u00e9au international.<\/p>\n<p>C&#039;est pourquoi, au niveau des Nations Unies, la campagne de s\u00e9curit\u00e9 routi\u00e8re a r\u00e9ussi \u00e0 faire ins\u00e9rer la pr\u00e9vention des accidents de la route dans deux des 17 Objectifs de d\u00e9veloppement durable des Nations Unies - Bonne sant\u00e9 et bien-\u00eatre (3:6) et Villes et communaut\u00e9s durables (11:2). \u00c0 savoir, les accidents de la circulation : d&#039;ici 2030, r\u00e9duire de moiti\u00e9 le nombre de d\u00e9c\u00e8s et de blessures dans le monde dus aux accidents de la route (3:6) ; d&#039;ici 2030, donner acc\u00e8s \u00e0 des syst\u00e8mes de transport s\u00fbrs, abordables, accessibles et durables pour tous\u2026 (11:2).<\/p>\n<p>Et l&#039;argument puissant qui a \u00e9clair\u00e9 cette d\u00e9cision comprend le co\u00fbt \u00e9norme pour le secteur de la sant\u00e9, l&#039;augmentation de la pauvret\u00e9 lorsque le soutien de famille est bless\u00e9 ou d\u00e9c\u00e8de, et le ravage du produit int\u00e9rieur brut (PIB) d&#039;un pays de 2 \u00e0 5 %. .<\/p>\n<p>dans le\u00a0<b>\u00ab\u00a0\u00c9tude sur le co\u00fbt des soins\u00a0: le fardeau des blessures li\u00e9es \u00e0 la violence et des accidents de la route\u00a0\u00bb<\/b>\u00a0(qui doit \u00eatre mis \u00e0 jour), r\u00e9alis\u00e9e en Jama\u00efque en 2014, dans sept h\u00f4pitaux, le co\u00fbt direct et indirect pour le pays a \u00e9t\u00e9 estim\u00e9 \u00e0 $3,2 milliards, le co\u00fbt direct des accidents de la circulation s&#039;\u00e9levant \u00e0 8 % du le budget de l&#039;h\u00f4pital.<\/p>\n<p>Il est important de noter ici qu&#039;en 2013, ann\u00e9e effective sous revue \u00e0 l&#039;\u00e9poque, 307 personnes sont d\u00e9c\u00e9d\u00e9es. L&#039;ann\u00e9e derni\u00e8re, le chiffre \u00e9tait de 488, et les projections de nos analystes experts indiquent 470 pour 2023, ce qui en fait encore une tr\u00e8s mauvaise ann\u00e9e.<\/p>\n<p>\u00c9videmment, le quantum du budget allou\u00e9 aux soins hospitaliers aurait augment\u00e9 depuis, mais de 60 %, j&#039;en douterais. Et avec 99 morts sur les routes pour 2023, malgr\u00e9 un d\u00e9but prometteur, contre 123 (janvier \u00e0 mars) pour 2022, nous revenons, sauf \u00e9v\u00e9nement dramatique, vers une autre ann\u00e9e d\u00e9sastreuse de chagrin et de douleur, une perte importante pour la main-d&#039;\u0153uvre, ravage du budget de la sant\u00e9 et du PIB, et retard \u00e0 long terme du d\u00e9veloppement national de notre pays.<\/p>\n<h2><span class=\"allcaps\">L&#039;APPROCHE DES SYST\u00c8MES S\u00dbRS<\/span><\/h2>\n<p>La question se pose alors : quelle mesure strat\u00e9gique peut-on mettre en place pour modifier radicalement, voire ralentir, les effets de ce, virtuellement et m\u00e9taphoriquement, \u00ab train fou \u00bb de bless\u00e9s et de tu\u00e9s sur les routes ? Il n&#039;y a qu&#039;une seule directive politique \u00e9prouv\u00e9e et une autre, que chaque pays doit \u00e9laborer pour lui-m\u00eame.<\/p>\n<p>La directive politique est l&#039;approche des syst\u00e8mes s\u00fbrs pour r\u00e9duire les accidents de la route recommand\u00e9e par l&#039;Organisation mondiale de la sant\u00e9 (OMS). C&#039;est une politique qui a \u00e9t\u00e9 approuv\u00e9e par le pr\u00e9sident du Conseil national de la s\u00e9curit\u00e9 routi\u00e8re, le tr\u00e8s honorable. Andrew Holiness, Premier ministre de la Jama\u00efque, un pr\u00e9sident qui a donn\u00e9 de son temps et de son \u00e9nergie pour, avec autorit\u00e9, s&#039;adresser \u00e0 la communaut\u00e9 internationale sur cette question d&#039;une importance vitale, \u00e0 plusieurs reprises, lorsqu&#039;il y \u00e9tait invit\u00e9.<\/p>\n<p>Cette approche strat\u00e9gique et syst\u00e9mique de ce probl\u00e8me international d\u00e9sormais omnipr\u00e9sent est \u00e9tay\u00e9e par des recherches men\u00e9es par de nombreux pays qui l&#039;ont utilis\u00e9e avec succ\u00e8s pour r\u00e9duire les accidents de la route.<\/p>\n<p>Il repose sur cinq piliers principaux - Vitesses s\u00fbres, Routes s\u00fbres, Usagers de la route s\u00fbrs, V\u00e9hicules s\u00fbrs et Une r\u00e9ponse post-accident efficace - qui peuvent extraire les victimes rapidement et en toute s\u00e9curit\u00e9 et les transporter vers un h\u00f4pital capable de traiter les blessures avec succ\u00e8s.<\/p>\n<p>La nouvelle loi sur la circulation routi\u00e8re, ainsi qu&#039;un syst\u00e8me de billetterie am\u00e9lior\u00e9, qui ont tous deux consomm\u00e9 une grande partie du temps et de l&#039;\u00e9nergie du <a href=\"http:\/\/www.nationalroadsafetycouncil.org.jm\/\">Conseil national de la s\u00e9curit\u00e9 routi\u00e8re (NRSC)<\/a>, qui ont fait pression pour des am\u00e9liorations pendant de nombreuses ann\u00e9es, et \u00e0 travers les administrations, font partie de l&#039;\u00e9cosyst\u00e8me essentiel n\u00e9cessaire pour produire\u00a0<b>Vitesses de s\u00e9curit\u00e9<\/b>\u00a0et\u00a0<b>Usagers de la route en s\u00e9curit\u00e9<\/b>.<\/p>\n<p>Nous avons encore beaucoup \u00e0 accomplir, mais les \u00e9v\u00e9nements r\u00e9cents ont constitu\u00e9 une \u00e9tape importante pour tirer le meilleur parti possible de ces deux aspects de l&#039;approche des syst\u00e8mes s\u00fbrs. Par exemple, l&#039;utilisation d\u00e9sormais l\u00e9galement possible de cam\u00e9ras pour l&#039;ex\u00e9cution \u00e9lectronique et l&#039;envoi de contraventions lorsqu&#039;elles seront embarqu\u00e9es plus tard cette ann\u00e9e, comme promis, constitueraient une \u00e9tape majeure \u00e0 cet \u00e9gard.<\/p>\n<p>Il en va de m\u00eame pour l&#039;examen du programme d&#039;alcootests afin de le rendre plus efficace afin que l&#039;exp\u00e9rience d&#039;autres juridictions, o\u00f9 jusqu&#039;\u00e0 30 % des conducteurs impliqu\u00e9s dans des accidents mortels conduisaient sous l&#039;influence de l&#039;alcool, puisse \u00eatre reproduite. en Jama\u00efque et trait\u00e9 par une utilisation plus agressive de cet instrument.<\/p>\n<p>Et nous ne saurions trop insister sur l&#039;importance cruciale de traiter efficacement la distraction au volant caus\u00e9e par l&#039;utilisation de t\u00e9l\u00e9phones portables sans l&#039;utilisation d&#039;un instrument mains libres, ainsi que l&#039;envoi de SMS et la conduite - probl\u00e8me majeur dans le monde aujourd&#039;hui\u00a0! Cela vaut \u00e9galement pour la disposition qui rend obligatoire l&#039;utilisation de ceintures de s\u00e9curit\u00e9 \u00e0 l&#039;avant et \u00e0 l&#039;arri\u00e8re du v\u00e9hicule et l&#039;utilisation d&#039;un syst\u00e8me de retenue pour enfants dans les voitures particuli\u00e8res.<\/p>\n<h2><span class=\"allcaps\">ROUTES DE QUALIT\u00c9 AU MINIMUM TROIS \u00c9TOILES<\/span><\/h2>\n<p>Vient ensuite la question tout aussi importante du lobbying pour qu&#039;une attention particuli\u00e8re soit accord\u00e9e \u00e0 la disposition Safe Roads. Et l&#039;OMS a une exigence tr\u00e8s sp\u00e9cifique, \u00e0 savoir que les nations doivent viser \u00e0 construire un r\u00e9seau routier qui a au minimum des routes de qualit\u00e9 trois \u00e9toiles, cinq \u00e9tant la plus \u00e9lev\u00e9e et une la plus basse et inacceptable en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re. .<\/p>\n<p>L&#039;importance de cette recommandation, qui est le mandat du iRAP (International Road Assessment Programme) financ\u00e9 par la Fondation FIA, est pleinement captur\u00e9e dans cette citation : \u00ab D&#039;une mani\u00e8re g\u00e9n\u00e9rale, chaque note suppl\u00e9mentaire entra\u00eene une r\u00e9duction de moiti\u00e9 du co\u00fbt des accidents en termes de de personnes tu\u00e9es et gri\u00e8vement bless\u00e9es.<\/p>\n<p>Le transport de biens, de services et de personnes contribue \u00e9norm\u00e9ment \u00e0 notre PIB, d&#039;o\u00f9 la n\u00e9cessit\u00e9 absolue d&#039;int\u00e9grer des routes s\u00fbres dans la conception et la construction des routes.<\/p>\n<p>En fait, \u00e0 un moment donn\u00e9, sans savoir si c&#039;est toujours une exigence, la Banque mondiale a exig\u00e9 que 10 % du co\u00fbt de la construction de routes soient r\u00e9serv\u00e9s pour assurer la s\u00e9curit\u00e9 des routes. Cela comprend des pistes cyclables, des zones de refuge pour pi\u00e9tons, un \u00e9clairage public ad\u00e9quat, des marquages routiers et des yeux de chat, la pr\u00e9sence de trottoirs - souvent absents dans les zones rurales.<\/p>\n<p>Ce sujet a fait l&#039;objet de discussions r\u00e9cemment \u00e0 la suite de multiples d\u00e9c\u00e8s sur l&#039;autoroute Winston Jones \u00e0 Manchester et d&#039;aspects des autoroutes de la c\u00f4te nord - dont certaines seraient glissantes, en particulier lorsqu&#039;elles sont mouill\u00e9es - et o\u00f9 de nombreux accidents mortels se sont produits. Dans ce contexte, l&#039;annonce du projet de plusieurs milliards, sur une p\u00e9riode de trois ans, visant \u00e0 fournir des ressources pour moderniser et construire de nouvelles routes est la bienvenue.<\/p>\n<h2><span class=\"allcaps\">DES V\u00c9HICULES PLUS S\u00dbRS<\/span><\/h2>\n<p>L&#039;issue de\u00a0<b><\/b>La s\u00e9curit\u00e9 des v\u00e9hicules est un sujet br\u00fblant dans de nombreux pays. Et nous, en Jama\u00efque, devrions \u00eatre tr\u00e8s conscients des am\u00e9liorations significatives qui ont eu lieu dans la fabrication de v\u00e9hicules \u00e0 moteur ces derniers temps. Les v\u00e9hicules \u00e9lectriques, par exemple, plus pour l&#039;environnement que pour la s\u00e9curit\u00e9, ont \u00e9galement modifi\u00e9 la fa\u00e7on dont les capots sont construits ; ce qui les rend moins meurtriers lorsqu&#039;un pi\u00e9ton est heurt\u00e9.<\/p>\n<p>Am\u00e9liorations de la structure du v\u00e9hicule en ce qui concerne les chocs lat\u00e9raux et la haute technologie, pour les v\u00e9los et les voitures, ESC (contr\u00f4le \u00e9lectronique de la stabilit\u00e9), aide \u00e0 stabiliser la voiture et le v\u00e9lo lors d&#039;une action soudaine et \u00e9vasive. Une am\u00e9lioration qui a sauv\u00e9 de nombreuses vies dans le monde. Surtout les motards !<\/p>\n<p>Les coussins gonflables font d\u00e9sormais partie de l&#039;\u00e9quipement standard des voitures neuves, mais comme une part importante de nos importations sont des v\u00e9hicules d&#039;occasion, et plus important encore, des v\u00e9hicules d&#039;occasion pour le syst\u00e8me de transport en commun, nous devons nous assurer que ces v\u00e9hicules respectent les normes de s\u00e9curit\u00e9.<\/p>\n<p>Et encore une fois, comme Safe Roads, la s\u00e9curit\u00e9 est mesur\u00e9e par des \u00e9toiles bas\u00e9es sur des crash tests, dont les r\u00e9sultats devraient \u00eatre \u00e0 la disposition des autorit\u00e9s locales. Ceci \u00e0 partir des programmes r\u00e9gionaux d&#039;\u00e9valuation des voitures neuves (NCAP) ou internationaux.<\/p>\n<h2><span class=\"allcaps\">UN SYST\u00c8ME POST-CRASH EFFICACE<\/span><\/h2>\n<p>Enfin, la question de s&#039;assurer que nous avons un syst\u00e8me post-crash efficace est une question que nous pouvons tous accepter \u00e9tant donn\u00e9 les sc\u00e8nes souvent chaotiques dont nous sommes t\u00e9moins \u00e0 la t\u00e9l\u00e9vision lorsqu&#039;un crash se produit.<\/p>\n<p>Quoi d&#039;autre? Fournir une capacit\u00e9 accrue, un financement d\u00e9di\u00e9, un conseil de gestion et du personnel suppl\u00e9mentaire \u00e0 l&#039;\u00ab agence chef de file \u00bb d\u00e9sign\u00e9e par l&#039;ONU, qui est le secr\u00e9tariat du Conseil national de la s\u00e9curit\u00e9 routi\u00e8re - une organisation qui travaille en \u00e9troite collaboration avec toutes les autres agences, publiques et priv\u00e9es, promouvoir la s\u00e9curit\u00e9 routi\u00e8re en Jama\u00efque. Des questions ont \u00e9t\u00e9 mises sur la table pour discussion pendant des ann\u00e9es et dans toutes les administrations, mais elles n&#039;ont pas encore \u00e9t\u00e9 correctement trait\u00e9es.<\/p>\n<p>Il s&#039;agit donc de la directive politique en partie, pas en totalit\u00e9, car une analyse aussi approfondie d\u00e9passe le cadre de cet article.<\/p>\n<h2><span class=\"allcaps\">&#039;LE TEMPS ARRIVE&#039;<\/span><\/h2>\n<p>Le deuxi\u00e8me probl\u00e8me est la galvanisation de l&#039;ensemble du \u00abvillage\u00bb pour \u00e9lever des enfants et produire des adultes qui conduisent avec une extr\u00eame prudence et ob\u00e9issent au code de la route, de mani\u00e8re routini\u00e8re et non \u00e0 cause de la seule application de la loi. Ceci, outre le fait que nous n&#039;avons pas les moyens d&#039;avoir un policier \u00e0 chaque coin de rue ou de placer une cam\u00e9ra pour surveiller l&#039;ensemble du r\u00e9seau routier, est la seule fa\u00e7on de s&#039;assurer que la conduite s\u00e9curitaire fait partie de notre psychisme et de notre culture.<\/p>\n<p>Ainsi l&#039;\u00c9glise, les influenceurs des m\u00e9dias sociaux - comme Julie Mango,\u00a0<i>et al<\/i>, (temps de retour pour ceux qui connaissent l&#039;histoire) \u2013 les \u00ab\u00a0gardiens\u00a0\u00bb de notre culture, les dirigeants du secteur priv\u00e9, les enseignants et tous les professionnels, les m\u00e9dias, les jeunes, la police en et hors uniforme, les musiciens ( de Ding Dong \u00e0 Chronixx, de Spice \u00e0 Ifrica), ainsi que les politiciens, des deux c\u00f4t\u00e9s, et tant d&#039;autres groupes, doivent monter \u00e0 bord de ce &quot;train de la s\u00e9curit\u00e9 routi\u00e8re&quot; comme le tr\u00e8s franc et loquace M.
