Un r\u00e9alignement des incitations sur les r\u00e9sultats en mati\u00e8re de s\u00e9curit\u00e9 et les int\u00e9r\u00eats commerciaux est n\u00e9cessaire pour mobiliser et cibler le d\u00e9ficit d&#039;investissement estim\u00e9 \u00e0 $260 milliards n\u00e9cessaire pour r\u00e9duire de moiti\u00e9 le nombre de tu\u00e9s et de bless\u00e9s sur les routes d&#039;ici 2030. <strong>Le financement innovant du secteur priv\u00e9 et l&#039;investissement \u00e0 impact bas\u00e9 sur les r\u00e9sultats ont le potentiel de d\u00e9bloquer ce r\u00e9sultat gagnant-gagnant pour sauver des vies, \u00e9conomiser de l&#039;argent et cr\u00e9er des emplois dans le monde entier.<\/strong><\/p>\n<p>le <a href=\"https:\/\/www.worldbank.org\/en\/home\">Banque mondiale<\/a> et la Soci\u00e9t\u00e9 financi\u00e8re internationale (<a href=\"https:\/\/www.ifc.org\/\">IFC<\/a>), en partenariat avec le International Road Assessment Programme (<a href=\"https:\/\/www.irap.org\/\">iRAP<\/a>) et <a href=\"https:\/\/www.fia.com\/sites\/default\/files\/hlp_22-01.pdf\">Panel de haut niveau de la FIA pour la s\u00e9curit\u00e9 routi\u00e8re<\/a> ont publi\u00e9 un rapport examinant la d\u00e9faillance du march\u00e9 dans le financement de la s\u00e9curit\u00e9 routi\u00e8re et d\u00e9crivant des mod\u00e8les commerciaux pratiques pour mobiliser l&#039;investissement priv\u00e9 et le financement durable n\u00e9cessaires pour faire face \u00e0 la crise invisible des routes dangereuses.<\/p>\n<p>le <a href=\"https:\/\/blogs.worldbank.org\/ppps\/private-investment-road-safety-can-save-lives\"><em>Sauver des vies gr\u00e2ce \u00e0 des investissements priv\u00e9s dans la s\u00e9curit\u00e9 routi\u00e8re<\/em><\/a> <em>rapport<\/em> met en \u00e9vidence les accidents de la route comme l&#039;une des principales causes de d\u00e9c\u00e8s et de blessures graves (MSG) dans le monde. Poursuivre le \u00ab\u00a0business as usual\u00a0\u00bb verra plus de 375 millions de jeunes, pour la plupart, tu\u00e9s et bless\u00e9s au cours de la prochaine d\u00e9cennie, ce qui entra\u00eenera des pertes \u00e9conomiques de plus de 1\u00a0TP3\u00a0T\u00a020\u00a0000\u00a0milliards de dollars d&#039;ici 2030. Les accidents de la circulation peuvent co\u00fbter aux pays jusqu&#039;\u00e0 6\u00a0% de leur PIB et pi\u00e8gent les familles dans la pauvret\u00e9 alors qu&#039;elles perdent leur potentiel de g\u00e9n\u00e9ration de revenus et se concentrent sur la prestation de soins \u00e0 vie.<\/p>\n<p>Le rapport appelle \u00e0 une mobilisation critique des investissements du secteur priv\u00e9 pour combler le d\u00e9ficit et s&#039;aligne sur le <a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Plan mondial pour la D\u00e9cennie d&#039;action pour la s\u00e9curit\u00e9 routi\u00e8re 2021-2030<\/a> r\u00e9duire de moiti\u00e9 le nombre de morts et de bless\u00e9s sur les routes dans le monde d&#039;ici 2030. Cela comprend des investissements ax\u00e9s sur la r\u00e9alisation de l&#039;objectif 3 pour que toutes les nouvelles routes soient 3 \u00e9toiles ou mieux pour tous les usagers de la route et l&#039;objectif 4 pour voir plus de 75% de d\u00e9placements dans chaque pays pour \u00eatre sur les routes qui sont 3 \u00e9toiles ou mieux pour tous.<\/p>\n<p>Les partenaires ont \u00e9tudi\u00e9 des mod\u00e8les commerciaux et des instruments de financement pour permettre un plus grand investissement priv\u00e9 dans la s\u00e9curit\u00e9 routi\u00e8re. Une \u00e9quipe de consultants de <a href=\"https:\/\/dalberg.com\/\">Conseillers Dalberg<\/a> et <a href=\"https:\/\/www.cardno.com\/\">N \u00b0 de carte<\/a> ont \u00e9t\u00e9 engag\u00e9s pour \u00e9valuer leur viabilit\u00e9 et examiner leur potentiel dans 10 pays d&#039;Am\u00e9rique latine, d&#039;Asie et d&#039;Afrique. Les opportunit\u00e9s et les d\u00e9fis de l&#039;op\u00e9rationnalisation ont \u00e9t\u00e9 \u00e9valu\u00e9s dans les pays, notamment par l&#039;identification de projets pilotes potentiels. Dans la deuxi\u00e8me phase des travaux, <a href=\"https:\/\/www.socialfinance.org.uk\/\">Finance sociale<\/a> et <a href=\"https:\/\/www.impactstrategist.com\/\">Strat\u00e8ge d&#039;impact<\/a> ont \u00e9t\u00e9 engag\u00e9s pour apporter une lentille d&#039;investissement d&#039;impact \u00e0 la question.<\/p>\n<p>Une s\u00e9rie de solutions ont \u00e9t\u00e9 con\u00e7ues, dont huit arch\u00e9types de projets \u00e0 fort impact, un cadre pour la conception de projets de s\u00e9curit\u00e9 routi\u00e8re et cinq structures d&#039;investissement possibles. Les r\u00e9sultats de plus de 50 entretiens avec des parties prenantes avec des experts en s\u00e9curit\u00e9 routi\u00e8re, des autorit\u00e9s du secteur public, des acteurs de l&#039;\u00e9cosyst\u00e8me, des concessionnaires, des gestionnaires d&#039;actifs et des fonds et investisseurs de responsabilit\u00e9 sociale des entreprises (RSE) actifs en Am\u00e9rique latine, en Afrique subsaharienne et en Asie du Sud ont \u00e9clair\u00e9 l&#039;\u00e9tude .<\/p>\n<p>Le pr\u00e9sident du iRAP et secr\u00e9taire du Panel de haut niveau de la FIA, Miquel Nadal, a d\u00e9clar\u00e9 : \u00ab L&#039;incapacit\u00e9 du march\u00e9 \u00e0 prendre en compte de mani\u00e8re appropri\u00e9e les co\u00fbts des accidents de la route est l&#039;une des principales raisons du sous-investissement des secteurs public et priv\u00e9 dans la s\u00e9curit\u00e9 routi\u00e8re. La croissance de l&#039;investissement socialement responsable et du march\u00e9 de la finance durable offre une nouvelle opportunit\u00e9 de rem\u00e9dier \u00e0 l&#039;\u00e9chec et de traduire le dossier \u00e9conomique en un dossier commercial investissable qui offre \u00e0 la fois un impact salvateur et un retour sur investissement pour le capital priv\u00e9. Reconna\u00eetre les co\u00fbts et les avantages de la s\u00e9curit\u00e9 routi\u00e8re peut \u00e9clairer des m\u00e9canismes innovants pour cr\u00e9er et aligner des incitations \u00e0 l&#039;investissement et lib\u00e9rer le potentiel gagnant-gagnant des routes 3 \u00e9toiles ou mieux dans le monde.<\/p>\n<p>Le Plan mondial pour la D\u00e9cennie d&#039;action \u00e0 l&#039;horizon 2030 appelle les gouvernements et les partenaires \u00e0 \u00e9laborer et \u00e0 mettre en \u0153uvre des plans d&#039;action nationaux et locaux pour r\u00e9duire de moiti\u00e9 le nombre de tu\u00e9s et de bless\u00e9s sur les routes d&#039;ici 2030 et atteindre les 12 objectifs mondiaux de performance en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re, dont les objectifs 3 et 4 consistent \u00e0 garantir que tous de nouvelles routes sont construites selon une norme 3 \u00e9toiles ou mieux pour tous les usagers de la route (objectif 3), et plus de 751 TP2T de d\u00e9placements empruntent l&#039;\u00e9quivalent de routes 3 \u00e9toiles ou mieux pour tous les usagers de la route d&#039;ici 2030 (objectif 4). \u00ab Le leadership de la Banque mondiale dans ce travail, ainsi que les partenariats \u00e9tablis d&#039;IFC et de iRAP au Br\u00e9sil, d\u00e9montrent ce qui est d\u00e9j\u00e0 possible. Pour s&#039;assurer qu&#039;il s&#039;agit bien d&#039;une d\u00e9cennie d&#039;action et de prestation pour la s\u00e9curit\u00e9 routi\u00e8re, nous devons rapidement mettre \u00e0 l&#039;\u00e9chelle les solutions qui sauveront des vies et le financement du secteur priv\u00e9 est un \u00e9l\u00e9ment essentiel de ce changement radical n\u00e9cessaire pour r\u00e9duire de moiti\u00e9 le nombre de morts et de bless\u00e9s sur les routes d&#039;ici 2030. \u00bb Rob McInerney, PDG de iRAP a d\u00e9clar\u00e9.<\/p>\n<p>Selon <a href=\"https:\/\/www.vaccinesforroads.org\/\">Vaccins routiers de iRAP<\/a> Big Data Tool, atteindre les objectifs 3 et 4 d&#039;ici 2030 devrait sauver 450 000 vies par an et 100 millions de d\u00e9c\u00e8s et de blessures pendant la dur\u00e9e des traitements avec un avantage \u00e9conomique de $8 d&#039;\u00e9conomies pour chaque $1 investi.<\/p>\n<p>le <em>Sauver des vies gr\u00e2ce \u00e0 des investissements priv\u00e9s dans la s\u00e9curit\u00e9 routi\u00e8re<\/em> <em>rapport<\/em> fait partie de la s\u00e9rie Mobility and Transport Connectivity de la Banque mondiale.
