{"id":2606,"date":"2021-05-17T14:09:26","date_gmt":"2021-05-17T04:09:26","guid":{"rendered":"https:\/\/wordpress.temp.irap-dev.org\/how-a-5-star-system-is-helping-pakistan-fix-dangerous-roads\/"},"modified":"2026-04-30T12:38:07","modified_gmt":"2026-04-30T02:38:07","slug":"how-a-5-star-system-is-helping-pakistan-fix-dangerous-roads","status":"publish","type":"post","link":"https:\/\/irap.org\/fr\/how-a-5-star-system-is-helping-pakistan-fix-dangerous-roads\/","title":{"rendered":"Comment un syst\u00e8me \u00e0 5 \u00e9toiles aide le Pakistan \u00e0 r\u00e9parer les routes dangereuses"},"content":{"rendered":"<p>Asif Azam, directeur adjoint de la gestion routi\u00e8re \u00e0 la National Highway Authority (<a href=\"https:\/\/nha.gov.pk\/\">NHA<\/a>) du Pakistan et Greg Smith, directeur des partenariats internationaux chez iRAP, ont r\u00e9cemment fait une pr\u00e9sentation lors de la r\u00e9union des Observatoires de la s\u00e9curit\u00e9 routi\u00e8re de la r\u00e9gion Asie-Pacifique (<a href=\"https:\/\/www.aprso.org\/\">ASPRO<\/a>Webinaire sur les r\u00e9sultats au Pakistan du projet de la Banque asiatique de d\u00e9veloppement visant \u00e0 intensifier les op\u00e9rations innovantes en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re dans 7 pays.<\/p>\n<p>Lisez ce qu'ils ont dit dans le blog ASPRO suivant rendant compte de <em>\u201catteindre les objectifs mondiaux de performance en mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re : \u00e9tudes de cas du Pakistan et des Philippines\u201d <\/em>webinaire :<\/p>\n<p>En 1959, un ing\u00e9nieur de Volvo a invent\u00e9 la ceinture de s\u00e9curit\u00e9 \u00e0 trois points, omnipr\u00e9sente aujourd'hui, qui nous prot\u00e8ge quotidiennement sur les routes. Le constructeur automobile a eu l'audace de rendre le brevet accessible \u00e0 tous, m\u00eame \u00e0 ses concurrents, acc\u00e9l\u00e9rant ainsi son adoption massive et sauvant sans aucun doute des millions de vies.<\/p>\n<p>En mati\u00e8re de s\u00e9curit\u00e9 routi\u00e8re, les innovations de ce type ne repr\u00e9sentent qu'une partie du tableau. Aujourd'hui, avec l'urbanisation rapide en Asie-Pacifique \u2013 caract\u00e9ris\u00e9e par des villes congestionn\u00e9es d\u00e9bordant de v\u00e9hicules \u2013 les d\u00e9cideurs politiques sont confront\u00e9s au d\u00e9fi de r\u00e9duire le nombre de d\u00e9c\u00e8s dus aux accidents de la route.<\/p>\n<p>Outre les pertes humaines absurdes et \u00e9vitables, les accidents de la route ont un impact \u00e9conomique consid\u00e9rable. Par exemple, l&#x27;organisation International Road Assessment Programme (iRAP) estime que les accidents mortels de la route co\u00fbtent chaque ann\u00e9e au Pakistan US$2,3 milliards.<\/p>\n<p>\u201c Il s\u2019agit d\u2019une situation tr\u00e8s pr\u00e9occupante, et c\u2019est dans ce contexte que nous avons commenc\u00e9 \u00e0 mettre en place le programme d\u2019\u00e9valuation du r\u00e9seau routier pakistanais \u201d, a d\u00e9clar\u00e9 Asif Azam, directeur adjoint charg\u00e9 de la gestion des routes au sein de l\u2019Autorit\u00e9 nationale des autoroutes (NHA) du Pakistan. Il s\u2019exprimait lors d\u2019un r\u00e9cent webinaire de partage des connaissances organis\u00e9 par ADB Transport, aux c\u00f4t\u00e9s de Greg Smith, responsable des projets strat\u00e9giques de l\u2019initiative iRAP.<\/p>\n<p>L\u2019objectif \u00e9tait de \u201c rationaliser l\u2019investissement ou la mise en \u0153uvre de mesures visant \u00e0 sauver des vies \u201d, a poursuivi Azam. En collaboration avec iRAP, qui propose un outil d\u2019\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re reconnu \u00e0 l\u2019\u00e9chelle mondiale, l\u2019autorit\u00e9 charg\u00e9e des autoroutes a commenc\u00e9 par r\u00e9aliser des \u00e9valuations des risques sur le vaste r\u00e9seau de routes et d\u2019autoroutes qui sillonne le Pakistan.<\/p>\n<p>Smith et l&#x27;\u00e9quipe iRAP ont collect\u00e9 des donn\u00e9es en filmant des routes et en recensant plus de 50 caract\u00e9ristiques routi\u00e8res susceptibles d&#x27;augmenter le risque de d\u00e9c\u00e8s et de blessures. Parmi celles-ci figurent \u201c la vitesse sur la route, le nombre de voies de circulation, la pr\u00e9sence ou non de marquages au sol, de trottoirs, de passages pi\u00e9tons et de courbes \u201d, selon lui.<\/p>\n<p>Toutes ces donn\u00e9es entrent dans\u00a0<a href=\"https:\/\/vida.irap.org\/en-gb\/home\">ViDA<\/a>, un syst\u00e8me qui calcule les classements par \u00e9toiles des routes en fonction de leurs facteurs de risque, une \u00e9toile repr\u00e9sentant le risque le plus \u00e9lev\u00e9 et cinq \u00e9toiles le risque le plus faible. \u201c En gros, nous voulons que les conceptions atteignent au moins un classement de trois \u00e9toiles \u201d, a d\u00e9clar\u00e9 Smith.<\/p>\n<p>Avec le syst\u00e8me ViDA, les donn\u00e9es peuvent \u00eatre visualis\u00e9es avec plusieurs couches et filtres. Disons que nous voulons \u00e9valuer le risque d'\u00e9coulement d'une route : le syst\u00e8me analyse les donn\u00e9es concernant sa limite de vitesse, ses courbes, ses accotements, et d'autres facteurs. \u201cNous pouvons effectivement constater qu'il y a 362 emplacements \u00e0 haut risque qui ressortent de ce filtre sur les 10 000 kilom\u00e8tres de r\u00e9seau\u201d, a soulign\u00e9 Smith.<\/p>\n<p>D\u00e9sormais, l\u2019autorit\u00e9 pakistanaise charg\u00e9e des autoroutes peut prendre des d\u00e9cisions \u00e9clair\u00e9es sur la mani\u00e8re d\u2019am\u00e9liorer le classement par \u00e9toiles et, par cons\u00e9quent, la s\u00e9curit\u00e9 routi\u00e8re. M. Smith a poursuivi : \u201c Faut-il, par exemple, installer des passages pi\u00e9tons, am\u00e9liorer le marquage au sol ou am\u00e9nager l\u2019accotement rev\u00eatu ? \u201d iRAP leur a fourni une analyse \u00e9conomique des diff\u00e9rentes options en fonction de leur budget, ainsi que des conseils sur \u201c le meilleur investissement pour am\u00e9liorer la s\u00e9curit\u00e9 \u201d.<\/p>\n<p>Les prochaines \u00e9tapes pour l'autorit\u00e9 consistent \u00e0 \u201c int\u00e9grer la s\u00e9curit\u00e9 routi\u00e8re d\u00e8s la phase de planification \u201d et \u00e0 \u201c \u00e9laborer des plans \u00e0 court, moyen et long terme pour atteindre l'objectif de routes trois \u00e9toiles ou mieux d'ici 2030 \u201d, selon Azam de la NHA. Par la suite, l'accent sera \u00e9galement mis sur la collecte de donn\u00e9es comme priorit\u00e9 \u201c pour la durabilit\u00e9 du syst\u00e8me \u201d ; et \u00e0 faire en sorte que la formation soit une \u201c caract\u00e9ristique r\u00e9guli\u00e8re \u201d pour le personnel de la NHA et les autres ing\u00e9nieurs, a-t-il conclu.<\/p>\n<p>La s\u00e9curit\u00e9 routi\u00e8re est un effort continu \u00e0 l'\u00e9chelle mondiale, et repose autant sur l'environnement b\u00e2ti que sur le changement de comportement. L'exemple du Pakistan montre comment les analyses de donn\u00e9es et les \u00e9valuations par \u00e9toiles peuvent conduire \u00e0 des routes plus s\u00fbres pour sa population.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u00c0 propos du projet :<\/strong><\/p>\n<p>Le projet de l'Asian Development Bank sur l'intensification des op\u00e9rations innovantes de s\u00e9curit\u00e9 routi\u00e8re s'est achev\u00e9 \u00e0 la fin de l'ann\u00e9e derni\u00e8re et a permis l'\u00e9valuation par \u00e9toiles de plus de 10 700 km de routes et de pr\u00e8s de 450 km de plans routiers, ainsi que le renforcement des capacit\u00e9s en Chine, Fidji, au Laos, aux Maldives, en Mongolie, au Pakistan et au Vietnam.<\/p>\n<p>Lisez-en davantage sur le projet \u00e0 la page 19 de <a href=\"https:\/\/www.adb.org\/sites\/default\/files\/publication\/568136\/innovation-development-action-update.pdf\">D\u00e9bloquer l'innovation pour l'action de d\u00e9veloppement Rapport de mise \u00e0 jour<\/a>: Ce qui a fonctionn\u00e9 et ce qui n&#x27;a pas fonctionn\u00e9 dans le cadre du premier projet r\u00e9gional d&#x27;assistance technique en mati\u00e8re d&#x27;innovation de la BAD. La BAD a fait appel \u00e0 iRAP pour r\u00e9aliser des \u00e9valuations de s\u00e9curit\u00e9 concernant des projets financ\u00e9s par cinq pr\u00eats de la BAD d&#x27;un montant total de plus de $60 millions en G\u00e9orgie, en R\u00e9publique d\u00e9mocratique populaire lao, en Mongolie, au Pakistan et au Vietnam. L\u2019\u00e9quipe a directement soutenu les op\u00e9rations r\u00e9gionales dans le secteur des transports gr\u00e2ce \u00e0 des activit\u00e9s d\u2019\u00e9valuation de la s\u00e9curit\u00e9 routi\u00e8re qui ont influenc\u00e9 la conception et la mise en \u0153uvre des projets de transport financ\u00e9s par la BAD. Au Pakistan, l\u2019assistance technique a servi \u00e0 former des ing\u00e9nieurs et des consultants \u00e0 l\u2019\u00e9valuation routi\u00e8re, en utilisant le mod\u00e8le iRAP pour \u00e9laborer le Programme d\u2019\u00e9valuation routi\u00e8re du Pakistan (PAKRAP 2017\u20132019).
