custom_padding__hover=&#8221;|||&#8221;][et_pb_text _builder_version=&#8221;4.11.3&#8243; _module_preset=&#8221;default&#8221; hover_enabled=&#8221;0&#8243; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p>Safe road infrastructure is a key focus of the <a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Global Plan for the Decade of Action for Road Safety 2021-2030<\/a> alongside safe road use, safe vehicles, multimodal transport and land-use planning, and post-crash response. iRAP is ready to support partners and governments as they draw on the Global Plan to develop and implement national and local action plans to halve global road deaths and injuries by 2030.<\/p>\n<p>The Global Plan was developed by the World Health Organization (WHO) and the United Nations Regional Commissions, in cooperation with partners in the United Nations Road Safety Collaboration and other stakeholders.<\/p>\n<p>The Global Plan outlines the \u201cwhat to do, how to do it and who to do it\u201d to achieve the <a href=\"https:\/\/www.who.int\/violence_injury_prevention\/road_traffic\/12GlobalRoadSafetyTargets.pdf\">12 Global Road Safety Performance Targets<\/a>, calling on governments and partners to implement the Safe Systems Approach in the creation and implementation of strategies and programmes for road safety, sustainable mobility and urban design.<\/p>\n<p>[\/et_pb_text][et_pb_button button_url=&#8221;https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&#038;download=true&#8221; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<p>iRAP\u2019s tools, training and support can assist partners in the implementation of actions which address \u00a07 recommendations and 8 key themes in the Global Plan.<\/p>\n<p>The following are examples of how iRAP and its partners can support countries implementing the Plan to achieve 3-star or better road safety.<\/p>\n<p>&nbsp;<\/p>\n<table style=\"height: 618px; width: 100%; border-collapse: collapse;\" border=\"1\">\n<tbody>\n<tr style=\"height: 23px;\">\n<td style=\"width: 50%; height: 12px; text-align: center;\"><strong>GLOBAL PLAN SAFER ROADS RECOMMENDATIONS AND THEMES<\/strong><\/td>\n<td style=\"width: 50%; height: 12px; text-align: center;\"><strong>HOW IRAP AND ITS PARTNERS CAN HELP<\/strong><\/td>\n<\/tr>\n<tr style=\"height: 23px;\">\n<td style=\"width: 50%; height: 23px;\">\n<p><strong>RECOMMENDATION 1:<\/strong><\/p>\n<p><em style=\"font-family: inherit; font-size: inherit;\">Develop functional classifications and desired <strong>safety performance standards for each road user group<\/strong> at the geographic land-use and road corridor level.<\/em><\/p>\n<\/td>\n<td style=\"width: 50%; height: 23px;\" width=\"301\">\n<ul>\n<li><a href=\"https:\/\/irap.org\/2018\/04\/targets-3-4-what-they-mean-for-safer-roads-globally\/\">UN Targets 3 and 4<\/a> include ensuring all new roads are built to a 3-star or better standard for all road users (Target 3), and more than 75% of travel is on the equivalent of 3-star or better roads for all road users by 2030 (Target 4).<\/li>\n<li><a href=\"https:\/\/irap.org\/how-we-can-help\/?et_open_tab=et_pb_tab_0#mytabs|0\">Star Ratings<\/a> provide an objective measure of the level of safety which is \u2018built-in\u2019 to the road for vehicle occupants, motorcyclists, bicyclists and pedestrians.<\/li>\n<li>iRAP\u2019s <a href=\"https:\/\/resources.irap.org\/General\/Road_Infrastructure_KPIs_using_the_iRAP_Global_Standard.pdf?_ga=2.204747415.609971247.1635059907-1712351540.1622418934\">Global Infrastructure KPIs<\/a> provide clear measures for the achievement of the Targets for infrastructure, crash data, speed management and attribute performance, in terms of each road user group.<\/li>\n<li>iRAP and its partners have conducted over 1.3 million km of <a href=\"https:\/\/irap.org\/how-we-can-help\/#\">Star Rating assessments<\/a> and 1.5 million km of <a href=\"https:\/\/irap.org\/how-we-can-help\/#\">Crash Risk Mapping<\/a> in 104 countries informing <a href=\"https:\/\/irap.org\/how-we-can-help\/#\">Safer Road Investment Plans<\/a> and <a href=\"https:\/\/irap.org\/how-we-can-help\/#\">Performance Tracking<\/a> to maximise the safety of new and existing roads for all road users.<\/li>\n<li><a href=\"https:\/\/www.vaccinesforroads.org\/\">Vaccines for Roads<\/a> provides supporting information on the safety ratings of roads worldwide, the human impact of crashes and the business case for investment.<\/li>\n<li>IRAP metrics have been adopted and used by national governments, state and local governments, development banks, mobility clubs and the private sector. They are recommended for use by the United Nations, World Health Organisation, FIA Foundation and other leading institutions.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 50%;\">\n<p><strong>RECOMMENDATION 2:<\/strong><\/p>\n<p><em>Review and update legislation and local design standards that consider road function and the needs of all road users, and for specific zones.<\/em><\/p>\n<\/td>\n<td style=\"width: 50%;\">\n<p>iRAP and its partners developed resources that help show how roads can be built to achieve Star Rating targets. For example:<\/p>\n<ul>\n<li>The <a href=\"https:\/\/irap.org\/2021\/05\/irap-star-ratings-of-nacto-gdcis-global-street-design-guide-now-available-in-multiple-languages\/\">iRAP Star Ratings of NACTO-GDCI\u2019s Global Street Design Guide<\/a> and <a href=\"https:\/\/irap.org\/2021\/05\/nacto-gdci-and-irap-release-animations-to-demonstrate-how-low-speeds-can-protect-people\/\">animations<\/a><\/li>\n<li><a href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;ved=2ahUKEwjo_ffC0-TzAhVUPHAKHS0mBjkQFnoECAMQAQ&amp;url=https%3A%2F%2Fwww.unescap.org%2Fsites%2Fdefault%2Ffiles%2FFinalized_Annex%2520II%2520bis%2520AH%2520Design%2520Standards%2520for%2520Road%2520Safety.pdf&amp;usg=AOvVaw2atT_IqCBgn4Ai8TPCWUwu\">Asian Highway Design Standard for Road Safety<\/a> and <a href=\"https:\/\/www.aprso.org\/document\/guides\/asian-highway-design-standard-road-safety-design-guidelines\">Guidelines<\/a><\/li>\n<li><a style=\"font-family: inherit; font-size: inherit;\" href=\"https:\/\/irap.org\/2020\/05\/irap-star-rating-model-features-in-new-austroads-guides-to-help-develop-sustainable-network-safety-plans\/\">Austroads Design Guides<\/a><\/li>\n<li><a style=\"font-family: inherit; font-size: inherit;\" href=\"https:\/\/mailchi.mp\/indiarap.org\/indiarap-news-october-2021?e=%5bUNIQID%5d#IndiaRAPH-7\">IndiaRAP represented on H-7 Road Safety and Design Committee<\/a><\/li>\n<li>Global Road Safety Facility (GRSF)\u00a0 Road Safety Design Guide<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr style=\"height: 23px;\">\n<td style=\"width: 50%; height: 23px;\">\n<p><strong>RECOMMENDATION 3:<\/strong><\/p>\n<p><em><strong>Specify a technical standard<\/strong> <strong>and star rating target<\/strong> <strong>for all designs<\/strong> linked to each road user, and the desired safety performance standard at that location.\u00a0<\/em><\/p>\n<\/td>\n<td style=\"width: 50%; height: 23px;\" width=\"301\">\n<ul>\n<li><a href=\"https:\/\/irap.org\/star-rating-for-designs\/\">Star Rating for Designs<\/a> (SR4D) is a free tool and evidence-based programme of applications informed by the <a href=\"https:\/\/irap.org\/how-we-can-help\/\">iRAP Methodology<\/a> which enable objective measurement and improvement of the level of safety \u2018built in\u2019 to a road design for vehicle occupants, motorcyclists, pedestrians and cyclists, before the commencement of civil works. SR4D supports the inclusion of Star Rating Targets in the tender process and will help countries achieve Target 3.<\/li>\n<li>The\u00a0<a href=\"https:\/\/irap.org\/project\/star-rating-demonstrator\/\">Star Rating Demonstrator<\/a>\u00a0is an interactive tool which enables road safety stakeholders to explore the relationship between road design elements and speed to achieve a 3-star or better safety experience for all road user groups.<\/li>\n<li><a href=\"https:\/\/starratingforschools.org\/\">Star Rating for Schools<\/a> (SR4S) is an evidence-based tool for measuring, managing and communicating the risk children are exposed to at spot locations on a journey to school and informs quick evidence-based interventions that save lives.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr style=\"height: 23px;\">\n<td style=\"width: 50%; height: 23px;\">\n<p><strong>RECOMMENDATION 4:<\/strong><\/p>\n<p><em><strong style=\"font-family: inherit; font-size: inherit;\">Implement infrastructure treatments that ensure logical and intuitive compliance<\/strong><span style=\"font-family: inherit; font-size: inherit;\"> with the desired speed environment (e.g. 30 km\/h urban centres; \u2264 80 km\/h undivided rural roads; 100 km\/h expressways).<\/span><strong style=\"font-family: inherit; font-size: inherit;\">\u00a0<\/strong><\/em><\/p>\n<\/td>\n<td style=\"width: 50%; height: 23px;\" width=\"301\">\n<ul>\n<li>The <a href=\"http:\/\/toolkit.irap.org\/\">Road Safety Toolkit<\/a> provides free information on the causes and prevention of road crashes that cause death and injury. It includes information on treatments, crash types, road users and management approaches and helps engineers, planners and policy makers develop safety plans for vehicle occupants, motorcyclists, pedestrians, bicyclists, heavy vehicle occupants and public transport users. (Update due late 2021)<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr style=\"height: 23px;\">\n<td style=\"width: 50%; height: 23px;\">\n<p><strong>RECOMMENDATION 5:<\/strong><\/p>\n<p><em>Undertake road safety audits on all sections of new roads (pre-feasibility through to detailed design) and <strong>complete assessments using independent and accredited experts<\/strong> to <strong>ensure a minimum standard of three stars or better for all road users.<\/strong><\/em><\/p>\n<\/td>\n<td style=\"width: 50%; height: 23px;\">\n<ul>\n<li><a style=\"font-family: inherit; font-size: inherit;\" href=\"https:\/\/irap.org\/star-rating-for-designs\/\">SR4D<\/a><span style=\"font-family: inherit; font-size: inherit;\"> strengthens the road safety audit process, complementing it with an objective and repeatable qualification of road user risk.<\/span><\/li>\n<li>With ADB, iRAP is developing a CAREC Road Safety Engineering Manual that will show how audits and the iRAP methodology can be used together to save lives (due in 2022).<\/li>\n<li>iRAP\u2019s <a href=\"https:\/\/irap.org\/accreditation\/\">Accreditation Programme<\/a> has seen 155 expert suppliers accredited worldwide to perform road safety assessments to an independent and globally consistent standard and ensure a minimum standard of 3-star better for all road users is reached.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 50%;\">\n<p><strong>RECOMMENDATION 6:<\/strong><\/p>\n<p><em>Undertake <strong>crash-risk mapping<\/strong> (where crash data are reliable) and <strong>proactive safety assessments and inspections<\/strong> on the target network with a focus on relevant road user needs as appropriate.<\/em><\/p>\n<\/td>\n<td style=\"width: 50%;\">\n<ul>\n<li>The <a href=\"https:\/\/irap.org\/how-we-can-help\/?et_open_tab=et_pb_tab_0#mytabs|0\">iRAP methodology<\/a> offers both reactive and proactive approaches to assessing safety on networks.<\/li>\n<li>The <a href=\"https:\/\/irap.org\/how-we-can-help\/?et_open_tab=et_pb_tab_0#mytabs|2\">Crash Rate Risk Mapping<\/a> protocol is based on actual crash data and offers a reactive approach to risk management. Star Ratings, Fatality and Serious Injury Estimations, and Safer Roads Investment Plans (SRIP) are part of a proactive approach to risk management \u2013 that is, they can be performed without reference to detailed crash data.<\/li>\n<li>The methodology, <a href=\"https:\/\/irap.org\/knowledge-base-for-manuals\/\">specifications<\/a>, training and case studies are available online.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 50%;\">\n<p><strong>RECOMMENDATION 7:<\/strong><\/p>\n<p><em>Set a performance target for each road user based on the inspection results with clear measurable metrics at the road-attribute level (e.g. sidewalk provision).<\/em><\/p>\n<\/td>\n<td style=\"width: 50%;\">\n<ul>\n<li>Following safety assessments, performance targets based on the iRAP methodology have been adopted and used by national governments, state and local governments, development banks, mobility clubs and the private sector. <a href=\"https:\/\/resources.irap.org\/General\/iRAP_Global_Policy_Case_Study.pdf\">Examples include<\/a>\u00a0Malaysia,\u00a0Australia, UK, Saudi Arabia, Sweden, New Zealand, and more.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr>\n<td style=\"width: 50%;\">\n<p><strong>MULTIMODAL TRANSPORT AND LANDUSE PLANNING<\/strong><\/p>\n<p><em style=\"font-family: inherit; font-size: inherit;\">Multimodal transport and land-use planning is an important starting point for implementing a Safe System.<\/em><\/p>\n<\/td>\n<td style=\"width: 50%;\">\n<ul>\n<li>By helping to ensure that road projects are fundamentally safe for all expected modes, abilities and journeys, the iRAP methodology and associated performance targets can play a critically important role in supporting investment in meeting demand for the safest, healthiest and cleanest modes of transport.<\/li>\n<li><a href=\"https:\/\/irap.org\/cyclerap\/\">CycleRAP<\/a> is an easy, affordable and fast method of evaluating bicycling infrastructure for safety.<\/li>\n<li>With more than 70% of the global population expected to live in urban settings by 2030, we can aim for 5-star journeys for everyone in cities.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr style=\"height: 23px;\">\n<td style=\"width: 50%; height: 23px;\">\n<p><strong>CAPACITY BUILDING<\/strong><\/p>\n<p><strong><em>Capacity-building<\/em><\/strong><em> for road safety professionals should be given top priority. <span style=\"font-family: inherit; font-size: inherit;\">Training for professionals in allied fields (such as journalism) can be an effective means of strengthening advocacy and policy support for road safety efforts.<\/span><\/em><\/p>\n<\/td>\n<td style=\"width: 50%; height: 23px;\">\n<ul>\n<li>iRAP\u2019s <a href=\"https:\/\/irap.org\/training\/\">Training Programme<\/a> has seen over 38,000 people trained supporting introductory learnings, Postgraduate specialisation and\u00a0<a href=\"https:\/\/irap.org\/accreditation\/\">Supplier Accreditation<\/a>.<\/li>\n<li>iRAP content can be integrated into all road transport and land use planning training and education.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr style=\"height: 23px;\">\n<td style=\"width: 50%; height: 23px;\">\n<p><strong>LOW- AND MIDDLE-INCOME COUNTRIES\u00a0<\/strong><\/p>\n<p><em>Low- and middle-income countries (LMIC) account for more than 90% of all road traffic deaths \u2026 achieving the Decade target will require increased attention and support to these countries.\u00a0<\/em><\/p>\n<p><em><span style=\"font-family: inherit; font-size: inherit;\">Multinational corporations operating in low- and middle-income countries should monitor the safety of their operations\u2026<\/span><\/em><\/p>\n<p><em>Through the establishment of regional networks and alliances, countries can increase their leverage\u2026<\/em><\/p>\n<\/td>\n<td style=\"width: 50%; height: 23px;\">\n<p>Examples of iRAP support and partnerships to eliminate high-risk roads in LMIC countries:<\/p>\n<ul>\n<li>iRAP is supporting the <a href=\"https:\/\/irap.org\/2020\/11\/irap-support-of-grsf-in-bigrs-phase-3-kicks-off\/\">World Bank GRSF Bloomberg Philanthropies for Global Road Safety Initiative<\/a> from 2010-2025 which has dedicated $259 million over 12 years to implement interventions proven to reduce road traffic fatalities and injuries in LMIC.<\/li>\n<li>iRAP and its partners have Star Rated over 710,000km of roads and designs and Risk Mapped 103,000km in LMIC. The safety of more than $USD$30 billion of infrastructure investment has been influenced.<\/li>\n<li>iRAP&#8217;s\u00a0<a href=\"https:\/\/irap.org\/grantapplications\/\">Training and Accreditation Grants for LMIC professionals <\/a>is supporting 60 road safety professionals from low and lower-middle income countries to build their capability to use the iRAP methodology.<\/li>\n<li>Partnerships with multilateral development banks including the <a href=\"https:\/\/irap.org\/2020\/02\/media-release-idb-and-irap-will-work-together-to-improve-road-safety-in-latin-america-and-the-caribbean\/\">Inter-American Development Bank<\/a>, <a href=\"https:\/\/irap.org\/2020\/02\/eib-partners-with-leading-road-safety-ngos-to-halve-road-deaths-by-2030\/\">European Investment Bank<\/a> and <a href=\"https:\/\/irap.org\/2021\/08\/adb-and-irap-sign-new-partnership-to-save-lives-in-the-asia-pacific\/\">Asian Development Bank<\/a> are promoting programmes for safe and sustainable transport.<\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr style=\"height: 23px;\">\n<td style=\"width: 50%; height: 23px;\">\n<p><strong>VULNERABLE ROAD USERS<\/strong><\/p>\n<p><em><strong>Road infrastructure must be planned, designed, built and operated<\/strong> to enable multimodal mobility, including <strong>shared\/public transport, and walking and cycling<\/strong>. It must eliminate or minimize risks for all road users, not just drivers, starting with the most vulnerable.<\/em><\/p>\n<\/td>\n<td style=\"width: 50%; height: 23px;\">\n<ul>\n<li>Star Ratings quantify the level of safety &#8216;built in&#8217; to the road for vulnerable bicyclists, pedestrians and motorcyclists, not just vehicle occupants.<\/li>\n<li><a style=\"font-family: inherit; font-size: inherit;\" href=\"https:\/\/www.vaccinesforroads.org\/\">Vaccines for Roads<\/a><span style=\"font-family: inherit; font-size: inherit;\"> unlocks the potential of the world\u2019s largest road infrastructure safety database to show how safe the world\u2019s and individual countries\u2019 roads are by road user group, the human and economic impact of injury, the road attributes that matter, the Business Case for 3-star or better roads for all road users worldwide and case studies of success. It is a valuable resource for partners working in countries to understand and improve vulnerable road user safety.<\/span><\/li>\n<\/ul>\n<\/td>\n<\/tr>\n<tr style=\"height: 23px;\">\n<td style=\"width: 50%; height: 23px;\">\n<p><strong>INTEGRATING TECHNOLOGY FOR INNOVATION THAT SAVES LIVES<\/strong><\/p>\n<p><em>The <strong>physical and digital infrastructure needs for advanced driver assistance technologies and autonomous vehicles<\/strong> require specification.\u00a0<\/em><\/p>\n<p><em><strong style=\"font-family: inherit; font-size: inherit;\">Adapting technologies for the Safe Systems &#8211; <\/strong><span style=\"font-family: inherit; font-size: inherit;\">Vehicle-to-vehicle and vehicle-to-infrastructure communications can contribute to safer and more sustainable mobility. <\/span><\/em><\/p>\n<p><em><span style=\"font-family: inherit; font-size: inherit;\">Managing the technological revolution and its potential impact on road safety&#8230; <\/span><\/em><\/p>\n<p><em><span style=\"font-family: inherit; font-size: inherit;\">Increasing connectivity and other mobile technologies create new opportunities as well as challenges that require assessment and policies, regulations \u2026<\/span><\/em><\/p>\n<\/td>\n<td style=\"width: 50%; height: 23px;\">\n<ul>\n<li><span style=\"font-family: inherit; font-size: inherit;\">The accelerated and intelligent collection and coding of road attribute data has the potential to reduce the time, cost and effort required to undertake road safety assessments and improve accuracy.\u00a0<\/span><a style=\"font-family: inherit; font-size: inherit;\" href=\"https:\/\/irap.org\/project\/ai-rap\/\">AiRAP<\/a><span style=\"font-family: inherit; font-size: inherit;\"> aims to capture advances in artificial intelligence, machine learning, vision systems, LIDAR, telematics and other data sources to deliver critical information on road safety, crash performance and investment prioritisation for all road users, and provide a harmonised data platform for the benefit of all.<\/span><\/li>\n<li>The just-completed <a href=\"https:\/\/irap.org\/2020\/12\/eurorap-news-results-from-the-cef-slain-project-launched-road-infrastructure-requirements-for-connected-and-autonomous-vehicles-cav\/\">EuroRAP CEF SLAIN Project<\/a> has explored the \u2018\u2019Road Infrastructure Requirements for Connected and Autonomous Vehicles (CAV)\u2019\u2019.<\/li>\n<li>The research report series \u201c<a href=\"https:\/\/irap.org\/2018\/06\/new-report-tackles-the-transition-to-automated-vehicles-on-roads-that-cars-can-read\/\">Roads That Cars Can Read<\/a>\u201d examines the relationship between road infrastructure and safety for conventional and increasingly-autonomous vehicles (AVs) and provides a framework for infrastructure safety investment.<\/li>\n<li>iRAP&#8217;s <a href=\"https:\/\/irap.org\/innovation-framework\/\">Innovation Framework<\/a> provides the governance structures, partnerships and discipline for the development and operations of new products and services, modelling innovations and partnerships which use iRAP intelligence.
