Pour y parvenir, il s\u2019appuiera sur la synergie interdisciplinaire entre la simulation du trafic, l\u2019\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re, le comportement humain, la mod\u00e9lisation du transfert modal et de la demande induite, ainsi que les donn\u00e9es de mobilit\u00e9 nouvelles et \u00e9mergentes. Ax\u00e9 sur la s\u00e9curit\u00e9 des usagers vuln\u00e9rables de la route, le projet PHOEBE, d\u2019une dur\u00e9e de 3,5 ans, s\u2019inspirera de sc\u00e9narios concrets dans les trois villes pilotes que sont Ath\u00e8nes, Valence et les West Midlands. En combinant les mod\u00e8les et les m\u00e9thodes de iRAP et d\u2019Aimsun, les r\u00e9sultats de PHOEBE pourront servir de mod\u00e8le \u00e0 d\u2019autres villes europ\u00e9ennes pour d\u00e9velopper leurs propres outils de connaissance, tels que la mod\u00e9lisation d\u2019analyses socio-\u00e9conomiques, l\u2019\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re urbaine, ainsi que la mod\u00e9lisation du comportement humain et des choix des usagers.<\/em><\/p>\n<p><strong><a href=\"https:\/\/phoebe-project.eu\/\">PH\u00c9B\u00c9<\/a> Des experts se sont affair\u00e9s \u00e0 explorer l'approche m\u00e9thodologique et technique que le projet suivra pour d\u00e9velopper le cadre PHOEBE. Ils ont obtenu un aper\u00e7u gr\u00e2ce \u00e0 des recherches documentaires et une revue de la litt\u00e9rature sur les derni\u00e8res connaissances en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re et de mod\u00e9lisation des transports. Des enqu\u00eates en ligne aupr\u00e8s des parties prenantes et des groupes de discussion ont \u00e9galement \u00e9t\u00e9 men\u00e9es pour comprendre les utilisations et les pratiques actuelles d'\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re et de simulation microscopique du trafic sur les r\u00e9seaux routiers urbains, ainsi que l'\u00e9tendue de leur influence sur la prise de d\u00e9cision en mati\u00e8re de planification et de gestion des routes urbaines.<\/strong><\/p>\n<p>La revue de l'\u00e9tat de l'art a couvert l'\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re, la microsimulation du trafic, les mod\u00e8les de comportement humain, le report modal et la demande induite dans plus de 300 articles de recherche. L'enqu\u00eate en ligne et les groupes de discussion ont identifi\u00e9 les lacunes et les besoins des gestionnaires de transport, des praticiens et des autorit\u00e9s dans les trois villes pilotes d'Ath\u00e8nes, de Valence et des West Midlands, ainsi que dans d'autres r\u00e9gions.<\/p>\n<p><strong>R\u00e9sum\u00e9 des conclusions de l'examen<\/strong><\/p>\n<p>Les conclusions de la revue syst\u00e9matique ont mis en \u00e9vidence les lacunes actuelles dans les domaines de la science et de la politique. De plus, la revue a \u00e9clair\u00e9 les liens cruciaux entre la simulation du trafic, l'\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re et le r\u00f4le des mod\u00e8les de comportement humain dans le renforcement de la cr\u00e9dibilit\u00e9 de ces deux derniers ; ce \u2018 triangle \u2019 constitue une partie importante des fondements de la m\u00e9thodologie PHOEBE. Le cadre PHOEBE comprend plusieurs composants interd\u00e9pendants qui doivent \u00eatre am\u00e9lior\u00e9s, mis \u00e0 niveau et interconnect\u00e9s pour atteindre les objectifs scientifiques du cadre m\u00e9thodologique et aboutir \u00e0 un outil de soutien politique utilisable et efficace.<\/p>\n<p>La revue a confirm\u00e9 que la<a href=\"https:\/\/irap.org\/fr\/rap-tools\/infrastructure-ratings\/star-ratings\/\"> \u00c9toiles iRAP<\/a> sont une m\u00e9thodologie appropri\u00e9e d'\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re pour r\u00e9pondre aux besoins du projet. Cette m\u00e9thode int\u00e8gre des mod\u00e8les individuels pour les usagers vuln\u00e9rables de la route (UVR) et est applicable \u00e0 toutes les r\u00e9gions et tous les types de routes (y compris les r\u00e9seaux routiers urbains). Cependant, les Star Ratings fournissent des notes de s\u00e9curit\u00e9 statiques. Les variables de vitesse et de trafic des mod\u00e8les de simulation de trafic seront int\u00e9gr\u00e9es pour permettre une pr\u00e9diction de s\u00e9curit\u00e9 dynamique et une meilleure repr\u00e9sentation du comportement humain. Les partenaires de PHOEBE se sont r\u00e9cemment r\u00e9unis pour am\u00e9liorer la compr\u00e9hension des Star Ratings parmi les membres du consortium.<\/p>\n<p><strong>Choix du mode<\/strong><\/p>\n<p>Un autre aspect comportemental \u00e9valu\u00e9 par PHOEBE est le choix modal ou le report modal des utilisateurs, qui a \u00e9galement un impact sur la s\u00e9curit\u00e9 au niveau du r\u00e9seau d'une ville. Comprendre le report modal et la demande induite est essentiel pour appr\u00e9hender les changements dans le flux et la vitesse du r\u00e9seau et leurs impacts sur la s\u00e9curit\u00e9 du syst\u00e8me de transport. La mod\u00e9lisation du ph\u00e9nom\u00e8ne de choix modal et la pr\u00e9vision de la part modale et du report modal font partie int\u00e9grante de la mod\u00e9lisation de la demande de d\u00e9placements. Il a \u00e9galement \u00e9t\u00e9 conclu qu'il existe une grande exp\u00e9rience dans le d\u00e9veloppement de tels mod\u00e8les pour les zones urbaines, mais pas pour les modes de transport durables (autres que les transports publics), la micromobilit\u00e9 et la mobilit\u00e9 automatis\u00e9e. L'inclusion de certains nouveaux modes, en particulier la micromobilit\u00e9, sera essentielle pour la capacit\u00e9 du cadre PHOEBE \u00e0 pr\u00e9voir l'adoption de nouveaux modes de transport.<\/p>\n<p><strong>Consultations avec les parties prenantes<\/strong><\/p>\n<p>Le questionnaire d'enqu\u00eate et les groupes de discussion visaient \u00e0 \u00e9valuer diff\u00e9rents aspects du cadre PHOEBE du point de vue des utilisateurs finaux, afin de produire une d\u00e9claration de besoins. L'enqu\u00eate a \u00e9t\u00e9 diffus\u00e9e en ligne aupr\u00e8s de 50 participants qui ont fourni des informations sur les mod\u00e8les comportementaux, les m\u00e9thodes de collecte de donn\u00e9es, les donn\u00e9es de changement modal, les mod\u00e8les socio-\u00e9conomiques, l'\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re et la microsimulation. Dix-neuf (19) participants de 15 villes ont particip\u00e9 aux groupes de discussion qui ont suivi un script et un processus d\u00e9di\u00e9s pour saisir les perceptions et les exp\u00e9riences de leur travail quotidien, de leurs besoins et de leurs capacit\u00e9s lors de travaux sur l'\u00e9valuation et la simulation de la s\u00e9curit\u00e9 routi\u00e8re.<\/p>\n<p>La d\u00e9claration de besoins souligne, entre autres, l'existence de plusieurs d\u00e9fis, notamment des structures organisationnelles diff\u00e9rentes en mati\u00e8re de connaissances et de pratiques dans les villes et certaines lacunes dans les outils actuels, comme la prise en compte limit\u00e9e des options de report modal (en particulier avec les nouvelles solutions de mobilit\u00e9 \u00e9mergentes). De plus, les VUR et les nouvelles mobilit\u00e9s doivent \u00eatre int\u00e9gr\u00e9s non seulement dans les outils, mais aussi dans les connaissances et les pratiques organisationnelles. Les nouvelles sources de donn\u00e9es \u00e9mergentes sont co\u00fbteuses \u00e0 collecter et \u00e0 traiter, et le manque de ressources humaines poss\u00e9dant la formation et les connaissances pertinentes peut constituer un obstacle \u00e0 l'exploitation de ces nouvelles donn\u00e9es. La d\u00e9claration de besoins couvre trois \u00e9l\u00e9ments d'objectifs strat\u00e9giques, de soutien \u00e0 la d\u00e9cision et de pratique quotidienne, ainsi que des besoins m\u00e9thodologiques.<\/p>\n<p><strong>Messages cl\u00e9s et conclusions<\/strong><\/p>\n<p>Sur la base des besoins des parties prenantes et de l'examen de la litt\u00e9rature, une conception conceptuelle du cadre m\u00e9thodologique PHOEBE sera \u00e9labor\u00e9e selon les principes de conception suivants (entre autres) :<\/p>\n<ul>\n<li>Les mod\u00e8les de choix modal et de report modal sont les premi\u00e8res \u00e9tapes \u00e0 franchir pour simuler les impacts sur le trafic et la s\u00e9curit\u00e9.<\/li>\n<li>Fusion de l'\u00e9valuation routi\u00e8re et de la simulation de trafic : la forte interrelation entre la simulation de trafic et l'\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re est au c\u0153ur de la m\u00e9thodologie PHOEBE<\/li>\n<li>Int\u00e9gration de mod\u00e8les de comportement humain pour am\u00e9liorer la cr\u00e9dibilit\u00e9 de la simulation de trafic et enrichir les pr\u00e9dictions des r\u00e9sultats de s\u00e9curit\u00e9 routi\u00e8re<\/li>\n<\/ul>\n<p>Les r\u00e9sultats ne sont que le d\u00e9but du travail \u00e0 entreprendre par les partenaires de PHOEBE.
