{"id":6041,"date":"2025-11-30T23:34:51","date_gmt":"2025-11-30T12:34:51","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/ten-step-plan-for-safer-road-infrastructure-in-senegal-one-year-progress-report\/"},"modified":"2026-04-30T15:08:28","modified_gmt":"2026-04-30T05:08:28","slug":"ten-step-plan-for-safer-road-infrastructure-in-senegal-one-year-progress-report","status":"publish","type":"post","link":"https:\/\/irap.org\/fr\/ten-step-plan-for-safer-road-infrastructure-in-senegal-one-year-progress-report\/","title":{"rendered":"Plan d\u00e9cennal pour une infrastructure routi\u00e8re plus s\u00fbre au S\u00e9n\u00e9gal : Rapport d'avancement sur un an"},"content":{"rendered":"<p>En 2025, des progr\u00e8s significatifs ont \u00e9t\u00e9 r\u00e9alis\u00e9s dans la mise en \u0153uvre du Plan en dix \u00e9tapes pour une infrastructure routi\u00e8re plus s\u00fbre au S\u00e9n\u00e9gal, avec une mont\u00e9e en puissance rapide des capacit\u00e9s, la coordination des parties prenantes et le lancement du SnRAP.<\/p>\n<p>Lors de la r\u00e9union du Comit\u00e9 de pilotage de novembre 2025, l'\u00e9quipe \u2014 compos\u00e9e de Franco Azzato (Coordinateur de la formation et de l'accr\u00e9ditation iRAP), Charles Lowan Bonou (formateur accr\u00e9dit\u00e9 iRAP), Sabri Hamza (iRAP), Nathalie Chiavassa (Safer Journeys Africa-iRAP) et Seynabou Diallo (Ing\u00e9nieur, IRF) \u2014 a pr\u00e9sent\u00e9 les r\u00e9sultats de 2025 et les perspectives pour 2026 aux parties prenantes.<\/p>\n<p><strong>R\u00e9alisations cl\u00e9s en 2025<\/strong><\/p>\n<ul>\n<li>Renforcement des capacit\u00e9s et formation : Un ambitieux programme de renforcement des capacit\u00e9s et de formation a \u00e9t\u00e9 d\u00e9ploy\u00e9, avec 154 participants inscrits sur la plateforme Ten-Step Plan, qui propose des cours en ligne du PIARC, de l'IRF et de l'iRAP.<\/li>\n<li>Sessions de Formation en Pr\u00e9sentiel : Trois sessions en pr\u00e9sentiel ont \u00e9t\u00e9 organis\u00e9es pour plus de 50 participants, couvrant la formation de PIARC en ing\u00e9nierie de la s\u00e9curit\u00e9 routi\u00e8re, la formation de l'IRF en audit de s\u00e9curit\u00e9 routi\u00e8re, et la formation aux \u00e9valuations iRAP et \u00e0 la conception.<\/li>\n<li>Certification des auditeurs de s\u00e9curit\u00e9 routi\u00e8re : Pour la premi\u00e8re fois au S\u00e9n\u00e9gal, des auditeurs de s\u00e9curit\u00e9 routi\u00e8re ont \u00e9t\u00e9 certifi\u00e9s. Sur les 21 inscrits \u00e0 la formation IRF d'auditeurs, 12 ont r\u00e9ussi l'examen. Cette \u00e9tape devrait permettre au S\u00e9n\u00e9gal de r\u00e9aliser des audits de s\u00e9curit\u00e9 routi\u00e8re pour tous les projets routiers, en s'appuyant sur l'expertise locale.<\/li>\n<li>Renforcement de l'ANASER et lancement du SnRAP : La capacit\u00e9 technique de l'Agence Nationale de la S\u00e9curit\u00e9 Routi\u00e8re (ANASER) a \u00e9t\u00e9 renforc\u00e9e par la cr\u00e9ation officielle du Programme d'\u00c9valuation des Routes du S\u00e9n\u00e9gal (SnRAP) en mai 2025 et l'acquisition d'un v\u00e9hicule pour les enqu\u00eates et \u00e9valuations routi\u00e8res \u2013 une \u00e9tape de plus vers l'obtention de routes not\u00e9es trois \u00e9toiles ou plus au S\u00e9n\u00e9gal.<\/li>\n<li>Ateliers nationaux : Deux ateliers nationaux majeurs ont eu lieu : le lancement national en janvier 2025 et l'atelier PIARC (CT 3.1) en septembre 2025. Ces \u00e9v\u00e9nements ont rassembl\u00e9 l'ensemble de la communaut\u00e9 nationale des routes, des transports et de la s\u00e9curit\u00e9 ainsi que des experts internationaux.<\/li>\n<\/ul>\n<p><strong>Perspectives pour 2026<\/strong><\/p>\n<ul>\n<li>Examen de la nouvelle strat\u00e9gie nationale de s\u00e9curit\u00e9 routi\u00e8re du S\u00e9n\u00e9gal.<\/li>\n<li>Pr\u00e9paration de recommandations pour la formation et la certification des auditeurs de la s\u00e9curit\u00e9 routi\u00e8re.<\/li>\n<li>Administration des accr\u00e9ditations iRAP.<\/li>\n<li>R\u00e9alisation d'\u00e9valuations pratiques de la s\u00e9curit\u00e9 routi\u00e8re.<\/li>\n<\/ul>\n<p>Parall\u00e8lement, l'ANASER entreprend des activit\u00e9s de renforcement institutionnel et technique, telles que l'\u00e9laboration d'un Guide d'audit de s\u00e9curit\u00e9 routi\u00e8re avec le soutien de la Banque Mondiale.<\/p>\n<p>L'ONG LASER International, partenaire de \u2018 Ten-Step \u2019, poursuit ses efforts pour am\u00e9liorer la s\u00e9curit\u00e9 autour des \u00e9coles et plaider pour l'application de la limite de vitesse de 30 km\/h pr\u00e8s des \u00e9coles dans le cadre de l'initiative \u00ab Safe Way to Schools \u00bb.<\/p>\n<p><strong>Jeux Olympiques de la Jeunesse 2026<\/strong><\/p>\n<p>Le S\u00e9n\u00e9gal accueillera les Jeux Olympiques de la Jeunesse (JOJ) en 2026.
