Il est n\u00e9cessaire de r\u00e9orienter les incitations afin de concilier les objectifs de s\u00e9curit\u00e9 et les int\u00e9r\u00eats commerciaux, afin de mobiliser et de cibler les quelque 1 000 \u00e0 4 260 milliards d&#x27;euros d&#x27;investissements suppl\u00e9mentaires estim\u00e9s pour r\u00e9duire de moiti\u00e9 le nombre de morts et de bless\u00e9s sur les routes d&#x27;ici 2030. <strong>Le financement innovant du secteur priv\u00e9 et l'investissement d'impact bas\u00e9 sur les r\u00e9sultats ont le potentiel de permettre ce r\u00e9sultat gagnant-gagnant pour sauver des vies, \u00e9conomiser de l'argent et cr\u00e9er des emplois dans le monde entier.<\/strong><\/p>\n<p>Le <a href=\"https:\/\/www.worldbank.org\/en\/home\">Banque mondiale<\/a> et la Soci\u00e9t\u00e9 financi\u00e8re internationale (<a href=\"https:\/\/www.ifc.org\/\">CFI<\/a>), en partenariat avec le Programme International d'\u00c9valuation des Routes (<a href=\"https:\/\/irap.org\/fr\/\">iRAP<\/a>) et <a href=\"https:\/\/www.fia.com\/sites\/default\/files\/hlp_22-01.pdf\">Panel de haut niveau de la FIA pour la s\u00e9curit\u00e9 routi\u00e8re<\/a> a publi\u00e9 un rapport examinant la d\u00e9faillance du march\u00e9 dans le financement de la s\u00e9curit\u00e9 routi\u00e8re et d\u00e9crivant des mod\u00e8les \u00e9conomiques pratiques pour mobiliser les investissements priv\u00e9s et la finance durable n\u00e9cessaires pour faire face \u00e0 la crise invisible des routes dangereuses.<\/p>\n<p>Le <a href=\"https:\/\/blogs.worldbank.org\/ppps\/private-investment-road-safety-can-save-lives\"><em>Sauver des vies gr\u00e2ce \u00e0 l'investissement priv\u00e9 dans la s\u00e9curit\u00e9 routi\u00e8re<\/em><\/a> <em>Rapport<\/em> souligne que les accidents de la route constituent l\u2019une des principales causes de d\u00e9c\u00e8s et de blessures graves dans le monde. Si l\u2019on continue \u00e0 agir comme si de rien n\u2019\u00e9tait, plus de 375 millions de personnes, pour la plupart des jeunes, seront tu\u00e9es ou bless\u00e9es au cours de la prochaine d\u00e9cennie, ce qui entra\u00eenera des pertes \u00e9conomiques de plus de 1 420 milliards de dollars d\u2019ici 2030. Les accidents de la route peuvent co\u00fbter aux pays jusqu\u2019\u00e0 6 % de leur PIB et plonger des familles dans la pauvret\u00e9, car celles-ci perdent leur potentiel de g\u00e9n\u00e9ration de revenus et doivent se consacrer \u00e0 prodiguer des soins \u00e0 vie.<\/p>\n<p>Le rapport appelle \u00e0 une mobilisation critique des investissements du secteur priv\u00e9 pour combler le d\u00e9ficit et s'aligne sur le r\u00e9cemment lanc\u00e9 <a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Plan mondial pour la d\u00e9cennie d'action pour la s\u00e9curit\u00e9 routi\u00e8re 2021-2030<\/a> r\u00e9duire de moiti\u00e9 le nombre de morts et de bless\u00e9s sur les routes \u00e0 l&#x27;\u00e9chelle mondiale d&#x27;ici 2030. Cela implique notamment des investissements visant \u00e0 atteindre l&#x27;objectif n\u00b0 3, selon lequel toutes les nouvelles routes doivent \u00eatre class\u00e9es 3 \u00e9toiles ou plus pour tous les usagers, ainsi que l&#x27;objectif n\u00b0 4, qui pr\u00e9voit que plus de 751 TP3T de d\u00e9placements dans chaque pays s&#x27;effectuent sur des routes class\u00e9es 3 \u00e9toiles ou plus pour tous.<\/p>\n<p>Les partenaires ont \u00e9tudi\u00e9 des mod\u00e8les commerciaux et des instruments de financement pour permettre une plus grande participation du secteur priv\u00e9 \u00e0 la s\u00e9curit\u00e9 routi\u00e8re. Une \u00e9quipe de consultants de <a href=\"https:\/\/dalberg.com\/\">Dalberg Advisors<\/a> et <a href=\"https:\/\/www.cardno.com\/\">Cardno<\/a> ont \u00e9t\u00e9 charg\u00e9s d'\u00e9valuer leur viabilit\u00e9 et d'examiner leur potentiel dans 10 pays d'Am\u00e9rique latine, d'Asie et d'Afrique. Les opportunit\u00e9s et les d\u00e9fis op\u00e9rationnels ont \u00e9t\u00e9 \u00e9valu\u00e9s dans les pays, notamment par l'identification de projets pilotes potentiels. Dans la deuxi\u00e8me phase des travaux, <a href=\"https:\/\/www.socialfinance.org.uk\/\">Finance sociale<\/a> et <a href=\"https:\/\/www.impactstrategist.com\/\">Strat\u00e9giste d'impact<\/a> ont \u00e9t\u00e9 sollicit\u00e9s pour apporter une perspective d'investissement \u00e0 impact \u00e0 cette question.<\/p>\n<p>Une s\u00e9rie de solutions ont \u00e9t\u00e9 con\u00e7ues, comprenant huit arch\u00e9types de projets \u00e0 fort impact, un cadre pour la conception de projets de s\u00e9curit\u00e9 routi\u00e8re et cinq structures d'investissement possibles. Les conclusions de plus de 50 entretiens avec des parties prenantes, experts en s\u00e9curit\u00e9 routi\u00e8re, autorit\u00e9s du secteur public, acteurs de l'\u00e9cosyst\u00e8me, concessionnaires, gestionnaires d'actifs, fonds de responsabilit\u00e9 sociale des entreprises (RSE) et investisseurs actifs en Am\u00e9rique latine, en Afrique subsaharienne et en Asie du Sud ont \u00e9clair\u00e9 cette \u00e9tude.<\/p>\n<p>Le pr\u00e9sident de l\u2019iRAP et secr\u00e9taire du panel de haut niveau de la FIA, Miquel Nadal, a d\u00e9clar\u00e9 : \u201c L\u2019incapacit\u00e9 du march\u00e9 \u00e0 tenir compte de mani\u00e8re appropri\u00e9e des co\u00fbts des accidents de la route est l\u2019une des principales raisons du sous-investissement des secteurs public et priv\u00e9 dans la s\u00e9curit\u00e9 routi\u00e8re. La croissance de l\u2019investissement socialement responsable et du march\u00e9 de la finance durable offre une nouvelle opportunit\u00e9 de rem\u00e9dier \u00e0 cet \u00e9chec et de traduire les arguments \u00e9conomiques en un argumentaire d\u2019investissement qui offre \u00e0 la fois un impact salvateur et un retour sur investissement pour le capital priv\u00e9. Reconna\u00eetre les co\u00fbts et les avantages de la s\u00e9curit\u00e9 routi\u00e8re peut \u00e9clairer des m\u00e9canismes innovants pour cr\u00e9er et aligner les incitations \u00e0 l\u2019investissement et lib\u00e9rer le potentiel gagnant-gagnant-gagnant de routes 3 \u00e9toiles ou meilleures dans le monde. \u201d<\/p>\n<p>Le Plan mondial pour la D\u00e9cennie d&#x27;action jusqu&#x27;en 2030 invite les gouvernements et les partenaires \u00e0 \u00e9laborer et \u00e0 mettre en \u0153uvre des plans d&#x27;action nationaux et locaux visant \u00e0 r\u00e9duire de moiti\u00e9 le nombre de morts et de bless\u00e9s sur les routes d&#x27;ici 2030 et \u00e0 atteindre les 12 objectifs mondiaux de performance en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re, dont les objectifs 3 et 4 pr\u00e9voient notamment de veiller \u00e0 ce que toutes les nouvelles routes soient construites selon une norme de 3 \u00e9toiles ou sup\u00e9rieure pour tous les usagers de la route (objectif 3), et que plus de 751 TP3T de d\u00e9placements s&#x27;effectuent sur des routes \u00e9quivalentes \u00e0 3 \u00e9toiles ou mieux pour tous les usagers de la route d&#x27;ici 2030 (objectif 4). \u201c Le leadership de la Banque mondiale dans ce domaine, associ\u00e9 aux partenariats \u00e9tablis entre l\u2019IFC et l\u2019iRAP au Br\u00e9sil, d\u00e9montre ce qui est d\u00e9j\u00e0 possible. Pour garantir que cette d\u00e9cennie soit v\u00e9ritablement une d\u00e9cennie d\u2019action et de r\u00e9sultats en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re, nous devons rapidement d\u00e9ployer \u00e0 grande \u00e9chelle les solutions qui sauveront des vies, et le financement du secteur priv\u00e9 est un \u00e9l\u00e9ment essentiel de ce changement radical n\u00e9cessaire pour r\u00e9duire de moiti\u00e9 le nombre de d\u00e9c\u00e8s et de bless\u00e9s sur les routes d\u2019ici 2030 \u201d, a d\u00e9clar\u00e9 Rob McInerney, PDG de l\u2019iRAP.<\/p>\n<p>Selon <a href=\"https:\/\/www.vaccinesforroads.org\/\">Vaccins iRAP pour les routes<\/a> Gr\u00e2ce \u00e0 cet outil de Big Data, la r\u00e9alisation des objectifs 3 et 4 d&#x27;ici 2030 permettrait de sauver 450 000 vies par an et d&#x27;\u00e9viter 100 millions de d\u00e9c\u00e8s et de blessures sur toute la dur\u00e9e des traitements, avec un b\u00e9n\u00e9fice \u00e9conomique de 1,48 euro d&#x27;\u00e9conomies pour chaque euro investi.<\/p>\n<p>Le <em>Sauver des vies gr\u00e2ce \u00e0 l'investissement priv\u00e9 dans la s\u00e9curit\u00e9 routi\u00e8re<\/em> <em>Rapport<\/em> fait partie de la s\u00e9rie Mobilit\u00e9 et Connectivit\u00e9 des Transports de la Banque Mondiale.
