Cr\u00e9dit image : Steven Arenas, Pexels<\/em><\/p>\n<p>Centre d&#039;excellence iRAP <a href=\"https:\/\/www.trl.co.uk\/\" target=\"_blank\" rel=\"noopener\">TRL<\/a>\u00a0a re\u00e7u une bourse prestigieuse du Global Road Safety Facility de la Banque mondiale (<a href=\"https:\/\/www.roadsafetyfacility.org\/\">GRSF<\/a>) pour d\u00e9velopper des moyens de mettre en \u0153uvre son outil d&#039;\u00e9valuation de la gestion de la vitesse (SMAT) dans les pays \u00e0 revenu faible et interm\u00e9diaire (PRFI), en utilisant les donn\u00e9es iRAP.<\/p>\n<p>Gr\u00e2ce au programme de subventions financ\u00e9 par UK Aid, cette subvention du GRSF vise \u00e0 identifier les meilleures fa\u00e7ons dont l&#039;outil de vitesse, SMAT, peut \u00eatre appliqu\u00e9 par les parties prenantes des PRFM pour g\u00e9rer efficacement et efficacement la vitesse du trafic sur leurs routes. La gestion de la vitesse est un principe fondamental de l&#039;approche Syst\u00e8me s\u00fbr et constitue une pr\u00e9occupation majeure pour tous les responsables mondiaux de la s\u00e9curit\u00e9 routi\u00e8re, y compris la Banque mondiale, l&#039;Organisation mondiale de la sant\u00e9 (OMS) et les Nations Unies (ONU).<\/p>\n<p>La vitesse de circulation est si critique parce que la r\u00e9alisation de r\u00e9ductions, m\u00eame minimes, entra\u00eene des r\u00e9ductions disproportionn\u00e9es de l&#039;\u00e9nergie dans les collisions, qui est le facteur qui cause les blessures aux personnes impliqu\u00e9es. Cela signifie que la gestion des limites de vitesse et le ciblage des exc\u00e8s de vitesse sont essentiels pour parvenir aux r\u00e9ductions importantes du nombre de tu\u00e9s et de bless\u00e9s sur les routes qui sont si n\u00e9cessaires \u00e0 l&#039;\u00e9chelle mondiale.<\/p>\n<p>Le d\u00e9fi est le manque majeur d&#039;informations solides disponibles dans les PRITI pour permettre la gestion scientifique et syst\u00e9matique de la vitesse. Les flux de trafic, les limites de vitesse, les vitesses moyennes et les vitesses au 85e centile sont cependant cod\u00e9s par iRAP. Le SMAT r\u00e9utilise ces donn\u00e9es pour identifier o\u00f9 les limites de vitesse et les vitesses de circulation sont inappropri\u00e9es pour les niveaux de risque routier.<\/p>\n<p>L&#039;\u00e9quipe TRL travaille en \u00e9troite collaboration (mais \u00e0 distance) avec la police de la circulation, les autorit\u00e9s routi\u00e8res et d&#039;autres acteurs de la s\u00e9curit\u00e9 au N\u00e9pal, aux Fidji et au Ghana pour d\u00e9velopper la mani\u00e8re dont l&#039;outil peut \u00eatre mis en \u0153uvre dans les PRITI afin de fournir une base de donn\u00e9es pour la gestion de la vitesse. Le SMAT produit des sorties intuitives, pour aider \u00e0 expliquer les probl\u00e8mes de vitesse aux non-experts\u00a0; il produit des informations complexes pour aider le personnel technique \u00e0 d\u00e9velopper les r\u00e9ponses sp\u00e9cifiques pour r\u00e9duire les vitesses. Le projet identifie \u00e9galement de nouvelles sources de vitesses et de flux de trafic qui peuvent \u00eatre utilis\u00e9es pour mettre \u00e0 jour et augmenter les informations de codage iRAP.<\/p>\n<p>Le classement par \u00e9toiles iRAP a \u00e9t\u00e9 appliqu\u00e9 \u00e0 plus de 1,4 million de kilom\u00e8tres de routes \u00e0 ce jour. Cela signifie que l&#039;\u00e9volutivit\u00e9 potentielle du SMAT est importante.<\/p>\n<p>\u00ab Dans le cadre de ce projet, nous d\u00e9veloppons des approches pour appliquer efficacement les avantages SMAT de TRL dans les PRITI afin d&#039;aider les parties prenantes \u00e0 mieux g\u00e9rer tous les aspects des vitesses sur leurs r\u00e9seaux, conform\u00e9ment \u00e0 l&#039;approche du syst\u00e8me s\u00fbr. Nous identifions les donn\u00e9es suppl\u00e9mentaires n\u00e9cessaires pour d\u00e9ployer notre SMAT dans ces pays, comment les collecter et si les donn\u00e9es existantes peuvent r\u00e9pondre \u00e0 l&#039;exigence \u00bb, a d\u00e9clar\u00e9 le Dr Alix Edwards, responsable du d\u00e9veloppement durable chez TRL.<\/p>\n<p>Le responsable technique du projet, le Dr John Fletcher, a d\u00e9clar\u00e9\u00a0:\u00a0<em>&quot;<\/em>\u00c9tant donn\u00e9 que cet outil utilise des donn\u00e9es pr\u00e9existantes, il devrait \u00eatre relativement facile de le d\u00e9ployer \u00e0 grande \u00e9chelle dans tous les pays qui ont appliqu\u00e9 le classement par \u00e9toiles iRAP, et bon nombre d&#039;entre eux sont des LMIC. Le manque de donn\u00e9es est un d\u00e9fi, tout comme la capacit\u00e9, parmi les parties prenantes. En collaboration avec les professionnels de chaque pays, nous produirons \u00e9galement des supports pour mieux comprendre pourquoi la vitesse est essentielle, comment la g\u00e9rer et comment appliquer efficacement le SMAT.\u00a0\u00bb<\/p>\n<p>Le projet d&#039;\u00e9valuation SMAT est r\u00e9alis\u00e9 par TRL et soutenu par le Groupe de la Banque mondiale \u00e0 travers son Global Road Safety Facility (GRSF), gr\u00e2ce au UK Aid Grant Programme.
