Les approches d'ing\u00e9nierie traditionnelles ont eu tendance \u00e0 privil\u00e9gier la circulation des v\u00e9hicules, en n\u00e9gligeant fr\u00e9quemment les besoins des usagers vuln\u00e9rables de la route tels que les pi\u00e9tons, les cyclistes et les communaut\u00e9s vivant le long des routes \u00e0 grande vitesse.<\/p>\n<p>Le\u00a0<a href=\"https:\/\/irfofficial.org\/2024\/03\/01\/irf-easst-and-irap-join-forces-with-unescap-to-update-road-design-standards-in-central-asia\/\">Conception de routes s\u00fbres et inclusives en Asie centrale<\/a>\u00a0Le projet visait \u00e0 combler cette lacune en fournissant aux ing\u00e9nieurs et aux planificateurs d'infrastructures des outils pratiques pour concevoir des routes plus s\u00fbres pour tous les usagers.<\/p>\n<p>\u00c9labor\u00e9 par l'expert international en s\u00e9curit\u00e9 routi\u00e8re Paul Disney et finalis\u00e9 en juin 2025, le guide propose un cadre pratique pour r\u00e9duire les blessures sur la route gr\u00e2ce \u00e0 :<\/p>\n<ul>\n<li><strong>Principes de syst\u00e8mes s\u00fbrs<\/strong>, alignant l'infrastructure routi\u00e8re sur les r\u00e9glementations techniques locales telles que les normes GOST-SNiP.<\/li>\n<li><strong>Approches de conception inclusive<\/strong>, avec un accent particulier sur la protection des usagers vuln\u00e9rables de la route lors de la construction et de la r\u00e9habilitation des routes internationales.<\/li>\n<li><strong>Pratiques de s\u00e9curit\u00e9 normalis\u00e9es<\/strong>, promouvant des approches coh\u00e9rentes dans la conception, la construction et l'exploitation des autoroutes.<\/li>\n<\/ul>\n<p>Suite \u00e0 l'ach\u00e8vement du projet, le partenaire national d'EASST, l'Association publique \u2018 S\u00e9curit\u00e9 Routi\u00e8re \u2019, a soutenu le document par un processus d'examen complet avec des sp\u00e9cialistes du Minist\u00e8re et de l'Institut de Conception et d'\u00c9tudes.<\/p>\n<p>S'exprimant lors de l'\u00e9v\u00e9nement de cl\u00f4ture du projet en juin 2025, Ulanbek Sultanov du minist\u00e8re des Transports et des Communications a d\u00e9clar\u00e9 :<\/p>\n<blockquote>\n<p><em>\u201c<\/em><em>Les recommandations ne donnent pas seulement des crit\u00e8res de s\u00e9curit\u00e9 g\u00e9n\u00e9raux, mais fournissent des exemples d\u00e9taill\u00e9s sur la fa\u00e7on de r\u00e9soudre des probl\u00e8mes sp\u00e9cifiques. Cela facilite grandement le travail des concepteurs lorsqu'ils prennent des d\u00e9cisions.<\/em><\/p>\n<p><em>Les recommandations sont tr\u00e8s bien pr\u00e9par\u00e9es\u2026 Nous recommanderons sans aucun doute ces mat\u00e9riaux \u00e0 d'autres entreprises de design au Kirghizistan ainsi qu'aux universit\u00e9s qui forment notre personnel futur.\u201d<\/em><\/p>\n<\/blockquote>\n<p>Malgr\u00e9 les changements administratifs et les transitions de leadership au sein du Minist\u00e8re, la \u2018 s\u00e9curit\u00e9 routi\u00e8re \u2019 a maintenu ses progr\u00e8s gr\u00e2ce \u00e0 des s\u00e9minaires techniques et des consultations directes. Cet engagement soutenu a permis \u00e0 la directive d'\u00eatre reconnue non pas simplement comme un autre rapport, mais comme une solution pratique soutenant les priorit\u00e9s nationales du Kirghizistan en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re.
