foss\u00e9\u00a0<\/strong><\/p>\n<p><span data-contrast=\"auto\">Ce rapport identifie le besoin critique de m\u00e9canismes de financement am\u00e9lior\u00e9s et efficaces pour la s\u00e9curit\u00e9 routi\u00e8re dans les pays \u00e0 revenu faible et interm\u00e9diaire, et souligne que le financement priv\u00e9 peut \u00e9largir la disponibilit\u00e9 des fonds et garantir la priorit\u00e9 des projets de s\u00e9curit\u00e9 routi\u00e8re.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Alors que les banques commerciales et d'investissement, ainsi data-contrast=\"auto\">Le pr\u00e9sent rapport pr\u00e9sente une s\u00e9rie d&#x27;utilisations admissibles du produit (UoP) pour les obligations et les pr\u00eats verts, sociaux et li\u00e9s au 2024 <\/strong><\/p>\n<p>En 2024, le GRSF a financ\u00e9 des \u00e9valuations et des audits de s\u00e9curit\u00e9 routi\u00e8re dans six pays, repr\u00e9sentant au total 23 500 km de routes. Les projets iRAP comprenaient <em>(Cr\u00e9dit du texte : Rapport Annuel 2024 GRSF)<\/em>:<\/p>\n<p><strong><em>Colombie \u2013 22 000 km de routes analys\u00e9es pour la s\u00e9curit\u00e9 routi\u00e8re et l'am\u00e9lioration de la situation<\/em><\/strong><\/p>\n<p>En partenariat avec la Banque interam\u00e9ricaine de d\u00e9veloppement, le GRSF a aid\u00e9 l&#x27;Agence nationale de s\u00e9curit\u00e9 routi\u00e8re (ANSV) de Colombie \u00e0 \u00e9valuer environ 22 000 km de routes principales et secondaires \u00e0 travers le pays en 2023, en utilisant la m\u00e9thodologie iRAP. Un rapport d\u00e9taill\u00e9 a \u00e9t\u00e9 r\u00e9dig\u00e9 en 2024, comprenant une analyse des classements par \u00e9toiles et des plans d&#x27;investissement pour des routes plus s\u00fbres. Plusieurs ateliers, en pr\u00e9sentiel et en ligne, ont \u00e9t\u00e9 organis\u00e9s avec des repr\u00e9sentants de l&#x27;ANSV, d&#x27;autres agences gouvernementales et de iRAP. Les r\u00e9sultats de l&#x27;\u00e9valuation, ainsi que les interventions propos\u00e9es pour am\u00e9liorer la s\u00e9curit\u00e9 de tous les usagers de la route, devraient faire consid\u00e9rablement progresser les efforts du gouvernement visant \u00e0 concevoir des infrastructures routi\u00e8res plus s\u00fbres \u00e0 l&#x27;\u00e9chelle nationale.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2026\/04\/Colombia-assessment-vehicle-1024-1024x675-1.jpg\" alt=\"Colombia-assessment-vehicle-1024-1024x675\" \/><\/p>\n<p style=\"text-align: center;\"><em>Le v\u00e9hicule d&#x27;\u00e9valuation iRAP en Colombie s&#x27;appr\u00eate \u00e0 prendre la route. Enqu\u00eate men\u00e9e par des praticiens accr\u00e9dit\u00e9s APSA (cr\u00e9dit : iRAP)<\/em><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2026\/04\/Colombia-results-workshop-675.png\" alt=\"Colombia results workshop 675\" \/><\/p>\n<p style=\"text-align: center;\"><em>Gabriel Guevara, ing\u00e9nieur en s\u00e9curit\u00e9 routi\u00e8re chez iRAP, pr\u00e9sente les r\u00e9sultats de l&#x27;\u00e9valuation iRAP pour la Colombie lors d&#x27;un atelier en ao\u00fbt 2023 (cr\u00e9dit : GRSF)<\/em><\/p>\n<p><strong><em>Inde \u2013 Am\u00e9liorations routi\u00e8res au Tamil Nadu et en Uttar Pradesh<\/em><\/strong><\/p>\n<p>L&#x27;ann\u00e9e derni\u00e8re, le GRSF a financ\u00e9 des \u00e9valuations iRAP post-construction sur 562 km de routes dans les \u00c9tats indiens du Tamil Nadu et de l&#x27;Uttar Pradesh, qui avaient \u00e9t\u00e9 modernis\u00e9es dans le cadre de projets d&#x27;investissement financ\u00e9s par la Banque mondiale. Ces routes avaient d\u00e9j\u00e0 \u00e9t\u00e9 \u00e9valu\u00e9es par iRAP lors de la phase de pr\u00e9paration du projet, ce qui a permis d\u2019effectuer des comparaisons directes avant et apr\u00e8s les travaux. Les \u00e9valuations ont confirm\u00e9 l\u2019efficacit\u00e9 des am\u00e9liorations apport\u00e9es \u00e0 la conception du projet sur le terrain, mettant en \u00e9vidence des progr\u00e8s significatifs en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re. Au Tamil Nadu, la proportion de routes class\u00e9es 3 \u00e9toiles ou plus pour les occupants des v\u00e9hicules est pass\u00e9e de 22 % \u00e0 89 %, tandis qu&#x27;en Uttar Pradesh, cette note est pass\u00e9e de 29 % \u00e0 91 %, soulignant des gains substantiels en mati\u00e8re de qualit\u00e9 de conception et de s\u00e9curit\u00e9 des usagers de la route.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2026\/04\/TM-and-UP-India-GRSF-case-studies-1.jpg\" alt=\"TM and UP India GRSF case studies\" \/><\/p>\n<p style=\"text-align: center;\"><em>Cr\u00e9dit image : iRAP<\/em><\/p>\n<p><strong><em>Inde \u2013 Am\u00e9lioration de la s\u00e9curit\u00e9 des zones scolaires au Maharashtra<\/em><\/strong><\/p>\n<p>La s\u00e9curit\u00e9 dans les zones scolaires est essentielle pour prot\u00e9ger les jeunes pi\u00e9tons et cr\u00e9er des trajets plus s\u00fbrs pour les enfants qui se rendent \u00e0 l&#x27;\u00e9cole et en reviennent. En 2023, le GRSF a financ\u00e9 des \u00e9valuations de s\u00e9curit\u00e9 iRAP sur 660 km de routes autour de la ville de Nashik, dans l&#x27;\u00c9tat indien du Maharashtra. Ces \u00e9valuations ont r\u00e9v\u00e9l\u00e9 un niveau de risque \u00e9lev\u00e9 sur l&#x27;ensemble du r\u00e9seau routier pour tous les usagers de la route, et en particulier pour les pi\u00e9tons, principalement en raison de la vitesse \u00e9lev\u00e9e des v\u00e9hicules, d&#x27;un mauvais balisage routier et du manque d&#x27;am\u00e9nagements destin\u00e9s aux usagers vuln\u00e9rables, tels que les passages pi\u00e9tons.<\/p>\n<p>\u00c0 la suite de l&#x27;\u00e9valuation iRAP, le GRSF s&#x27;est associ\u00e9 \u00e0 l&#x27;initiative Global Designing Cities (GDCI) en 2024 afin de mener des \u00e9valuations de la s\u00e9curit\u00e9 routi\u00e8re autour de zones scolaires sp\u00e9cifiques \u00e0 Nashik. Des \u00e9valuations ont \u00e9t\u00e9 men\u00e9es dans deux \u00e9coles pilotes, dans le but de recommander un ensemble complet de mesures d&#x27;am\u00e9lioration de la s\u00e9curit\u00e9 routi\u00e8re pour 10 \u00e9coles s\u00e9lectionn\u00e9es \u00e0 Nashik. Le rapport final, contenant les principales conclusions, les r\u00e9sultats complets de l&#x27;\u00e9valuation et les recommandations de conception, sera remis au commissaire de la municipalit\u00e9 de Nashik d\u00e9but 2025.<\/p>\n<p>La prochaine \u00e9tape consiste \u00e0 travailler avec la GDCI sur la mise en \u0153uvre des recommandations de s\u00e9curit\u00e9 bas\u00e9es sur les \u00e9valuations des deux \u00e9coles pilotes, les autorit\u00e9s locales pr\u00e9voyant d'\u00e9tendre cet effort aux huit \u00e9coles restantes. Cette initiative constitue une \u00e9tape importante vers la cr\u00e9ation d'un environnement plus s\u00fbr pour les enfants et contribue aux efforts plus larges visant \u00e0 am\u00e9liorer la s\u00e9curit\u00e9 des pi\u00e9tons dans les zones urbaines.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2026\/04\/pexels-visualkamikaze-10172966.jpg\" alt=\"pexels-visualkamikaze-10172966\" \/><\/p>\n<p style=\"text-align: center;\"><em>Cr\u00e9dit photo : Peter Chirkov, Pexels<\/em><\/p>\n<p><strong><em>Kenya \u2013 Renforcement des comp\u00e9tences en gestion de la s\u00e9curit\u00e9 des infrastructures routi\u00e8res<\/em><\/strong><\/p>\n<p>En partenariat avec la Kenya Highway Authority, la Kenya Urban Roads Authority et la Kenya Rural Roads Authority, le GRSF a financ\u00e9 une \u00e9valuation du r\u00e9seau routier de base sur 697 km \u00e0 travers le Kenya. Un atelier de diffusion s'est tenu en novembre 2023. Cette session de trois jours \u00e0 Nairobi a accueilli 34 professionnels de diverses agences, notamment les autorit\u00e9s routi\u00e8res du Kenya, la National Transport and Safety Authority et le Kenya Roads Board. L'objectif principal \u00e9tait de renforcer la capacit\u00e9 des parties prenantes locales \u00e0 mener des \u00e9valuations de la s\u00e9curit\u00e9 des infrastructures routi\u00e8res et de faciliter le transfert des connaissances acquises lors des \u00e9valuations achev\u00e9es.<\/p>\n<p>Cette formation s&#x27;inscrivait dans le prolongement d&#x27;un atelier en ligne complet organis\u00e9 en mai 2023, qui portait sur les m\u00e9thodologies iRAP, notamment le syst\u00e8me de notation par \u00e9toiles, ainsi que sur l&#x27;utilisation du logiciel ViDA de iRAP.<\/p>\n<p>Pendant la formation, les participants ont eu l'occasion de s'engager dans des activit\u00e9s pratiques, y compris des visites de terrain, pour apprendre les m\u00e9thodes de collecte de donn\u00e9es sur la vitesse et le \u201cflux libre\u201d. Tout au long du cours, les formateurs ont soulign\u00e9 l'importance des principes de conception du \u201csyst\u00e8me s\u00fbr\u201d, ainsi que l'int\u00e9gration des \u00e9valuations de s\u00e9curit\u00e9 avec les pratiques de gestion des actifs routiers.<\/p>\n<p>L'\u00e9valuation a directement \u00e9clair\u00e9 le <a href=\"https:\/\/resources.irap.org\/CRM\/Africa\/2024-2028_Kenya_National_Road_Safety_Action_Plan.pdf\">Plan d'action national de s\u00e9curit\u00e9 routi\u00e8re 2024-2028<\/a> publi\u00e9 l&#x27;ann\u00e9e derni\u00e8re, qui int\u00e8gre le iRAP comme indicateur de la s\u00e9curit\u00e9 des infrastructures. Le plan d&#x27;action pr\u00e9voit une s\u00e9rie continue d&#x27;\u00e9valuations iRAP sur les routes rev\u00eatues de classe A, B et C, ainsi que sur les principaux r\u00e9seaux routiers urbains de Nairobi, Mombasa, Kisumu, Eldoret et Nakuru, afin d&#x27;identifier les tron\u00e7ons routiers \u00e0 haut risque.<\/p>\n<p>Cette initiative permettra de faire le point sur les progr\u00e8s r\u00e9alis\u00e9s concernant le Corridor Nord depuis la derni\u00e8re enqu\u00eate iRAP men\u00e9e en 2009 et d&#x27;apporter un \u00e9clairage essentiel et actualis\u00e9 sur la s\u00e9curit\u00e9 de tous les usagers de la route, en particulier des pi\u00e9tons et des motocyclistes, qui sont les plus vuln\u00e9rables. Des plans d&#x27;investissement pour des routes plus s\u00fbres seront \u00e9labor\u00e9s afin de donner la priorit\u00e9 aux am\u00e9liorations en mati\u00e8re de s\u00e9curit\u00e9 fond\u00e9es sur des donn\u00e9es factuelles et d&#x27;orienter les projets des autorit\u00e9s routi\u00e8res.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Au-del\u00e0 des rapports<\/strong><\/p>\n<p>Outre le renforcement des capacit\u00e9s, la r\u00e9alisation d&#x27;\u00e9valuations de la s\u00e9curit\u00e9 routi\u00e8re et le financement de travaux de modernisation indispensables en la mati\u00e8re, le GRSF a \u00e9galement contribu\u00e9 au d\u00e9veloppement de nouvelles technologies, s&#x27;appuyant sur la m\u00e9thodologie iRAP, telles que le <a href=\"https:\/\/irap.org\/fr\/star-rating-for-designs\/\">Application Web Star Rating for Designs<\/a>.<\/p>\n<p>Les projets de GRSF ont contribu\u00e9 \u00e0 la pr\u00e9vention de <a href=\"https:\/\/irap.org\/fr\/2024\/05\/700000-lives-deaths-and-serious-injuries-saved-john-hopkins-report\/\">pr\u00e8s de 700 000 d\u00e9c\u00e8s et blessures graves dans 74 pays entre 2016 et 2024<\/a>, gr\u00e2ce \u00e0 l&#x27;utilisation par les partenaires de la m\u00e9thodologie iRAP pour orienter les modifications des infrastructures de s\u00e9curit\u00e9 routi\u00e8re et la mise en place de limitations de vitesse plus s\u00fbres.
