Les d\u00e9c\u00e8s dus au trafic routier sont une crise de sant\u00e9 publique \u00e9vitable qui touche particuli\u00e8rement les pays \u00e0 revenu faible et interm\u00e9diaire. Comment la technologie peut-elle sauver des vies ?<\/strong><\/p>\n<p>Les CDC (Centers for Disease Control and Prevention) estiment que le co\u00fbt des d\u00e9c\u00e8s et des blessures caus\u00e9s par les accidents de la route dans le monde pourrait s'\u00e9lever \u00e0 environ 1,8 billion de dollars entre 2015 et 2030.<a href=\"https:\/\/www.cdc.gov\/injury\/features\/global-road-safety\/index.html\">\u00a0Ce montant \u00e9quivaut \u00e0 une taxe annuelle de 0,121 % du PIB mondial<\/a>.<\/p>\n<p>En outre,\u00a0<a href=\"https:\/\/www.who.int\/publications\/i\/item\/9789241565684\">les traumatismes li\u00e9s \u00e0 la circulation routi\u00e8re sont la premi\u00e8re cause de mortalit\u00e9 dans le monde pour les enfants et les jeunes adultes \u00e2g\u00e9s de 5 \u00e0 29 ans<\/a>. Correspondant \u00e0\u00a0<a href=\"https:\/\/www.vaccinesforroads.org\/global-impact-of-injuries\/\">Vaccins pour routes<\/a>, 15 millions de personnes mourront et 500 millions seront bless\u00e9es dans des accidents de la route au cours de la d\u00e9cennie allant jusqu'en 2030, au co\u00fbt de 24 billions pour l'\u00e9conomie mondiale.<\/p>\n<p>La conception des routes et les infrastructures connexes utilis\u00e9es sont certains des principaux facteurs d\u00e9terminant si les accidents de la circulation entra\u00eenent des issues fatales ou des blessures graves. La s\u00e9curit\u00e9 des infrastructures routi\u00e8res est un axe crucial de la\u00a0<a href=\"https:\/\/cdn.who.int\/media\/docs\/default-source\/documents\/health-topics\/road-traffic-injuries\/global-plan-for-road-safety.pdf?sfvrsn=65cf34c8_27&amp;download=true\">Plan mondial pour la deuxi\u00e8me D\u00e9cennie d'action pour la s\u00e9curit\u00e9 routi\u00e8re 2021-2030<\/a>\u00a0qui appelle les gouvernements et les partenaires \u00e0 mettre en \u0153uvre l'approche des syst\u00e8mes s\u00fbrs afin de r\u00e9duire de moiti\u00e9 la mortalit\u00e9 et les blessures routi\u00e8res mondiales d'ici 2030.<\/p>\n<h4><strong>V\u00edaSegura : La technologie pour sauver des vies<\/strong><\/h4>\n<p>En partenariat avec le\u00a0<a href=\"https:\/\/irap.org\/fr\/accreditation\/\">Programme d'\u00e9valuation international des routes (iRAP)<\/a>), la BID a d\u00e9velopp\u00e9 une\u00a0<a href=\"https:\/\/irap.org\/fr\/2020\/02\/media-release-idb-and-irap-will-work-together-to-improve-road-safety-in-latin-america-and-the-caribbean\/\">initiative num\u00e9rique pour \u00e9valuer la s\u00e9curit\u00e9 des infrastructures routi\u00e8res<\/a>, qui vise \u00e0 rendre efficace le processus de d\u00e9tection pr\u00e9coce des d\u00e9faillances. L'outil se concentre sur l'\u00e9valuation d'un ensemble de variables utilis\u00e9es dans la m\u00e9thodologie Star Rating.<\/p>\n<p>L'un des quatre protocoles principaux de l'iRAP pour \u00e9valuer la s\u00e9curit\u00e9 des infrastructures routi\u00e8res est le\u00a0<a href=\"https:\/\/irap.org\/fr\/3-star-or-better\/?et_open_tab=et_pb_tab_0#mytabs|0\">M\u00e9thodologie de notation par \u00e9toiles<\/a>. Il fournit une mesure simple et objective du niveau de s\u00e9curit\u00e9 des occupants de v\u00e9hicules, des motocyclistes, des cyclistes et des pi\u00e9tons. Les \u00e9toiles vont de 1 \u00e0 5, les routes \u00e0 cinq \u00e9toiles \u00e9tant les plus s\u00fbres. Plus de 50 caract\u00e9ristiques routi\u00e8res sont \u00e9valu\u00e9es, notamment les glissi\u00e8res de s\u00e9curit\u00e9 et les barri\u00e8res centrales, les trottoirs, la signalisation, le marquage routier et l'\u00e9clairage, entre autres facteurs.<\/p>\n<p>Bas\u00e9 sur une \u00e9tude de 358 000 km de routes dans 54 pays, 88 % des d\u00e9placements sur les routes du monde sont dangereux (1 \u00e0 2 \u00e9toiles) pour les pi\u00e9tons, 67 % pour les motocyclistes, 86 % pour les cyclistes et 44 % pour les occupants de v\u00e9hicules. De plus, les recherches montrent que\u00a0<a href=\"https:\/\/www.itf-oecd.org\/sites\/default\/files\/docs\/zero-road-deaths.pdf\">Le risque de d\u00e9c\u00e8s ou de blessure grave d'une personne est approximativement divis\u00e9 par deux pour chaque am\u00e9lioration progressive de la note Star.<\/a><\/p>\n<p>Les objectifs mondiaux de l&#x27;ONU en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re pr\u00e9voient notamment que toutes les nouvelles routes soient construites selon une norme de 3 \u00e9toiles ou sup\u00e9rieure, et que, d&#x27;ici 2030, plus de 751 TP3T de trajets soient effectu\u00e9s sur des routes \u00e9quivalentes \u00e0 une norme de 3 \u00e9toiles ou sup\u00e9rieure, pour l&#x27;ensemble des usagers de la route. <a href=\"https:\/\/www.vaccinesforroads.org\/irap-big-data-tool\/\">Atteindre les objectifs 3 et 4 d'ici 2030 permettra de sauver 450 000 vies par an et d'\u00e9viter 100 millions de d\u00e9c\u00e8s et de blessures graves sur 20 ans.\u00a0<\/a><\/p>\n<p>Pour noter un r\u00e9seau routier, il est n\u00e9cessaire de collecter des donn\u00e9es sur les attributs des routes, g\u00e9n\u00e9ralement par le biais d'enqu\u00eates vid\u00e9o et d'autres moyens. Ensuite, un groupe de techniciens form\u00e9s doit analyser et coder les donn\u00e9es selon un manuel de codage.<\/p>\n<p>Pour faciliter ce processus, la BID a utilis\u00e9 la technologie num\u00e9rique qui classe les objets des images, aidant ainsi les analystes \u00e0 encoder les attributs des pistes de mani\u00e8re rapide, efficace et pr\u00e9cise. Cette initiative est appel\u00e9e \u201c V\u00edaSegura \u201d et utilise l'intelligence et la vision artificielle.<\/p>\n<p>\u00e9tant donn\u00e9 la complexit\u00e9 des informations, la BDI a mis en \u0153uvre plusieurs algorithmes qui apprennent \u00e0 partir des donn\u00e9es en imitant le fonctionnement du cerveau humain. Ce type d'algorithme est appel\u00e9\u00a0<a href=\"https:\/\/en.wikipedia.org\/wiki\/Deep_learning\">apprentissage profond<\/a>\u00a0et vous permet de traiter des images et de faire des classifications.<\/p>\n<p>\u201c V\u00edaSegura \u201d est une routine qui classe les attributs d'une route selon le mod\u00e8le iRAP. Le projet IDB catalogue les informations, minimise la charge de travail, r\u00e9duit l'intervention humaine et les erreurs de donn\u00e9es, diminue le budget associ\u00e9 \u00e0 la labellisation et contribue \u00e0 accro\u00eetre la s\u00e9curit\u00e9 routi\u00e8re.<\/p>\n<p>Cet outil est un exemple de ce qui sera possible dans le cadre du programme iRAP. <a href=\"https:\/\/irap.org\/fr\/project\/ai-rap\/\">Initiative AiRAP<\/a>. L'Initiative vise \u00e0 tirer parti des avanc\u00e9es en intelligence artificielle, apprentissage automatique, syst\u00e8mes de vision, LIDAR, t\u00e9l\u00e9matique et autres sources de donn\u00e9es pour fournir des informations essentielles sur la s\u00e9curit\u00e9 routi\u00e8re, les performances en cas de collision, et la priorisation des investissements pour tous les usagers de la route.<\/p>\n<p>\u201c V\u00edaSegura \u201d a \u00e9t\u00e9 utilis\u00e9 au Br\u00e9sil et sera test\u00e9 dans d'autres pays. Suite au succ\u00e8s des projets pilotes,\u00a0<a href=\"https:\/\/irap.org\/fr\/accreditation\/\">V\u00edaSegura sera rendu plus largement disponible aux fournisseurs accr\u00e9dit\u00e9s iRAP<\/a>\u00a0pour soutenir les \u00e9valuations hybrides de la s\u00e9curit\u00e9 routi\u00e8re qui utilisent \u00e0 la fois des donn\u00e9es d'apprentissage automatique (ML) et du codage manuel pour cr\u00e9er des notations iRAP.
