{"id":5634,"date":"2025-06-02T21:44:39","date_gmt":"2025-06-02T11:44:39","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/eswatinis-national-road-safety-strategy-sets-irap-targets-for-safety-of-roads\/"},"modified":"2026-04-30T15:02:33","modified_gmt":"2026-04-30T05:02:33","slug":"eswatinis-national-road-safety-strategy-sets-irap-targets-for-safety-of-roads","status":"publish","type":"post","link":"https:\/\/irap.org\/fr\/eswatinis-national-road-safety-strategy-sets-irap-targets-for-safety-of-roads\/","title":{"rendered":"La Strat\u00e9gie Nationale de S\u00e9curit\u00e9 Routi\u00e8re de l'Eswatini fixe des objectifs iRAP pour la s\u00e9curit\u00e9 des routes"},"content":{"rendered":"<p><a href=\"https:\/\/www.uneca.org\/sites\/default\/files\/road-safety\/final-eswatini-national-road-safety-strategy-2023-2030.pdf\">Strat\u00e9gie Nationale de S\u00e9curit\u00e9 Routi\u00e8re de l'Eswatini<\/a> s'attaque \u00e0 la s\u00e9curit\u00e9 routi\u00e8re du pays avec une \u00e9valuation iRAP des routes rurales et urbaines majeures pr\u00e9vues, et des objectifs de 3 \u00e9toiles ou mieux \u00e0 atteindre d'ici 2030.<\/p>\n<p>Align\u00e9 sur le <a href=\"https:\/\/www.who.int\/teams\/social-determinants-of-health\/safety-and-mobility\/decade-of-action-for-road-safety-2021-2030\">Plan mondial pour la d\u00e9cennie d'action pour la s\u00e9curit\u00e9 routi\u00e8re<\/a>, la strat\u00e9gie vise \u00e0 r\u00e9duire de moiti\u00e9 le nombre de morts et de bless\u00e9s sur les routes de l'Eswatini d'ici 2030, et \u00e0 les \u00e9liminer compl\u00e8tement d'ici 2063.<\/p>\n<p>Dans une r\u00e9gion du monde o\u00f9 les niveaux de s\u00e9curit\u00e9 sont faibles, les taux de mortalit\u00e9 routi\u00e8re au Eswatini ont constamment augment\u00e9 :<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2026\/04\/WHO-Africa-fatalities.png\" alt=\"WHO Africa fatalities\" \/><\/p>\n<p>La strat\u00e9gie vise \u00e0 freiner le nombre croissant de victimes en se concentrant sur l'ensemble des 12 cibles de performance mondiales des Nations Unies pour la s\u00e9curit\u00e9 routi\u00e8re. Les principaux indicateurs de performance et les objectifs de progr\u00e8s \u00e0 mi-parcours sont d\u00e9finis, notamment pour les cibles 3 et 4 relatives \u00e0 une infrastructure routi\u00e8re plus s\u00fbre, pour le r\u00e9seau autoroutier et pour plus de 75 % des d\u00e9placements sur les routes principales afin d'atteindre une \u00e9valuation de s\u00e9curit\u00e9 de 3 \u00e9toiles ou mieux d'ici 2030.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2026\/04\/Eswatini-KPIs.png\" alt=\"Eswatini KPIs\" \/><\/p>\n<p>Pour am\u00e9liorer la s\u00e9curit\u00e9 du r\u00e9seau routier, le renforcement des capacit\u00e9s des ing\u00e9nieurs locaux et une \u00e9valuation compl\u00e8te iRAP sont pr\u00e9vus afin d'identifier des programmes d'am\u00e9lioration de la s\u00e9curit\u00e9 \u00e0 moyen et long terme, bas\u00e9s sur la m\u00e9thodologie iRAP et align\u00e9s sur les normes de s\u00e9curit\u00e9 internationales. En mettant particuli\u00e8rement l'accent sur les usagers vuln\u00e9rables de la route, les programmes d'investissement fond\u00e9s sur des donn\u00e9es probantes recevront le statut de projet majeur, initialement dans le cadre de projets de d\u00e9monstration, puis \u00e0 mesure que les am\u00e9liorations \u00e0 long terme seront mises en \u0153uvre.<\/p>\n<p>Cit\u00e9e dans la Strat\u00e9gie, le Chef Ndlaluhlaza Ndwandwe, Ministre des Travaux Publics et des Transports, a d\u00e9clar\u00e9 : \u201c Une approche globale de la s\u00e9curit\u00e9 est n\u00e9cessaire. Cette strat\u00e9gie identifie les probl\u00e8mes les plus critiques auxquels nous devons faire face, les orientations strat\u00e9giques que nous devons suivre et les actions strat\u00e9giques que nous devons entreprendre alors que nous nous engageons sur cette voie. Toutes les branches du gouvernement doivent assumer la responsabilit\u00e9 de r\u00e9soudre ce probl\u00e8me en collaboration, qui est une cause majeure de d\u00e9c\u00e8s pour nos enfants, ainsi que pour la tranche d'\u00e2ge la plus productive (15-49 ans). \u201d<\/p>\n<p>La strat\u00e9gie nationale de s\u00e9curit\u00e9 routi\u00e8re d'Eswatini 2023-2030 a \u00e9t\u00e9 \u00e9labor\u00e9e par <a href=\"https:\/\/www.gov.sz\/index.php\/ministries-departments\/ministry-of-public-works-a\">Minist\u00e8re des Travaux Publics et des Transports<\/a> \u00e0 travers le <a href=\"https:\/\/www.gov.sz\/index.php\/ministry-department\/road-transportation-department?view=article&amp;id=1504:road-safety-council-&amp;catid=77:public-works-a-transport\">Conseil de la s\u00e9curit\u00e9 routi\u00e8re<\/a>, assist\u00e9 par le <a href=\"https:\/\/www.uneca.org\/\">Commission \u00e9conomique des Nations unies pour l'Afrique (CEA)<\/a> et <a href=\"https:\/\/www.who.int\/\">Organisation Mondiale de la Sant\u00e9 (OMS)<\/a>, et par un engagement collectif du secteur des transports, des acteurs des secteurs public et priv\u00e9, et du monde universitaire.<\/p>\n<p>Selon<a href=\"https:\/\/irap.org\/fr\/safety-insights-explorer\/\">\u00a0iRAP Safety Insights Explorer<\/a>, En atteignant l&#x27;objectif de la strat\u00e9gie, qui pr\u00e9voit que la plupart des d\u00e9placements s&#x27;effectuent sur des routes class\u00e9es 3 \u00e9toiles ou plus, l&#x27;Eswatini pourrait \u00e9viter 100 d\u00e9c\u00e8s par an, ainsi que pr\u00e8s de 75 000 d\u00e9c\u00e8s et bless\u00e9s graves sur deux ans, avec un b\u00e9n\u00e9fice \u00e9conomique de pr\u00e8s de 1,7 dollar am\u00e9ricain pour chaque dollar investi.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/irap.org\/wp-content\/uploads\/2026\/04\/eswatini-BcSR.png\" alt=\"eswatini BcSR\" \/><\/p>\n<p><a class=\"button\" href=\"https:\/\/resources.irap.org\/CRM\/Africa\/Eswatini\/RAP_New_Programme_Feasibility_Questionnaire_Eswatini.pdf\" target=\"_blank\" rel=\"noopener\">Lire la strat\u00e9gie<\/a><\/p>","protected":false},"excerpt":{"rendered":"<p>Eswatini&#8217;s first National Road Safety Strategy is tackling the safety of the country&#8217;s roads with an iRAP assessment of major rural and urban roads planned, and 3-star or better targets to be achieved by 2030.
