{"id":52154,"date":"2022-02-08T06:35:29","date_gmt":"2022-02-08T06:35:29","guid":{"rendered":"https:\/\/irap.org\/?p=52154"},"modified":"2022-08-05T05:36:17","modified_gmt":"2022-08-05T04:36:17","slug":"evaluating-progress-to-achieving-target-3","status":"publish","type":"post","link":"https:\/\/irap.org\/fr\/2022\/02\/evaluating-progress-to-achieving-target-3\/","title":{"rendered":"\u00c9valuation des progr\u00e8s vers la r\u00e9alisation de la cible 3"},"content":{"rendered":"<p>Le Fonds mondial pour la s\u00e9curit\u00e9 routi\u00e8re de la Banque mondiale (<a href=\"https:\/\/www.roadsafetyfacility.org\/\">GRSF<\/a>) et International Road Assessment Programme (<a href=\"https:\/\/www.irap.org\/\">iRAP<\/a>) ont lanc\u00e9 un projet innovant pour \u00e9valuer les progr\u00e8s des pays dans la r\u00e9alisation de l&#039;objectif 3 des Nations Unies : que d&#039;ici 2030, tous <strong>Nouveau<\/strong> les routes atteignent des normes techniques pour tous les usagers de la route qui tiennent compte de la s\u00e9curit\u00e9 routi\u00e8re, ou r\u00e9pondent \u00e0 une cote de 3 \u00e9toiles ou mieux.<\/p>\n<p>La s\u00e9curit\u00e9 des infrastructures routi\u00e8res est un objectif cl\u00e9 de la\u00a0<a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Plan mondial pour la D\u00e9cennie d&#039;action pour la s\u00e9curit\u00e9 routi\u00e8re 2021-2030\u00a0<\/a>qui appelle tous les gouvernements et partenaires \u00e0 r\u00e9aliser les <a href=\"https:\/\/resources.irap.org\/General\/12_UN_Global_Road_Safety_Targets.pdf\">12 objectifs de performance de l&#039;ONU en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re mondiale<\/a> dans leur pays, dont <a href=\"https:\/\/irap.org\/2018\/04\/targets-3-4-what-they-mean-for-safer-roads-globally\/\">Cibles 3 et 4<\/a> concernent les infrastructures routi\u00e8res.<\/p>\n<p>Le projet de deux ans \u00e0 multiples facettes comprendra un examen de plus de 10 projets routiers prioritaires achev\u00e9s \u00e0 l&#039;aide des donn\u00e9es d&#039;\u00e9valuation iRAP existantes et couvrant l&#039;ensemble du cycle de vie du projet, depuis la planification, la conception, la construction, l&#039;exploitation et l&#039;entretien.<\/p>\n<p>Le classement par \u00e9toiles et les estimations des d\u00e9c\u00e8s seront entrepris pour les conceptions de routes et les routes construites en utilisant le classement par \u00e9toiles pour les conceptions (<a href=\"https:\/\/irap.org\/star-rating-for-designs\/\">SR4D<\/a>) outil web pour comprendre leurs performances de s\u00e9curit\u00e9 par rapport \u00e0 l&#039;international <a href=\"https:\/\/irap.org\/3-star-or-better\/\">3 \u00e9toiles ou mieux<\/a> la norme.<\/p>\n<p>SR4D est un outil gratuit et un programme d&#039;applications fond\u00e9 sur des preuves, inform\u00e9 par la m\u00e9thodologie iRAP, qui permet la mesure simple et objective, et l&#039;am\u00e9lioration, du niveau de s\u00e9curit\u00e9 routi\u00e8re &quot;int\u00e9gr\u00e9&quot; \u00e0 une conception de route pour les occupants de v\u00e9hicules, les motocyclistes, les pi\u00e9tons et les cyclistes, avant le d\u00e9but des travaux de g\u00e9nie civil. L&#039;outil a \u00e9t\u00e9 d\u00e9velopp\u00e9 avec le soutien financier du GRSF.<\/p>\n<p>Une formation et un soutien seront fournis aux \u00e9quipes de recherche locales et aux fournisseurs des pays \u00e0 revenu faible et interm\u00e9diaire pour d\u00e9velopper les capacit\u00e9s d&#039;utilisation de la SR4D, comment effectuer des \u00e9valuations iRAP et identifier les domaines \u00e0 am\u00e9liorer.<\/p>\n<p>Un examen des normes et sp\u00e9cifications de conception locales et une enqu\u00eate aupr\u00e8s des parties prenantes seront mis en \u0153uvre en consultation avec les autorit\u00e9s routi\u00e8res locales, les consultants, les agences gouvernementales, les BMD concern\u00e9es et d&#039;autres partenaires pour identifier les obstacles \u00e0 la planification et \u00e0 la gestion de routes plus s\u00fbres.<\/p>\n<p>Les donn\u00e9es avant et apr\u00e8s l&#039;accident, lorsqu&#039;elles sont disponibles, seront collect\u00e9es et analys\u00e9es.<\/p>\n<p>Le projet verra l&#039;am\u00e9lioration de l&#039;outil Web SR4D, y compris l&#039;assurance qualit\u00e9, la fonctionnalit\u00e9 de certification et l&#039;assistance aux utilisateurs.<\/p>\n<p>Pour combler les lacunes dans les connaissances et soutenir l&#039;am\u00e9lioration des r\u00e9sultats en mati\u00e8re de s\u00e9curit\u00e9 pour tous les usagers de la route dans les pays \u00e0 revenu faible et interm\u00e9diaire, des orientations sur les connaissances seront \u00e9labor\u00e9es pour \u00e9clairer les am\u00e9liorations \u00e0 <a href=\"https:\/\/www.who.int\/groups\/united-nations-road-safety-collaboration\">Collaboration des Nations Unies en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re<\/a> ressources et les <a href=\"https:\/\/toolkit.irap.org\/\">Bo\u00eete \u00e0 outils de s\u00e9curit\u00e9 routi\u00e8re<\/a>, un r\u00e9f\u00e9rentiel en ligne gratuit d&#039;informations sur les causes et la pr\u00e9vention des accidents de la route entra\u00eenant des d\u00e9c\u00e8s et des blessures.<\/p>\n<p>Outre l&#039;\u00e9valuation des progr\u00e8s dans la r\u00e9alisation de l&#039;objectif 3, le projet identifiera les facteurs qui ont eu une influence sur la r\u00e9alisation de l&#039;objectif et les obstacles qui emp\u00eachent syst\u00e9matiquement les conceptions d&#039;atteindre l&#039;objectif, et formulera des recommandations pour les projets futurs,<\/p>\n<p>Le projet de 2 ans est soutenu par <a href=\"https:\/\/www.ukaiddirect.org\/\">Aide britannique<\/a>, \u00e0 travers le Global Road Safety Facility (GRSF) et mis en \u0153uvre par iRAP.<\/p>\n<p>Selon iRAP <a href=\"https:\/\/www.vaccinesforroads.org\/\">Vaccins pour les routes<\/a>, atteindre les objectifs 3 et 4 des Nations Unies d&#039;ici 2030 signifie sauver 450 000 vies par an avec un avantage \u00e9conomique de $8 d&#039;\u00e9conomies pour chaque $1 investi.<\/p>\n<p>Pour comprendre l&#039;impact humain des accidents de la route, la s\u00e9curit\u00e9 des routes du monde pour les diff\u00e9rents groupes d&#039;usagers de la route et par pays, et l&#039;analyse de rentabilisation humaine et \u00e9conomique pour des routes plus s\u00fbres, visitez <a href=\"https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/\">https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/<\/a><\/p>\n<p><em>Source de l&#039;image\u00a0: Shutterstock<\/em><\/p>","protected":false},"excerpt":{"rendered":"<p>The World Bank Global Road Safety Facility (GRSF) and International Road Assessment Programme (iRAP) have commenced an innovative project to evaluate countries\u2019 progress in achieving UN Target 3: that by [&hellip;]<\/p>\n","protected":false},"author":21,"featured_media":52156,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"","_et_pb_old_content":"","_et_gb_content_width":"","_price":"","_stock":"","_tribe_ticket_header":"","_tribe_default_ticket_provider":"","_tribe_ticket_capacity":"0","_ticket_start_date":"","_ticket_end_date":"","_tribe_ticket_show_description":"","_tribe_ticket_show_not_going":false,"_tribe_ticket_use_global_stock":"","_tribe_ticket_global_stock_level":"","_global_stock_mode":"","_global_stock_cap":"","_tribe_rsvp_for_event":"","_tribe_ticket_going_count":"","_tribe_ticket_not_going_count":"","_tribe_tickets_list":"[]","_tribe_ticket_has_attendee_info_fields":false,"footnotes":""},"categories":[24,120],"tags":[272,726],"class_list":["post-52154","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","category-star-rating-for-designs","tag-grsf","tag-target-3"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.3 -
