It helps councils and road authorities implement safety improvements like better lighting, signage, intersection upgrades, or barrier installation.<\/p>\n<p>The Black Spot Program Guidelines, updated last year, now explicitly permit a range of assessment tools to support project nominations with or without road crashes occurring at particular locations. According to the new policy:<\/p>\n<p><em>\u201cOther assessment methodologies to identify proactive nominations include AusRAP or ANRAM assessments, or the Infrastructure Risk Rating. For projects on a local government road, a recent Network Risk Assessment (produced within the five years preceding the nomination) or Safety Prioritisation Plan, may be used as evidence to support the project nomination.\u201d<\/em><br \/>\n<a href=\"https:\/\/investment.infrastructure.gov.au\/sites\/default\/files\/documents\/black-spot-program-guidelines.pdf\" target=\"_blank\" rel=\"noopener\"><em>Source: Black Spot Program Guidelines (PDF)<\/em><\/a><\/p>\n<p>Previously, differing advice across states and territories left many Councils unsure whether AusRAP results alone were sufficient for making Black Spot funding nominations, or if additional processes such as Road Safety Audits or a Safe System Assessment were required.<\/p>\n<p>Le <a href=\"https:\/\/www.ntro.org.au\/\">National Transport Research Organisation (NTRO)<\/a> sought clarification from the Federal Office of Road Safety on behalf of local government.
