{"id":6166,"date":"2026-01-12T09:08:27","date_gmt":"2026-01-11T22:08:27","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/great-britains-new-road-safety-strategy-released\/"},"modified":"2026-04-30T15:10:43","modified_gmt":"2026-04-30T05:10:43","slug":"great-britains-new-road-safety-strategy-released","status":"publish","type":"post","link":"https:\/\/irap.org\/fr\/great-britains-new-road-safety-strategy-released\/","title":{"rendered":"La nouvelle strat\u00e9gie de s\u00e9curit\u00e9 routi\u00e8re de Grande-Bretagne publi\u00e9e"},"content":{"rendered":"<p>Le gouvernement britannique a publi\u00e9 sa premi\u00e8re strat\u00e9gie de s\u00e9curit\u00e9 routi\u00e8re depuis plus de dix ans, avec pour objectif de r\u00e9duire de 65 % le nombre de d\u00e9c\u00e8s et de bless\u00e9s graves sur les routes britanniques d\u2019ici 2035, et un objectif encore plus ambitieux de 70 % pour les enfants de moins de 16 ans. Cette strat\u00e9gie pr\u00e9voit des efforts cibl\u00e9s pour am\u00e9liorer la s\u00e9curit\u00e9 sur les routes les plus \u00e0 risque \u2013 celles ayant les notes iRAP les plus basses \u2013 o\u00f9 les mesures devraient avoir le plus grand impact sur la r\u00e9duction du nombre et de la gravit\u00e9 des accidents.<\/p>\n<p>Environ 4 personnes meurent chaque jour sur les routes britanniques, et des milliers d'autres sont gravement bless\u00e9es chaque ann\u00e9e.<\/p>\n<p>Cette strat\u00e9gie, expose une nouvelle approche pour inverser une d\u00e9cennie de progr\u00e8s stagnants en adoptant l'approche du syst\u00e8me s\u00fbr reconnue internationalement, qui reconna\u00eet que si l'erreur humaine est in\u00e9vitable, les d\u00e9c\u00e8s et les blessures graves ne le sont pas. Plut\u00f4t que de placer la responsabilit\u00e9 uniquement sur les conducteurs individuels, le syst\u00e8me garantit que la conception des routes, la s\u00e9curit\u00e9 des v\u00e9hicules, le contr\u00f4le et l'\u00e9ducation travaillent ensemble pour prot\u00e9ger tous les usagers de la route.<\/p>\n<p>La strat\u00e9gie est ax\u00e9e sur quatre th\u00e8mes :<\/p>\n<ul>\n<li>Th\u00e8me 1 : Soutenir les usagers de la route<\/li>\n<li>Th\u00e8me 2 : Tirer parti de la technologie, des donn\u00e9es et de l'innovation pour des v\u00e9hicules plus s\u00fbrs et des soins post-collision<\/li>\n<li><strong>Th\u00e8me 3 : Garantir la s\u00e9curit\u00e9 des infrastructures<\/strong><\/li>\n<li>Th\u00e8me 4 : Application rigoureuse pour prot\u00e9ger tous les usagers de la route<\/li>\n<\/ul>\n<h4>\u00a0<\/h4>\n<h4><strong>Routes plus s\u00fbres, accotements et vitesse<\/strong><\/h4>\n<p>Des routes et accotements s\u00fbrs, ainsi qu'une gestion de la vitesse seront importants pour am\u00e9liorer la s\u00e9curit\u00e9 des infrastructures routi\u00e8res pour les usagers de la route les plus vuln\u00e9rables. Les actions suivantes sont pr\u00e9vues :<\/p>\n<ul>\n<li><strong>Soutien continu \u00e0 National Highways pour am\u00e9liorer la s\u00e9curit\u00e9 du r\u00e9seau routier strat\u00e9gique de l'Angleterre\u00a0\u00a0<\/strong><br \/>National Highways s'emploie \u00e0 am\u00e9liorer la s\u00e9curit\u00e9 routi\u00e8re de mani\u00e8re cibl\u00e9e sur le r\u00e9seau routier strat\u00e9gique (SRN), qui comprend les autoroutes et les principales routes \"A\" d'Angleterre. D'avril 2026 \u00e0 mars 2031, National Highways concentrera ses efforts sur l'am\u00e9lioration de la s\u00e9curit\u00e9 sur les routes les plus expos\u00e9es aux risques, o\u00f9 les mesures devraient avoir le plus grand impact potentiel sur la r\u00e9duction du nombre et de la gravit\u00e9 des collisions \u2013 c'est-\u00e0-dire les endroits pr\u00e9sentant les notes iRAP les plus basses.<\/li>\n<li><strong>Investir dans un r\u00e9seau routier plus s\u00fbr<\/strong><br \/>Le gouvernement consacrera 24 milliards de livres sterling de financement en capital entre 2026-27 et 2029-30 pour l'entretien et l'am\u00e9lioration des autoroutes et des routes locales dans tout le pays. Ce financement futur s'appuie sur l'investissement record de 1,6 milliard de livres sterling pour l'entretien des routes locales pour 2025-2026, ce qui repr\u00e9sente une augmentation de 500 millions de livres sterling par rapport \u00e0 l'ann\u00e9e derni\u00e8re.<\/li>\n<li><strong>Routes locales et vitesse<\/strong><br \/>Suite \u00e0 des recherches et des consultations, le gouvernement publiera une nouvelle \u00e9dition des meilleures pratiques de diffusion \u2018 Fixation des limitations de vitesse locales \u2019 afin d\u2019aider les autorit\u00e9s \u00e0 prendre les meilleures d\u00e9cisions en mati\u00e8re de gestion de la vitesse.<\/li>\n<li><strong>Segmentation de route rurale<\/strong><br \/>\u00c0 partir du d\u00e9but de 2026, le gouvernement explorera si les cat\u00e9gories propos\u00e9es de routes rurales sont appropri\u00e9es au niveau local et \u00e9valuera leur potentiel d'application nationale.<\/li>\n<li><strong>Am\u00e9liorer la s\u00e9curit\u00e9 des routes rurales pour les motocyclistes<\/strong><br \/>Le projet PRIME est une initiative cibl\u00e9e de s\u00e9curit\u00e9 routi\u00e8re con\u00e7ue pour aider les motocyclistes \u00e0 n\u00e9gocier les virages serr\u00e9s en toute s\u00e9curit\u00e9. Il utilise un marquage routier et une signalisation sp\u00e9ciaux pour guider les motocyclistes, en encourageant un meilleur positionnement et un freinage plus doux. Suite \u00e0 des r\u00e9sultats prometteurs, le gouvernement soutient des essais pilotes de PRIME dans de nouvelles r\u00e9gions.<\/li>\n<li><strong>Am\u00e9nagements urbains qui pourraient r\u00e9duire les vitesses<\/strong><br \/>Des rues plus s\u00fbres encouragent la marche, l'utilisation de fauteuils roulants et le v\u00e9lo, cr\u00e9ent des environnements scolaires plus s\u00fbrs et contribuent \u00e0 fa\u00e7onner des lieux o\u00f9 les gens veulent vivre. Le Manual for Streets, publi\u00e9 en 2007, a marqu\u00e9 un tournant dans la conception des rues en pla\u00e7ant la prise en compte des pi\u00e9tons et des personnes en fauteuil roulant en premier, suivis par les cyclistes \u2013 s'alignant ainsi sur l'objectif du Code de la route de prot\u00e9ger les plus vuln\u00e9rables. Le gouvernement publiera une version actualis\u00e9e du Manual for Streets et s'efforcera de l'int\u00e9grer dans le cadre des politiques et des directives d'urbanisme, afin de garantir que les nouvelles routes encouragent les faibles vitesses et les modes de d\u00e9placement actifs.<\/li>\n<li><strong>Continuer \u00e0 \u0153uvrer pour que les autoroutes intelligentes soient aussi s\u00fbres que possible<\/strong><\/li>\n<\/ul>\n<p>Pour s'assurer que le gouvernement surveille un ensemble complet d'indicateurs de performance de s\u00e9curit\u00e9 (IPS), la disponibilit\u00e9 des donn\u00e9es est explor\u00e9e dans une gamme de domaines. Un indicateur \u00e0 l'\u00e9tude est la note d\u00e9cimale du succ\u00e8s iRAP pond\u00e9r\u00e9e par le d\u00e9bit pour surveiller la s\u00e9curit\u00e9 des routes les plus importantes.<\/p>\n<p>Dre Suzy Charman, directrice de la Road Safety Foundation (RSF) et <a href=\"https:\/\/roadsafetyfoundation.org\/\">Royaume-Uni RAP<\/a> Mme Lead a adress\u00e9 ses f\u00e9licitations aux ministres et \u00e0 ses coll\u00e8gues du minist\u00e8re des Transports. \u201c Je sais que ce projet a fait l\u2019objet d\u2019une r\u00e9flexion approfondie et d\u2019efforts consid\u00e9rables, et nous sommes ravis de disposer d\u2019une strat\u00e9gie de s\u00e9curit\u00e9 routi\u00e8re qui indique clairement la voie \u00e0 suivre. Les objectifs de cette strat\u00e9gie sont ambitieux. Si nous atteignons l\u2019objectif de r\u00e9duction de 651 TP3T KSI d\u2019ici 2035 par rapport \u00e0 la base 2022-2024, quelque 95 500 d\u00e9c\u00e8s et bless\u00e9s graves seront \u00e9vit\u00e9s au cours de cette p\u00e9riode. Chaque ann\u00e9e, la RSF publie une cartographie des risques d&#x27;accident pour plus de 50 000 km d&#x27;autoroutes et de routes de classe A en Grande-Bretagne. 48 000 km de routes et de projets ont \u00e9t\u00e9 class\u00e9s selon le syst\u00e8me Star Rating. National Highways m\u00e8ne un programme de notation par \u00e9toiles iRAP tous les cinq ans et les r\u00e9sultats publi\u00e9s en 2022 ont montr\u00e9 que l&#x27;indicateur de performance visant \u00e0 ce que 901 TP3T de trajets s&#x27;effectuent sur des routes class\u00e9es 3 \u00e9toiles ou plus d&#x27;ici 2020 a \u00e9t\u00e9 d\u00e9pass\u00e9, avec 961 TP3T atteints. National Highways utilise l&#x27;approche iRAP \u00e0 l&#x27;\u00e9chelle de l&#x27;organisation pour la planification strat\u00e9gique des investissements, la hi\u00e9rarchisation des itin\u00e9raires \u00e0 moderniser et pour garantir que les nouveaux projets routiers soient aussi s\u00fbrs que possible.
